Le Gouvernement du Rwanda a reçu un don de la Coopération Technique Belge qui est mis en œuvre par la
« Single Project Implementation Unit » et « Rwanda Bio-Medical Center (SPIU/RBC) » et voudrait utiliser une
partie des fonds aux paiements en vertu du contrat pour le service de consultance relative à l’Etude détaillée
des travaux de Construction d’un Hôpital de District de Nyarugenge à Nyamirambo.
Le service de consultance consiste en l’Etude détaillée, à partir de l’Etude préliminaire existante, des travaux de
Construction d’un Hôpital de District de Nyarugenge à Nyamirambo, suivant les règles de l’art pour une période
de 3 mois. L’étude préliminaire existante est constituée de plan de masse (master plan) et Avant Projet
Sommaire (APS). Le service consiste en complément de l’étude existante par l’étude complète et production
d’un Dossier d’Appel d’offres complet (clauses administratives, descriptions technique, BOQ, plans
architecturaux et d’autres plans détaillés) ainsi que d’autres documents nécessaires pour l’exécution d’un projet
de construction.
La SPIU/RBC, en collaboration avec le District de Nyarugenge, la Direction Générale de Services Cliniques du
Ministère de la Santé et le Projet UBUZIMA BURAMBYE, invite les sociétés admissibles à manifester leur intérêt
pour fournir ces services. Ils devront fournir les informations indiquant qu'ils sont qualifiés pour exécuter les
services (brochures, description de missions analogues, expérience dans des conditions semblables,
disponibilité des connaissances nécessaires parmi le personnel, etc.). Les consultants peuvent s'associer pour
renforcer leurs qualifications. Les critères qui seront évalués pour la liste restreinte sont les suivants :
(a) Expérience Générale du Consultant: Au moins 10 ans d’expérience dans les pays vivant dans les mêmes
conditions économiques comme le Rwanda ou dans les Pays d’Afrique de l’Est.
(b) Expérience spécifique du consultant: Au moins 2 références similaires de la même nature et
complexités;
(c) Proposition du personnel: Disponibilité du personnel qualifié et capable de réaliser l’étude tels que :
Ingénieurs, architectes, électriciens, plombiers, métreurs, topographes etc.
La firme sera sélectionnée conformément aux procédures définies dans les directives de la Loi Rwandaise
012/2007 et 005/2014. Les consultants intéressés peuvent obtenir des informations supplémentaires à
l'adresse ci-dessous pendant les heures de travail 07.00 h à 17.00 h, heure locale.
Les dossiers de manifestation d'intérêt pour les firmes (bureau d’études) intéressées et admissibles, selon les
critères d'accès à la liste restreinte, devront être envoyés à la SPIU / RBC, au plus tard le 07/08/2015 à 9 : 00

REQUEST FOR EXPRESSIONS OF INTEREST THE SERVICES RELATED TO THE
DETAILED ARCHITECTURAL AND ENGINEERING STUDY FOR THE PROJECT
CONSTRUCTION WORKS OF NYARUGENGE DISTRICT HOSPITAL (DH).
The Government of Rwanda has received a Grant from the CTB-BTC towards the funding of
“UBUZIMA BURAMBYE (UB)” which is being implemented under “Single Project Implementation
Unit of Rwanda Bio Medical Center (SPIU/RBC)” and it intends to apply part of the proceeds of this
grant to payments under the contract for the consulting services to lead detailed study of works for
Construction of Nyarugenge District Hospital.
The service is to complete an existing preliminary design (Master Plan and ‘’Avant projet sommaire’'
(APS) of works for Construction of Nyarugenge District Hospital in Nyamirambo sector within 3
months. The existing preliminary design as said, is composed of Master Plan and “Avant Projet
Sommaire (APS)”. The services will consist of completing in details the study by providing a complete
tender document: (Architectural and the whole usual detailed package plans, including Technical
description of the project, BOQ, administrative clauses) and other necessary documents for executing
the project of construction of Nyarugenge District Hospital.
The SPIU/RBC, in collaboration with Nyarugenge District, Rwanda Housing Authority (RHA),
Clinical services department of MOH and UBUZIMA BURAMBYE Project, now invites eligible
consultant firms (Bureau d’Etudes) to indicate their interest in providing the services. They must
provide information indicating that they are qualified to perform the services (brochures, description of
similar assignments, experience of similar projects, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications. The short listing criteria are:
(a) General experience of the firm: at least 10 years consulting experience in working
in countries with similar economic conditions like Rwanda and South African
countries;
(b) Specific experience : Work experience as a consulting firm in at least two
assignments of similar nature and complexity ;
(c) Proposition of the staff: Availability of qualified and skilled personnel for the
assignment such as; Civil Engineers, Architects; Electrical engineers, Mechanical
engineers, Quantity surveyors, Land surveyors, Biomedical engineers etc. (names,
qualifications and years of experience ).
A Consultant will be selected in accordance with the procedures set out in the Rwandan procurement
Law 012/2007 of 27/03/2007 and 005/2014. Interested consultants may obtain further information at the
address below during office hours 0700 AM to 500 PM local time.
The records for expressions of interest from consulting firms eligible under the criteria of access to
the short list should be sent to the SPIU/RBC, redefine not later than 07/08/2015 at 9:00 AM (local

The expression of interest should clearly indicate the tender name and title. For joint venture, the
representative shall be clear, with a copy of joint nomination report.
