Médecins Sans Frontières demande des explications officielles sur son
expulsion du Rwanda :
L'organisation humanitaire internationaleMédecins SansFrontièresa demandé
une entrevue avec le ministère rwandais de la Réhabilitation afin de recevoir
des explications complètes sur l'expulsion de sa section française, expulsion
annoncéelors dune conférencede presseimpromptue, hier, à Kigali.
"Nous sommesfortement surpris qu'une partie de I'organisationsoit expulséede
manièreaussiarbitraire" a déclaréFrancesStevenson,coordinateur de Médecins
Sans Frontières. "MSF est une organisationinternationale.Toutes nos éauiaes
suiaentlesmêmesprincipeset apptiquint lesmêmespolitiques.Nous,, ooyorcorrin,
explicationlogi4ueà I'expulsiondenoscollègues".
]usqu'à présent,le gouvernement
rwandais a refusé de discuter de I'expulsion avec les représentantsde MSF à
Kigali.
MSF est I'une des organisations médicales ies plus importantes au Rwanda,
avec 88 expatriés et plus de 1 000 Rwandais, employés par MSF dans ses
équipes. En collaboration étroite avec le Ministère de la Santé,sesvolontaires
travaillent dans 52 centresde santéà travers tout le pavs et dans 6 hôpitaux en
y apportant de I'aide médicale,en appuyant la reànstruction du sàrvice de
santénational et en formant le personnellocal. L'organisation s'occupeaussi de
projets à plus petite échelle, comme un programme pour les enfants nonaccompagnéset fournit des soins médicaux aux prisonniers.
Médecins SansFrontières,présent au Rwanda depuis 1990,a été I'une des rares
organisations à rester au Rwanda pendant le génocide de L994,durant lequel
près d'un million de personnesont été tuées.Médecins SansFrontières a aussi
mené une campagnepour que les responsablesdu génocidesoient jugés.
Médecins SansFrontièresdésire continuer à apporter son aide médicale, vitale
pour la population rq'andaise. MSF regrette le changementd'attitude soudain
et inexpliqué du gouvernement rwandais à son encontre et espère pouvoir
ouvrir le dialogue.

from Rwanda
Following the threat of expulsionof its Frenchbranch from Rwanda,the international
humanitarianorganisationMédecins Sans Frontières has called for the Rwandan
Ministry of Rehabilitationto give an official explanationfor the decision,which was
annoucedin an impromptupressconferencein Kigali yesterday.
"We find it astoundingthat one part ofthe organisationshouldbe expelledin suchan
said."MSF is an intemational
arbitrarymanner,"MSF coordinatorFrancesStephenson
organisatiorqand all our teamsfollow the sameprinciplesand policies.We can seeno
logical reasonfor the expulsionof our Frenchcolleagues."The Rwandangovemment
hasso far refusedto discussthe matterwith MSF representatives
in Kigali.
MSF is the leadingagencyfor healthin Rwanda,with 88 expatriateworkers and more

that the situationcanbeurgentlyresolved.
MSF was among the handful of aid agenciesthat remainedin Rwanda during the
genocidalwar in 1994,in which up to one million peopledied. The organisation
for the perpetrators
subsequently
campaigned
ofthe genocideto be broughtto justice.
