PREFACE
L'objet de cet Annuaire est de donner un resume international des statistiques
disponibles concernant les phenomenes economiques, financiers, demographiques et
sociaux les plus importants. On a essaye, dans tous les cas, d'inclure un nombre de
pays aussi grand que possible et de rendre les series de statistiques comparables pour
la totalite d'une periode determinee.
La presente edition contient des renseignements plus a jour que les editions
anterieures et des ameliorations considerables ont ete introduites en ce qui concerne
la portee et la presentation des statistiques. Dans les editions ulterieures, on s'efforcera
de realiser d'autres am6liorations encore, notamment en vue de permettre des comparaisons plus exactes entre les diverses series nationales. I1 est, toutefois, souvent
difficile d'aboutir a une comparabilite tres etroite en raison de differences dans
la nature des donnees des divers pays et des diff6rences dans les methodes employees
pour les etablir. En regle gen6rale, les differences les plus importantes de cette
categorie ressortent des notes qui accompagnent les tableaux.
Le present Annuaire contient de nouveaux tableaux sur les sujets suivants:
production de l'amiante, du chrome, du coke, du platine, de l'opium et autres stupefiants,
du vin, de la viande (abatage) et des automobiles ; indices de la production mondiale
de denrees alimentaires brutes et de matieres premieres industrielles (elabores
par le Service d'etudes economiques de la Societe des Nations); nombres-indices
d'emploi; analphabetisme; radiodiffusion; stocks d'or monetaire mondiaux (exprimes
en dollars); balances des paiements internationaux. Parmi les tableaux ameliores
et developpes, on peut citer ceux qui se rapportent aux questions suivantes: production
et distribution d'energie electrique; chomage par groupes d'industries ; broches de
coton; production de soja, de caoutchouc et de laine ; nombres-indices de la production
industrielle; rendement des obligations. Dans les tableaux sur les statistiques d6mographiques, il a ete tenu compte des recensements effectues en 1930 et 1931. Dans les
tableaux sur la production, on a augmente le nombre des produits pour lesquels figurent
des cours des prix representatifs (en francs-or par unite metrique). On a donne, dans
la plupart des cas, a la fois les cours de fin d'annee et les moyennes annuelles.
Les principales sources auxquelles on a puise sont indiquees dans les notes annexees
aux tableaux. Ces sources, dans la majorite des cas, ont un caractere officiel. Lorsqu'on
a eu recours a des renseignements de source non officielle, ou lorsqu'il y avait lieu de
douter de l'exactitude des chiffres, les diverses administrations nationales ont, en
regle generale, ete pri6es de verifier les chiffres en question. I1 n'a toutefois pas 6te
possible de faire verifier de cette maniere tous les chiffres les plus recents ou tous
ceux qui se rapportent a des pays tres eloign6s du siege de la Societe des Nations.
Le fait que des chiffres obtenus a une source non officielle ont regu l'approbation d'un
gouvernement ne leur confere, toutefois, aucun caractere officiel.
Nous sommes specialement obliges a l'Institut international d'Agriculture, qui
a fourni presque tous les tableaux agricoles. Des statistiques agricoles plus completes
et plus detaillees sont publiees dans l'Annuaire internationalde statistique agricole de
cet Institut et dans ses Bulletins mensuels de statistiqueagricole.Nous sommes egalement
redevables de differentes statistiques a 1'( Imperial Institute » (Londres), au Comite
norvegien de statistiques relatives aux baleines, a 1'( Empire Marketing Boards,
(Londres), a l'Union internationale des producteurs et distributeurs d'energie electrique
(Paris), a l'Union internationale de Radiodiffusion (Geneve), & l'Institut international de Cooperation intellectuelle (Paris), et a certaines autres organisations dont

The object of this Year-Book is to give an international synopsis of available
statistics relating to the most important economic, financial, demographic and social
phenomena. In all cases an attempt has been made to cover as many countries as
possible and to render the statistical series comparable over the whole of a given
period.
In the present edition more up to date information is given than before, and considerable improvements have been made in the scope and presentation of the statistics.
In subsequent editions further improvements will be attempted, particularly with a
view to obtaining a greater degree of comparability between the various national
series given. In many cases, however, close comparability is difficult to achieve
owing to certain differences in the character of the various national data relating
to the same subject and differences in the methods used in compiling them. As a
rule, the more important differences of this kind are mentioned in the notes accompanying the tables.
New tables are given on the following subjects : production of asbestos, chrome,
coke, platinum, opium and other narcotic drugs, wine, meat (slaughters) and motor
cars; indices of world production of crude foodstuffs and industrial raw materials
(compiled by the Economic Intelligence Service of the League of Nations); index
numbers of employment ; illiteracy, broadcasting ; monetary gold stocks of the world
(expressed in dollars) ; balances of international payments. Among the tables improved
and expanded, those relating to the following subjects may be mentioned : output
and distribution of electricity; unemployment by classes of industry ; cotton spindles;
production of soya beans, rubber and wool ; index numbers of industrial production;
yield of bonds. In the tables on vital statistics, account has been taken of the results
of the population censuses held in 1930 and 1931. The number of commodities for
which representative price quotations (in gold francs per metric unit) are given has
been increased ; both end of year quotations and yearly averages are shown in most
cases.
The main sources which have been employed are indicated in the notes to the
tables. The majority of these sources are official. When unofficial sources have been
employed, or there have been any reasons for doubting the accuracy of the figures,
the various national administrations have, as a rule, been asked to control the figures.
It has, however, not proved possible to have all the most recent figures counter-checked
in this manner or all of those relating to countries far distant from the seat of the
League of Nations. The fact that figures obtained from an unofficial source have
received the visum of a Government, however, does not render those figures in any
way official.
We are specially indebted to the International Institute of Agriculture, which
has contributed practically all the tables dealing with agricultural products. Fuller
and more detailed agricultural statistics are given in the International Year-Book of
Agricultural Statistics, published by the Institute, and in its Crop Reports. We are
likewise indebted for various statistics to the Imperial Institute (London), the
Norwegian Committee for Whaling Statistics, the Empire Marketing Board (London),
the International Union of Producers and Distributers of Electrical Energy (Paris),
the International Broadcasting Union (Geneva), the International Institute for
Intellectual Co-operation (Paris), and certain other organisations to which reference

Le Bulletin mensuel de statistique publie par la Societe des Nations (pour le
contenu du Bulletin, voir page II a la fin du present volume), le Bulletin mensuel
de statistique agricole de l'Institut international d'Agriculture ainsi que la Revue
internationaledu Travail du Bureau international du Travail publient regulierement
des chiffres concernant une partie des tableaux donn6s dans le present Annuaire.
Le Memorandum sur les banques commerciales (1913-1929), Geneve, 1931, donne
des renseignements tres detailles sur la situation complete des bilans, des profits et
pertes, etc., du systeme bancaire d'environ trente pays et contient, en outre, une
analyse generale des principaux changements survenus dans les operations des banques
commerciales apres la guerre et jusqu'au commencement de la depression economique
mondiale.
Dans 1'AperFu de la production mondiale (1925-1931), on etudie les recents mouvements survenus dans l'activite economique de l'ensemble du monde ainsi que dans
diff6rents pays et continents. Dans le Memorandum sur les balances des paiements
vol. I (Apercu du commerce mondial 1930) et vol. III (Statistiques du commerce,
exterieur, 1930), on trouvera une analyse des mouvements commerciaux recents ainsi
que des statistiques detaillees du commerce exterieur. Le volume II du meme Memorandum (Balances des paiements, 1930) donne des exposes d6taill6s des balances internationales des paiements de trente-deux Etats.
La situation economique mondiale, qui sera publiee pour la premiere fois cette
annee, resume brievement les elements de l'evolution economique au cours de la
premiere periode decennale d'apres guerre et passe en revue les evenements d'ordre
economique et financier qui se sont produits depuis le debut de la depression
economique jusqu'au milieu de l'annee 1932.
Les donnees relatives aux finances publiques publiees dans les editions pr6cedentes
de cet Annuaire avaient ete tirees des Memorandums sur les finances publiques
(1922-1926 et 1926-1928), qui contiennent des tableaux plus d6tailles, accompagnes
de notes, ainsi que des apergus sur les systemes budgetaires des differents pays. Ces
donnees ont ete mises a jour dans la presente edition de l'Annuaire.
Les cartes geographiques donnees A la fin du volume sont preparees d'apres
des atlas reputes et des sources d'information dignes de confiance. Elles n'ont toutefois
aucun caractere officiel. Il ne faudrait attribuer ni a ces cartes ni aux statistiques
reproduites une autorite plus grande que celle des sources dont elles ont ete tirees.
Afin de faciliter les comparaisons internationales, on a donne au tableau I des
coefficients de conversion relatifs aux poids et mesures, aux cours des changes et
aux parites monetaires.
Dans tout le volume, le signe (-)) indique que le chiffre est zero ou negligeable,
le signe (( ... )) que les chiffres ne sont pas encore publies, et le signe ( . )) que les renseignements sont inaccessibles ou inexistants. Dans tous les tableaux, les chiffres
decimaux sont precedes d'un point et non d'une virgule.

Current data for a number of the tables included in this volume are published in
the Monthly Bulletin of Statistics, compiled by the League of Nations (for contents
see page VI at the end of this volume), in the Crop Reports of the International Institute of Agriculture, and in the Monthly Labour Review of the International Labour
Office.
The Memorandum on Commercial Banks, 1913-1929 (Geneva 1931), gives full
details regarding the complete balance-sheet position, the profits and losses, etc.,
of the banking system in some 30 different countries and contains in addition a general
analysis of the main changes in post-war commercial banking up to the beginning
of the present world economic depression.
In the Review of World Production, 1925-1931, a study has been made of the recent
movements in the economic activity in the world as a whole and in different countries
and continents. In the Memorandum on Trade and Balances of Payments, Vol. I
(Review of World Trade, 1930), and Vol. III (International Trade Statistics, 1930)
will be found an analysis of the recent trade movements and detailed statistics of
international trade ; Vol. II of the same Memorandum (Balances of Payments, 1930)
gives detailed statements of the balances of international payments of 32 States.
The World Economic Survey, to he published for the first time this year, briefly
summarises the background of the economic progress in the first post-war decade,
and reviews the economic and financial developments from the beginning of the
economic depression to the middle of 1932.
The data on public finance published in the preceding issues of this Year-Book
were taken to a large extent from the Memoranda on Public Finance (1922-1926 and
1926-1928) which contained, in addition to more detailed tables and notes, chapters
on the budget systems of various countries. Those data have been brought up to
date in this issue of the Year-Book.
The geographical maps given at the end of the volume are prepared from wellknown atlases and other reliable sources of information. They are, however, in no
way official. Neither to these maps nor to any statistical series reproduced should
be attributed an authority greater than that of the sources from which they were
obtained.
For the purpose of facilitating international comparisons conversion coefficients
referring to weights and measures, exchange rates and mint parities are given in
Table 1.
Throughout this volume the sign" - "indicates that the figure is nil or negligible,
"...that the figures are not yet published, and " . " that information is not available
or is non-existent. Decimal figures are preceded in the tables by a full stop and not
a comma.
