540 - HIGHWAY FENCE - OPSS 540
540.1
GENERAL
This section covers the requirement for the items related to the erection of fencing on or along the
highway right-of-way limits, including connections to cross fences, in the case of Class III, Class
IV and Class V highways (Special Controlled Access Highways, Major and Minor Highways not
designated as fully or modified controlled access) and at 0.3 m inside right-of-way limits for Class
I and Class II highways (Freeways and Expressways and Staged Freeways and Expressways);
(except that for Class II highways the fence may be erected anywhere inside the right-of-way
limits to serve the current stage of construction only).
For full details of fencing Rights-of-Way, the designer is referred to Admin-Property Directive B3.
540.1.1
Highway Fence
Highway fence provides for the erection of farm fence along highway right-of-way limits. Gates
and brace panels are provided where required, as separate tender items.
Highway fence is erected with the fence fabric fastened to the front face of the posts, as viewed
from the highway; except on outside curves of 1750 m or smaller radius, when it must be fastened
to the back of the posts so as to maintain proper tension.
In wooded areas not designated for clearing, the close cut clearing necessary to allow the erection
of the fence is included in the tender item for the fence.

Specifications
The requirements for the erection of highway fence is contained in OPSS 540.
540.1.4
Special Provisions
The designer should investigate to determine whether any of the Special Provisions listed in
Chapter "E" require inclusion in the contract documents.
540.1.5
Standard Drawings
The designer must be familiar with the Ontario Provincial, Standard Drawings; (see OPSD 900
Series for Highway Fence).

FENCING
COMPUTATION
The items for Highway Fence are Plan Quantity Payment items.
540.2.1
Source of Information
Generally, new highway fencing is erected on the right-of-way limits as a replacement for existing
fencing removed under the same contract; refer to Property Agreements and P-Plans for details of
existing fences and gates.
540.2.2
Methods of Calculation
A.
Highway Fence
The unit of measurement for highway fence is the metre.
Lengths of Highway fencing are scaled from plans, and measured horizontally, with no
deductions made for brace panels or gates.
Openings in the right-of-way fence where no gate is provided are not measured, but are treated as
two fence terminals.
Normally, no fencing is computed for cross fences, unless there is an agreement with the property
owner stating otherwise; following the installation of the cross fence brace panel, the existing
fence fabric is unrolled back into place to meet the new right-of-way fence.
B.
Brace Panels
The unit of measurement for brace panels is "each".
A brace panel consists of a wooden end, anchor, corner or gate post, together with a wooden brace
post, diagonal wooden brace and counter-diagonal brace wire. In solid rock, where steel posts
only are chosen, brace panels are constructed using angle-iron posts and braces.
Brace panels are computed in accordance with the following requirements (see illustrations):
a)
b)
91 10
At cross fences (separating property owners) -
3 panels require: one forming part of
the cross fence, and two erected as
part of the highway fence
At cross fences (Not separating property owners) - 1 brace panel is required installed on
the cross fence at the straining post.
c)
At all horizontal angles exceeding 22(
- 2 panels
d)
On all curves of radius 900 m or less
- 2 panels at each end of curve, plus 2
panels at midpoint
e)
Gate locations and openings
- 2 panels at each site in fence
f)
At all vertical angles exceeding 22
- 2 panels
g)
At crossings of watercourses(maximum span - 6 m) - 2 panels
h)
Terminals
- 1 panel per terminal

C.
Gates
- 2 panels per location(distance
between double panels at approx.
200 m intervals, max. 230 m.
The unit of measurement for gates is "each," with double gates counted as one gate.

DOCUMENTATION
A. Contract Drawings
Except for special fencing requirements such as easements, stage construction and irregularshaped areas (e.g. interchange ramps), fences and gates are not required to be shown on the
drawings. Where fences are shown, the following details must be given on the drawings:
1) Fence and gate symbols
2) Standard Drawing No. (e.g. OPSD - 901.01)
B. Contract Documents
Fencing quantities, scaled from plans or taken from Property Agreements, may be entered
directly onto the "Quantities - Miscellaneous 2" sheet, showing stations and location, with
offsets if required. Each cross fence must be shown by chainage for the purpose of listing
brace panels.
Brace panel quantities are shown in the brace panel column opposite the main run, cross
fence or gate entry, as appropriate.
Gate chainages for the centre of each gate are shown following the respective fence entry,
with an offset distance where the gate is set back from the fence line. The gate opening
width is shown in the gate column, (e.g. "1.2", and, for double gates, "7.0"). Show
"single gate" or "double gate", as appropriate, in the "Location and Position" column,
against each gate entry.
540.3.1
Documentation Accuracy
Stations and quantity entries are recorded to the nearest whole metre.
Offsets are recorded in 0.1 of a metre.
Spot checking required.
