COMMENCEMENT OF STUDY
Highway 17 Route Planning Study from Sudbury to Markstay
(GWP 5031-09-00)
Stantec Consulting Ltd. has been retained by the Ministry of Transportation (MTO) to undertake a route planning,
preliminary design, and environmental assessment study for Highway 17 from the existing Highway 69 interchange,
easterly to Markstay, a distance of approximately 42.5 km; and a new connection of Highway 69 to Highway 17
(Sudbury Southeast By-Pass), a distance of approximately 5.5 km.
The purpose of the study is to identify a Recommended Plan for a four-lane Controlled Access Highway with access
restricted to interchange locations only.
This study will include the development and evaluation of a range of reasonable alternatives, including
improvements to the existing highway, new highway routes, and/or combinations of the two. A Recommended Plan
will be selected and designated (protected) at the completion of the study to assist local municipalities, private
landowners, and businesses, with planning and development in the study area.
THE PROCESS
This study is a "Group A” project under the Class Environmental Assessment (EA) for Provincial Transportation
Facilities (2000) and includes carrying out environmental and engineering field investigations and seeking input from
the public, local municipalities, external ministries/agencies and businesses.
Three series of Public Information Centres (PICs) will be held. The first series of PICs is planned for early 2011 and
will provide the public with an opportunity to review the draft Study Design Report, preliminary alternatives and the
proposed evaluation criteria.
A Transportation Environmental Study Report (TESR) will be prepared and made available for public review at the
end of the study.
Notices will be placed in this newspaper and on the project website
(www.highway17sudburytomarkstay.ca) to advise the public of PICs and the TESR public review.

During the study you can visit the project website, www.highway17sudburytomarkstay.ca, to obtain up-to-date
project information and to submit comments to the project team.
Comments and information are being collected to assist the MTO in meeting the requirements of the Environmental Assessment Act.
Information will be collected in accordance with the Freedom of Information and Protection of Privacy Act. All comments will be
maintained on file for use during the study and, with the exception of personal information, may be included in study documentation and
become part of the public record.

Stantec Consulting Ltd a été retenu par le ministère des Transports (MTO) pour entreprendre la planification du tracé, la
conception préliminaire et l’étude environnementale concernant la route 17 entre l’échangeur actuel de la route 69 et
Markstay, une distance approximative de 42,5 km, et un nouveau point de jonction liant la route 69 à la route 17 (route de
contournement sud-est de Sudbury), une distance approximative de 5,5 km.
Cette étude vise à identifier un plan recommandé pour l’aménagement d’une route à quatre voies accessible uniquement
par le biais d’échangeurs.
L’étude comprendra le développement et l’évaluation de plusieurs solutions, y compris l’amélioration de l’autoroute
actuelle, de nouveaux tracés pour l’autoroute et/ou une combinaison de ces deux options. Un plan recommandé sera
choisi et assigné (protégé) au terme de l’étude. La Ville du Grand Sudbury, la Municipalité de Markstay-Warren, les
entrepreneurs locaux et les propriétaires fonciers privés pourront se servir de ces renseignements pour planifier le
développement du secteur à l’étude.
LE PROCESSUS
Cette étude est un projet du Groupe A, tel que défini dans le document provincial sur l’évaluation environnementale de
portée générale pour les installations provinciales de transport (2000). Des travaux de terrains environnementaux et
techniques seront menés; l’avis des populations, des municipalités locales, des ministères et agences externes et des
entreprises sera aussi sollicité.
Trois groupes de séances d’information publique (SIP) se tiendront. Le premier groupe de SIP est prévu pour le début de
2011 et donnera à la population l’occasion d’examiner l’ébauche du rapport d’étude de conception, les options
préliminaires et les critères d’évaluation suggérés.
Un rapport d’étude environnementale pour le transport (REET) sera préparé et rendu public pour consultation au terme de
l’étude. Des avis seront publiés dans ce journal et sur le site Internet du projet (www.highway17sudburytomarkstay.ca)
pour informer la population des SIP et de l’examen public du REET.
