Healthy Children Initiative/Early Childhood Intervention Program
(HCI/ECIP) Grandfather Funding
The ECIP will be phased in over a five year period beginning April 1, 2017 while the Healthy
Children Initiative (HCI) is phased out. The current Healthy Children Initiative (HCI) funding will
be extended on a grandfather basis and referred to as HCI/ECIP grandfather funding. Beginning
April 1, 2019, the amount of HCI/ECIP grandfather funding decreases annually until it is
eliminated by March 31, 2022. Effective April 1, 2022, ECIP will be fully operational and
HCI/ECIP grandfather funding fully discontinued.
HCI/ECIP grandfather funding is applied to three different types of early childhood programs
as follows:
1) Licensed Child Day Care Centres

April 1, 2017 - March 31, 2019 - regional allocations made under the Healthy Children
Initiative (HCI) will receive HCI/ECIP grandfather funding at 100% (for existing HCI
recipients).
April 1, 2019 - ECIP base funding of $15,000 per licensed centre begins.
o If existing HCI* recipients previously received more than the ECIP base funding
amount, they will receive 75% of the difference between the ECIP base funding
and the former HCI funding amount, see Example below.
April 1, 2020 - ECIP base funding of $15,000 per licensed centre continues.
o If existing HCI* recipients previously received more than the ECIP base funding
amount, then they will receive 50% of the difference.
April 1, 2021 - ECIP base funding of $15,000 per licensed centre continues.
o If existing HCI* recipients previously received more than the ECIP base funding
amount, then they will receive 25% of the difference.
April 1, 2022 - ECIP base funding of $15,000 per licensed centre continues.
o HCI/ECIP grandfather funding ceases.
*does not include family day homes
Example – Assume a licensed center received $20,000 HCI in 2018-19.
In 2019-20 they will receive: $18,750. [$15,000 + (20,000-15,000) x 0.75)]
To receive ECIP base funding, community organizations apply to the regional Early Childhood
Consultant (ECC) using the ECIP application. If a community does not require the full amount of
base funding, the ECC can re-allocate the balance to an alternate community program.
2) Communities Without a Licensed Child Day Care Centre

o If existing HCI* recipients previously received more than the ECIP base funding

and the former HCI funding amount, see example below.
April 1, 2020 - ECIP base funding of $10,000 per community continues.
o If existing HCI* recipients previously received more than the ECIP base funding
amount, then they will receive 50% of the difference.
April 1, 2021 - ECIP base funding of $10,000 per community continues.
o If existing HCI* recipients previously received more than the ECIP base funding
amount, then they will receive 25% of the difference.
April 1, 2022 - ECIP base funding of $10,000 per community continues.
o HCI/ECIP grandfather funding ceases.
To receive ECIP base funding, community organizations apply to the regional Early Childhood

3) Community based (unlicensed) program** in a community with licensed child day care.

Children Initiative (HCI) will receive HCI/ECIP grandfather funding at 100% (for existing
HCI recipients).
• April 1, 2019 - existing programs receiving funding under the Healthy Children Initiative
(HCI) will receive HCI/ECIP grandfather funding at 75% (for existing HCI recipients).
o Programs may (to be determined) be eligible to apply for ECIP funding.
• April 1, 2020 - existing programs receiving funding under the Healthy Children Initiative
(HCI) will receive HCI/ECIP grandfather funding at 50% (for existing HCI recipients).
o Programs are eligible to apply for ECIP funding.
• April 1, 2021 - existing programs receiving funding under the Healthy Children Initiative
(HCI) will receive HCI/ECIP grandfather funding at 25% (for existing HCI recipients).
o Programs are eligible to apply for ECIP funding
• April 1, 2022 – ECIP funding available by application
o HCI/ECIP grandfather funding ceases.
**These programs are not eligible for ECIP base funding.
Subvention en vertu de droits acquis du programme Enfants en santé

Le Programme d’intervention auprès des jeunes enfants (PIJE) sera mis en œuvre
graduellement au cours d’une période de cinq ans débutant le 1er avril 2017, tandis que le
programme Enfants en santé (PES) sera graduellement éliminé. La subvention actuelle du PES
sera prolongée en vertu d’une clause de droits acquis; on parlera désormais de « subvention en
vertu de droits acquis du programme Enfants en santé et du Programme d’intervention auprès
des jeunes enfants ». À partir du 1er avril 2019, le montant de cette subvention diminuera
graduellement d’une année à l’autre jusqu’à son élimination le 31 mars 2022. Le 1er avril 2022,
le PIJE sera entièrement opérationnel, et la subvention en vertu de droits acquis, complètement
interrompue.
La subvention en vertu de droits acquis s’applique à trois types de services de la petite
enfance :
1) Garderies agréées

Exemple : Supposons qu’une garderie agréée a reçu 20 000 $ dans le cadre du PES en 20182019.
En 2019-2020, elle recevra 18 750 $, soit : 15 000 $ + (20 000 - 15 000) x 0,75.
Pour recevoir la subvention de base, les garderies agréées doivent remplir le formulaire de
demande et le faire parvenir au consultant en petite enfance de leur région. Si une garderie n’a
pas besoin de toute la somme, elle peut se servir du montant restant pour un autre programme
communautaire.
2) Collectivités sans garderie agréée

recevront une subvention en vertu de droits acquis équivalant à 100 % du montant
qu’ils recevaient (bénéficiaires actuels seulement).
• 1er avril 2019 – Les programmes recevant une subvention du PES recevront une
subvention en vertu de droits acquis équivalant à 75 % du montant qu’ils recevaient
(bénéficiaires actuels seulement).
o Ils pourraient être admissibles à la subvention du PIJE (à déterminer).

• 1 avril 2020 – Les programmes recevant une subvention du PIJE recevront une
subvention en vertu de droits acquis équivalant à 50 % du montant qu’ils recevaient
(bénéficiaires actuels seulement).
o Ils sont admissibles à la subvention du PIJE.

subvention en vertu de droits acquis équivalant à 25 % du montant qu’ils recevaient
(bénéficiaires actuels seulement).
o Ils sont admissibles à la subvention du PIJE.

• 1 avril 2022 – Subvention du PIJE offerte sur dépôt d’une demande.
o Fin de la subvention en vertu de droits acquis.
