INTRODUCTION Ce document est le sommaire d'un rapport décrivant une simulation de la partie ouest de l'espace du centre de contrôle de PARIS, réalisée à l'aide du Modèle Espace EUROCONTROL, à la demande du Service du Contrôle du Trafic Aérien (SCTA). Cette tâche a été enregistrée dans le programme de travail du Centre Expérimental sous le numéro AF40. Le rapport, comprenant une description complète des objectifs de la simulation, les analyses des différentes organisations et les principaux résultats, peut être obtenu au Centre Expérimental sous-division B1.3. 2. OBJECTIFS DE L'ETUDE Le SCTA et le CRNA-N (Centre Régional de la Navigation Aérienne-Nord) avaient fixé à cette étude le double objectif suivant : - à court terme, une étude de faisabilité de la phase 2 des projets ERVO (Extension de Reims Vers l'Ouest) et TORPAL (Transfert de l'Ouest de la Région Parisienne d'Athis-Mons à Loperhet), qui consistait à transférer aux centres de REIMS et de BREST la partie des secteurs UZ, UK et UX audessus d'un niveau de vol de l'ordre de 285, à préciser. - à moyen terme, de l'ordre de 5 ans, l'adaptation de la capacité à l'augmentation prévisible de la demande de trafic ainsi que l'amélioration de la desserte de la TMA Paris, grâce à une ségrégation du trafic, entre arrivées, départs et survols, d'une part et par aéroport d'autre part. 3. DESCRIPTION DES EXERCICES SIMULES L'étude a été divisée en deux parties correspondant aux deux objectifs définis plus haut. Dans la première partie, chacune des organisations décrites ci-dessous a été simulée avec les deux échantillons de trafic, matin et après-midi. Pour la seconde partie, il a paru inutile de conserver l'échantillon de l'après-midi afin de simuler un plus grand nombre d'organisations. 3.1 Organisations de la première partie m Référence Il s'agit de l'organisation de référence destinée à valider le Modèle, grâce à l'expérience de cette organisation qu'ont les contrôleurs et à servir de base de comparaison pour les exercices suivants. En conséquence, ont été simulés la sectorisation et le réseau de routes en vigueur au mois de Mai 1993, avec le trafic 1992, avec en particulier le dédoublement d'AMB (voir carte en annexe 1) . Les secteurs suivants ont été simulés : UZ, UK, UX, TP, TH, TW, ainsi que l'ouverture du secteur FIR, LW = HT+WT (voir carte de simulation en annexe 1). Les circuits d'attente de MERUE et d'EPR ont été simulés, ainsi que les circuits éloignés de ROU et DPE d'une part, de CDN et NOJAN d'autre part. m Organisation "chapeau UIR" Cette organisation, qui a été jouée avec les volumes de trafic 1992 et 1995, se situe après la phase 2 de TORPAL. Elle consiste à recouvrir les secteurs "T" (TP, TH, TW) au-dessus du FL 245 d'un secteur unique "chapeau UIR" jusqu'au niveau de transfert à déterminer. m Organisation "TORPAL Φ2" Simulée également avec les échantillons 1992 et 1995, cette organisation, à l'inverse de la précédente, soulageait les secteurs "T" par le bas, grâce au sous-secteurs WT, HT et PW (sous le TP). Elle répondait ainsi mieux aux objectifs d'origine, d'autant qu'elle comprenait également la création d'une "tranchée" de passage du trafic à destination de LFPG, directement du secteur TW au secteur TP, sans interférer avec les départs dans le secteur TH. Cette organisation n'était pas parfaitement spécifiée au début de l'étude et la simulation, parallèlement aux réflexions des groupes de travail du CRNA-N, a permis de préciser, en plus du niveau haut, les niveaux intermédiaire et bas, ainsi que l'extension latérale à l'Ouest de la tranchée (5NM de CHW-CLARA ou de ANG-LGL). Se posait également la question du dégroupement éventuel du secteur FIR. ii L'intérêt du Modèle Espace utilisé davantage comme aide à la détermination d'une sectorisation, et pas seulement comme outil de mesure, a été souligné à plusieurs reprises au sein du Groupe de Travail. 3.2 Organisations de la deuxième partie Dans la deuxième partie de l'étude les organisations ont été simulées avec les volumes de trafic 1995 et 2000. m Organisation REZO1 L'appellation "REZO" (Restructuration de l'Espace de la Zone Ouest) provient du nom du Groupe de Travail du CRNA-N qui a défini les spécifications de cette deuxième partie. L'organisation TORPAL Φ2, avec échantillon 1995, à l'issue de la première partie, devait servir ensuite de référence. Le processus de recherche parallèle dans différents groupes a en fait conduit à une référence pour la 2ème partie un peu différente, REZO1. m Organisation REZO2 L'organisation REZO2 se caractérise essentiellement par la création d'un 4ème circuit d'attente pour LFPG à la place de EPR, le circuit pour LFPO étant déplacé vers Brétigny. Cette organisation a été simulée de deux manières avec l'échantillon 1995 selon qu'il était possible ou non d'avoir deux secteurs arrivées distintcs pour EPR (LFPG) et PY (LFPO), hypothèses liées à l'avancement des négociations civiles-militaires sur une amputation éventuelle des zones R88H et C9. A l'horizon 2000, à l'évidence au vu des résultats, seule l'hypothèse à deux secteurs distintcs était envisageable. Dans les organisations REZO, les appellations des secteurs ont été complètement modifiées, afin d'éviter toute confusion avec la sectorisation actuelle, ressemblante sous certains aspects mais très différente, essentiellement sur le plan fonctionnel. Cette sectorisation est présentées sur les cartes, en annexe 1 . iii 4. CONCLUSIONS GENERALES DE L'ETUDE 4.1 Présentation A la demande du CRNA-N, l'étude "Simulation Modèle Espace de PARIS-OUEST" avait été divisée en 2 parties dans le but de respecter l'échéance du début 1994 pour une simulation en temps réel à l'ENAC, tout en permettant une étude à plus long terme, à l'horizon 2000. Dans la première partie, le Modèle Espace a été utilisé, de façon plus importante qu'à l'habitude, au moins pour les simulations françaises, dans la détermination d'une sectorisation et pas seulement dans la mesure de projets déjà définis par ailleurs. Il s'agissait de la sectorisation à mettre en place après la phase 2 des projets TORPAL et ERVO (Transfert de l'Ouest de la Région Parisienne d'Athis-Mons à Loperhet et Extension de Reims Vers l'Ouest), consistant à transférer aux CRNA Ouest et Est, au-dessus d'un niveau de l'ordre de 285, l'espace de ParisOuest. La deuxième partie, à l'horizon 2000, avait pour objectif d'adapter la capacité de la partie Ouest du centre de Paris à l'augmentation prévisible de la demande de trafic et d'améliorer la desserte de la TMA Paris en diminuant, entre autres, l'interdépendance des secteurs terminaux. 4.2 Première partie L'organisation de référence, comprenant les secteurs UZ, UK, UX et les secteurs terminaux TP, TH et TW montre que, même avec le volume de trafic 1992 et tout en ouvrant le secteur LW, d'ailleurs fort peu utile, certains contrôleurs radar sont lourdement chargés (voir annexe 2). Il n'est donc pas question de leur ajouter, à fortiori à l'horizon 1995, la partie de l'espace supérieur restant à Paris après les transferts aux CRNA O et E. La solution consistant à former un secteur avec cet espace, dit "secteur chapeau UIR", a le mérite de la simplicité et est viable en termes de charges de travail. Cette vérification faite et compte-tenu des inconvénients opérationnels prévisibles que comporte cette organisation, des solutions soulageant les secteurs terminaux "par le bas" ont été recherchées. Ces organisations, que ce soit TORPAL Φ2 ou REZO1, introduisent un nouveau sous-secteur sous le TP, crée une tranchée de passage direct au TP des vols à destination de LFPG et remonte le niveau de coupure entre secteurs FIR et terminaux à FL 145. Grâce à toutes ces modifications, ces sectorisations répondent à l'objectif de ségrégation du trafic. Elles sont meilleures, au plan de la charge de travail, que les organisations actuelle et "chapeau UIR". La sectorisation REZO1, en particulier, pourra donc être mise en service après les tranferts d'espace si, du moins, ces conclusions sont confirmées par la simulation ENAC. Cependant, les charges de travail des contrôleurs radar, trouvées pour 1995, ne donnent pas une espérance de vie très importante à cette organisation, surtout si le développement prévu de l' aéroport Charles de Gaulle se confirme. iv 4.3 Deuxième partie L'organisation REZO1, avec le trafic 1995, qui constituait la référence de cette 2ème partie de la simulation, laissait donc prévoir, qu'à l'horizon 2000, des changements plus importants seraient nécessaires. Un exercice de quantification a amplement confirmé cette conclusion puisque la charge du contrôleur radar du secteur RW (arrivées LFPG) atteint 90%, sur les 3 heures de la simulation (voir annexe 2). L'organisation REZO2 se caractérise par la création d'un nouveau circuit d'attente au Sud-Ouest pour LFPG. Sans une modification très importante des zones militaires, les 2 circuits Sud-Ouest, pour LFPG et LFPO, devront être gérés par le même secteur. Cette solution, si elle soulage effectivement le secteur RW, n'est déjà pas viable en 1995 en ce qui concerne le secteur OW (arrivées Sud-Ouest). La création de 2 secteurs arrivées Sud-Ouest, qui nécessite une amputation de la zone C9 pour différencier les routes d'arrivées par aéroport, n'est pas envisageable d'ici 1995. Elle n'est pas non plus nécessaire à cette date, l'organisation REZO1 étant alors aussi performante. Mais elle devient indispensable à l'horizon 2000 avec la croissance prévisible du trafic de CdG (voir annexe 2). 4.4 Conclusions La simulation Modèle Espace de PARIS-OUEST, étude AF40, a donc permis essentiellement de définir 2 organisations dans cette région. La première ne modifie que la sectorisation, elle peut donc être mise en service rapidement au moment des transferts d'espace, en 1995. La seconde, qui nécessite des modifications très importantes de la stucture de l'espace aérien, en collaboration avec les autorités militaires et avec Aéroports de Paris, permet de faire face, au moins partiellement, à l'augmentation prévisible du trafic à l'horizon 2000 et particulièrement à l'extension de l'aéroport Charles de Gaulle. v m Executive Summary of EEC Report N 278 EEC Task AF40 EATCHIP Task ASM.ET1.ST02 Issued : November 1994 English version of the Executive Summary AIRSPACE MODEL SIMULATION OF PARIS-OUEST by M. Dalichampt 1. INTRODUCTION This document is the executive summary of a report describing an Airspace Model simulation study of the Western Part of the Airspace under the control of the PARIS ACC/UAC. The study was requested by the Service du Contrôle du Trafic Aérien (SCTA), responsible for the provision of air traffic services and registered under the EEC work programme AF40. The report including the complete description of the objectives of the study, the analysis of the different organisations and the main findings of the simulation may be obtained from the EUROCONTROL Experimental Centre Model-based Simulations Sub-Division B1.3. 2. OBJECTIVES OF THE STUDY The study was divided into 2 parts which corresponded to various objectives and dates as defined by the PARIS Centre : The first part was a short term study, for the year 1995, of the feasibility of the second phase of the TORPAL (Transfert de l'Ouest de la Région Parisienne d'Athis-Mons à Loperhet) and ERVO (Extension de Reims Vers l'Ouest) projects. Intermediate results of this study were also used for the preparation of a real time simulation at ENAC (Ecole Nationale de l'Aviation Civile), in 1994. In this part of the study, the Airspace Model was used not only to measure plans already defined but also to design a sectorisation. I The second part of the simulation had longer term objectives, for the year 2000. The aim was to increase the capacity of the Paris TMA by, on he one hand, separating arrival, departure and overflying routes, and on the other, by separating the Paris airports traffic. 3. DESCRIPTION OF THE STUDY The study was divided into two parts which corresponded to the various objectives defined above. In the first part, all of the organisations were simulated with both traffic samples, morning and afternoon. In the second part, it was decided not to keep the afternoon sample, because it was felt by the working group that more organisations could be simulated if only one sample was used. 3.1 Organisations of the first part m Reference In order to test the validity of the Airspace Model, and to provide a yardstick for comparing proposed organisations, a reference organisation was simulated. Therefore, the current sectorisation and the route network (in May 1993), including the "AMB bypass" (see map in annex 1), with the 1992 traffic samples, were simulated. This organisations contained the following sectors : UZ, UK, UX, TP, TH, TW and the FIR sector, LW = HT+WT (see simulation map in appendix 1). The MERUE and EPR holding stacks were simulated as well as the en-route stacks of ROU and DPE, on the one hand, and CDN and NOJAN, on the other. m "UIR sector" organisation This organisation, which was run with both 1992 and 1995 traffic samples, was planned for 1995, following the TORPAL phase 2 transfers. It consisted of a single upper sector overlying the terminal sectors (TP, TH and TW) up to the division flight level. m Organisation "TORPAL Φ2" Also simulated with the 1992 and 1995 traffic samples, this organisation, as opposed to the previous one, aimed at reducing the loadings of the terminal sectors by introducing low sub-sectors WT, HT and PW (under TP). Therefore, it satisfied the objectives of traffic flows separation. In addition, a direct tunnel to TP was created for traffic inbound to LFPG, avoiding the departure sector TH. II This organisation was not fully defined at the begining of the study and the simulation, in parallel with working groups of the CRNA-N, helped to determine both the high division flight level as well as the intermediate and low division levels. The Model was also used to define the lateral extension of the tunnel (5NM of CHW-CLARA or ANG-LGL) and the best split of the FIR sector. The Working Group emphasised that the model should be used not only to measure proposed plans but also as a tool to help sector design. 3.2 Organisations of the second part In the second part of the study all of the organisations were simulated with 1995 and 2000 samples (morning only). m Organisation REZO1 The name REZO (Restructuration de l'Espace de la Zone Ouest) comes from the name of the Working Group of the CRNA-N, which defined the specifications of the second part of the study. The organisation TORPAL Φ2, with the 1995 sample, was planned to be the reference for the second part. The parallel research process in various groups led to a slightly different reference, REZO1. m Organisation REZO2 The main characteristic of the organisation REZO2 was the creation of a fourth holding stack for LFPG at EPR, the stack for LFPO being moved to the vicinity of Brétigny. This organisation was simulated using 1995 traffic, with either one or two sectors for traffic inbound to EPR (LFPG) and PY (LFPO) - assumptions linked to the status of the civil-military negotiations on a partial reduction of the R88H and C9 zones. For the year 2000, the results showed that only the organisation with two different sectors was possible. In all the organisations REZO, the names of the sectors were changed to avoid confusion with the current sectorisation, similar in certain aspects but very different from the functional point of view. This sectorisation is presented on the maps contained in annex 1. III 4. CONCLUSIONS 4.1 Introduction The "Airspace Model Simulation of Paris-Ouest" study was divided into two parts, in order to meet the target date of early 1994 for a real time simulation at ENAC and to allow, also, a longer term study for the year 2000. In the first part, the Model was used more to help find an organisation rather than to measure the effects of fully specified projects. This organisation was the sectorisation to be implemented following the phase 2 of the ERVO and TORPAL projects, which consists in the transfer of airspace from Paris to Reims and Brest centres. The aim of the second part of the simulation was to increase the capacity in order to handle forecast 2000 traffic, by separating the various types of traffic in this area. 4.2 Results of the first part (see annex 2) The simulation of the reference organisation, with UZ, UK, UX sectors and the terminal sectors TP, TH and TW, showed that, even with 1992 traffic and the opening of the LW low sector, some terminal radar controllers were heavily loaded. Therefore, it will not be possible to add to these sectors the remaining part of the upper airspace following the transfer to Reims and Brest, especially with 1995 traffic. A new single sector, overlying all of the simulated area above flight level 245, was tested and gave good results in terms of controller workloads. However, the dimensions of this sector might lead to operational problems and this solution does not satisfy the objectives of traffic separation in the Paris TMA, as mentioned in para. 1. Two other organisations, very similar in themselves, TORPAL Φ2 and REZO1, introduced a new sub-sector below TP, a direct tunnel to TP for traffic inbound to LFPG and a higher level split between low and terminal sectors. The separation between arrival and departure routes was insured and the workload distribution was better. The organisation REZO1, which proved better than TORPAL Φ2, can be implemented following the transfer of airspace. However, this solution can only be considered to be short term, especially with the forecast increase in LFPG traffic. 4.3 Results of the second part (see annex 2) An exercise was simulated with the organisation REZO1 and the 2000 traffic sample to confirm the conclusion of the first part of the study. An increase in traffic of 23% in general and 45% for LFPG airport, was forecast to occur between 1995 and 2000. It produced a relative increase of 67% in the workload of the TP radar controller, which brought it far above the excessive workload threshold. IV A new organisation was defined, REZO2, with a new holding stack for LFPG in the southwest of the Paris TMA. Without a very significant modification to the military areas, the two south-western stacks for LFPO and LFPG are required to be controlled by the same sector, as the inbound routes cannot be separated. This solution reduced the workload of the north LFPG arrival sector, now called RW, but led to a very excessive workload for the south-west (OW) radar controller, even with the 1995 traffic sample. The split of sector OW into 2 inbound sectors, with the consecutive modification of the C9 area in order to separate the arrival routes between the two airports, will not be possible by the year 1995. It is not even necessary at this date, as the organisation REZO1 is better with the 1995 LFPG traffic sample. This sectorisation becomes indispensable with the forecast increase of the LFPG traffic for the year 2000. 4.4 Conclusions The Airspace Model Simulation of PARIS-OUEST, AF40, led mainly to the definition of two organisations in this area. The first organisation modifies only the sectorisation and, therefore, can be easily implemented after the second phase of the transfer of airspace from Paris UAC to Brest and Reims UAC's in 1995. The second organisation, which requires very significant modifications in the structure of the airspace in collaboration with the military authorities and Aéroports de Paris, will be able to handle the forecast traffic for the year 2000, including the significant increase in traffic for LFPG, in spite of some heavy workloads.
