The third and last workshop dealt with control systems of the activity and the
remuneration of and liberal judicial officers. Presentations were made by Jos
Uitdehaag and Marc Schmitz as well as Galimbek Smagulov of the LAC and
Vladimir Borissov, judge at the Supreme Court of Kazakhstan.
The Bringing Together Of the UIHJ and Asia
The first day ended with an open discussion on daily penalties for delay in
payment of the debt and the covering of alimonies as well as the difficulties
related to this type of procedures.
At the time of the second day, the bill modifying distraint and the statute of
judicial officers was presented by Iraq Yelekeev and was commented on by the
participants of the foreign delegations.
The chief of the Federal service of the judicial officers of the Russian Federation,
Nikolaï Vinnichenko, expressed the desire to join the rows of the UIHJ, but
informed at the same time the participants of the conference that a passage of
the Russian judicial officers towards the liberal statute was, at the very least,
currently, unthinkable. The wish of accession of Russia with the UIHJ was
notwithstanding greeted.
Kyrgyzstan finally expressed its wish to accommodate delegation of the UIHJ in
spring 2009 in order to tie first contacts.
One can thus indeed confirm that the initiative taken by the LAC constitutes
without any doubt not only for the UIHJ a bridge towards Asia but for the
members of the CIS a path towards Europe and the UIHJ.
The closing ceremony was placed under the prestigious presidency of Mr. Kairat
A. Mami, President of the Supreme Court of Kazakhstan, who was pleased
with the quality of work of the conference and exhorted the few 250 agents
present in the room to support the passage of the profession towards the
liberal statute.
Mr. Mami, after having warmly thanked the foreign participants, decorated
President Isnard with the medal of the Supreme Court of Kazakhstan for the
bringing together operated between the UIHJ and the Asian continent.
After work, the participants could profit from the exceptional hospitality of the
LAC and its president, Iraq Yelekeev. They could discover a small portion of this
splendid and gigantic country, extending from the Caspian Sea to the borders
of China.

Le 27 novembre 2008, pendant le conseil permanent de
l’UIHJ qui s’est tenu à Paris, Irak Yelekeev, président du
Comité d’administration judiciaire de la Cour économique
suprême du Kazakhstan a été désigné homme de l’année
UIJH pour 2008.
Irak Kasymovich Yelekeev, juriste réputé de la République du Kazakhstan, est
né le 20 mai 1947 à Ganyushkino, dans le district Kurmangazinskiy de la
region d’Atyrau. Il est marié et a trois enfants.
Il commença sa vie active en 1963 comme ouvrier à l’Administration de
l’équipement des travailleurs au campement d’Aksuyek dans la région de
Zhambylskaya. En 1965, il devient conducteur de grue. La même année,
il est apprnti électricien. Depuis 1968, il poursuit ses activités dans la
ville d’Almaty en qualité d’électricien de 5e catégorie dans le conglomérat
Алматыкульбытстрой.
Au bout d’un an, Irak Yelekeev, commence à travailler au studio de broadcast
kazakh. Entre 169 et 1972, il travaille comme serrurier, chef de brigade et
contremaître à la briqueterie n° 3 d’Almaty.

En 1977, après un diplôme de droit à la faculté de droit du Kazakhstan, il a
été stagiaire, puis plus tard membre, à la cour régionale de Mangyshlaksky. De
1980 à 1998 il a travaillé comme vice-directeur du département de la justice
du Comité exécutif régional de Mangyshlaksky.
En 1996, Irak Yelekeev est élu membre du Majilis (chambre basse) du
Parlement de la République du Kazakhstan. Il a été membre du Comité législatif
et juridique sur les réformes judiciaires. Il a participé activement à la préparation
des projets de loi pour les sessions de la chambre.
En 1999, M. Yelekeev a été nommé chef de l’administration du Majilis du
Parlement de la République du Kazakhstan.
Entre 2003 et 2004, il est le conseiller du président du Majilis du Parlement
de la République du Kazakhstan.
Depuis 2004 jusqu’en 2007, il a travaillé comme vice-président du Comité
d’administration judiciaire de la Cour économique suprême du Kazakhstan.
Depuis janvier 2008, Irak Yelekeev devient président de ce Comité.
Il a reçu une décoration remise en raison du travail qu’il a accompli, et a reçu
la médaille d’Astana, ainsi que des diplômes d’honneur.
Aujourd’hui, sous son impulsion, la République du Kazakhstan va mettre en
place un corps d’huissiers de justice libéraux.
Pour toutes ces compétences et sa volonté d’établir des contacts dans les
pays de l’est de l’Europe et de l’ouest de l’Asie, M. Yelekeev a été désigné
homme de l’année UIHJ pour 2008 le 27 novembre 2008 pendant le conseil
permanent de l’UIHJ à Paris.
Le trophée lui a été remis par Jacques Isnard à l’occasion de la conférence des
présidents des chambres et ordres nationaux européens d’huissiers de justice
qui s’est tenue à Paris les 16 et 17 avril 2009.

At the time of the Permanent council in Paris on 27
November 2008, Irak Yelekeev, Chairman of Committee on
judicial administration at the Supreme Court of the Republic
of Kazakhstan, was voted Man of the Year of the UIHJ for
2008.
Yelekeev Irak Kasymovich – the deserving lawyer of the Kazakh Soviet
Socialist Republic, was born on May 20, year 1947 in village Ganyushkino,
Kurmangazinskiy district of Atyrau region. He is married and has 3 children.
He began his working activities in year 1963 as worker at Administration of
Workers Supply №14 in settlement Aksuyek of Zhambylskaya region. Then,
in year 1965 he worked as the crane operator. Same year he was promoted to
an apprentice of the electrician. Since year 1968 he continued his professional
activity in a city of Almaty, working as the electrician of 5th category in trust
“Алматыкульбытстрой”.
After one year I. Yelekeev started to work in the Kazakh telecasting studio.
Since year 1969 till year 1972 he worked as locksmith, brigade leader and
shift foreman at brickyard №3 in Almaty.
In 1977, after the graduation of faculty of law of the Kazakh State University

named after Kirov he was the trainee, but later – a member of Mangyshlaksky
regional court.
From 1980 till 1988 he worked as the Deputy Chief of Department of Justice
of Mangyshlaksky regional executive committee.
In 1988 he was appointed as the Head of Administration of Justice of Atyrau
region. While working in judicial authorities, I. Yelekeev was at the process of
establishment of institute of private notaries and self-financing system in bodies
of Registry Office.
In 1996 I. Yelekeev was elected as the member of Majilis (lower house)
of Parliament of the Republic of Kazakhstan. He was the member of the
Committee on legislation and judicial – legal reform. He took active part in
preparation of drafts of law for consideration at Chamber sessions.
In 1999 I. Yelekeev was appointed as the Head of Apparatus of the Majilis of
Parliament of the Republic of Kazakhstan. Having worked on this post for three
years, he became vice-Minister of Justice of the Republic of Kazakhstan.
Since 2003 till 2004 I. Yelekeev was the adviser to the Chairman of Majilis of
Parliament of the Republic of Kazakhstan.
Since 2004 till 2007 he worked as the vice-president of Committee on judicial
administration at the Supreme Court of the Republic of Kazakhstan. Since
January, 2008 I. Yelekeev is the Chairman of Committee on judicial administration at the Supreme Court of the Republic of Kazakhstan.
Yelekeev I.K. is awarded with a breast badge (breastplate) “For successes in
work”, medals “Astana” and “Eren еңбегі үшін”, he is the owner of
certificates of honour. Now under his direct management the idea of establishment in Kazakhstan the profession of private judicial officers carries forward.
For all this competences and his will to help establishing contacts with countries
in the far east of Europe and the western part of Asia, Mr Yelekeev was voted
UIHJ Man of the Year 2008 during the permanent council of the UIHJ that took
place in Paris on 27 November 2008.
The trophy was handed to him by Jacques Isnard during the European
Conference of the Presidents of National Chambers or Orders of judicial officers
which took place in Paris on 16 and 17 April 2009.
