Le projet MEMO proposé s’appuiera sur l'expérience acquise et les résultats obtenus lors
de la mise en œuvre de son prédécesseur AEM-MED (« Les autoroutes électroniques
maritimes de la Méditerranée ») qui s’est achevé le 30 septembre 2008 et était financé
au titre du programme INTERREG IIIB MEDOCC. MEMO utilisera le système AEM-MED et
proposera de nouveaux outils et services axés sur la prévention des risques maritimes et
l’établissement de plans d’urgence locaux. Le système AEM-MED est un système
novateur d’informations et d’infrastructures maritimes qui intègre des systèmes de
gestion et de protection environnementale aux technologies de sécurité maritime (AIS,
VTIS). Le but en est de proposer des services maritimes améliorés, des normes
supérieures de sécurité de la navigation, d’assurer la protection intégrée du milieu marin
et de développement durable des ressources côtières et marines. Le projet sera
principalement axé sur l’amélioration du système et de l’infrastructure d’information
maritime existants créés dans le contexte d’AEM-MED. Il s’agira d’ajouter cinq nouveaux
nœuds locaux/régionaux et de nouveaux services (AIS Classe B, etc.). En outre, le projet
mènera à l’établissement de l’Observatoire méditerranéen des autoroutes électroniques
maritimes (MEMO) qui identifiera, suivra et intègrera au système AEM-MED des outils de
gestion de l’environnement et des technologies de sécurité maritime améliorés.

The proposed project MEMO will build on the experiences and results gained from its
predecessor, AEM-MED (“Les Autoroutes Electroniques Maritimes de la MÉDITERRANÉE”)
which

Programme, and will utilize the AEM MED system by providing new tools and services
focused on maritime risk prevention and local contingency planning. The AEM-MED
system is an innovative marine information and infrastructure system that integrates
environmental management and protection systems with maritime safety technologies
(AIS, VTIS) for enhanced maritime services, higher navigational safety standards,
integrated marine environment protection and sustainable development of coastal and
marine resources. The project will focus on the enhancement of the existing marine
information and infrastructure system created under AEM-MED with five new local /
regional nodes and the provision of additional new services (Class B AIS, crosscorrelation with Radar signal and meteorological data, application of Long Range AIS,
integration of early response system and local preparedness plans, Fleet management,
Aids to Navigation management etc). Moreover, it will lead to the establishment of the
Mediterranean Marine Electronic Highway Observatory (MEMO) that will identify, monitor
and integrate into the AEM-MED system enhanced environmental management tools and
maritime safety technologies.
