What's new in the economics of innovation? Theory, empirics and public policy International Conference GAEL organized its second International Conference on the Economics of Innovation December 1-2, 2016 World Trade Center. Grenoble GAEL, Grenoble Applied Econ Lab,, is a joint research unit of INRA, the University of Grenoble Alpes, CNRS and Grenoble INP. One of its main research topics is the economics of innovation. GAEL’s researchers use econometrics, experimental economics, industrial economics and game theory to deal with issues related to innovation and develop contributions in specific fields such as the energy or agri-food sectors. Theory, empirics and public policy Summary The International Conference What’s new in the economics of innovation? Theory, empirics and public policy that took place at the Grenoble World Trade Center on December 1-2, 2016, was the second of the starting series of GAEL Conference on the economics of innovation. This event brought together more than one hundred scholars coming from 16 different countries. The previous conference organized by GAEL in 2013 focused more particularly on « Product differentiation and innovation in related markets ». This second conference covers more broadly the recent scientific contributions to the different facets of the economics of innovation that may support policy decisions. The 20 members of the international scientific committee selected 45 papers for oral presentation organized in 13 parallel sessions. The program also included 4 keynote lectures by invited speakers and 3 special sessions organized by GAEL researchers on Innovation in Low carbon technologies, Vertical Relationships, as well as Innovation and the Evaluation of innovation policies. This program has been shaped to provide theoretical as well as applied contributions on a wide range of topics that are currently at the frontline of research on innovation and all constitute new challenges for R&D and innovation public policies. Several special sessions were devoted to the evaluation of innovation public policies, in connection with the ANR project « Renewal » coordinated by GAEL. This topical issue was also at the core of the panel discussion (“Round table”) that concluded the conference and reflected the wish of the GAEL organisers to not only offer thorough economic analyses based on high quality academic works but also develop exchanges between scholars as well as public and private practitionners. The quality of the presentations and discussions that took place during these two days and the numerous messages received after the conference show the great satisfaction of participants and testify of the scientific success of this event. This confirms the need in the economics of innovation community for this type of “not too big” and highly interactive events. The organization of a third conference is expected by most of the presenters. Tour of the CEA Tech showroom and a presentation of the GIANT innovation campus. Robin Cowan is Professor of the Economics of Technical Change at the University of Maastricht, and Professor of Management at the Faculty of Economics and Management at the University of Strasbourg. Maryann P. Feldman is the Heninger Distinguished Professor in the Department of Public Policy at the University of North Carolina. Her research and teaching interests focus on the areas of innovation, the commercialization of academic research and the factors MF Picture that promote technological change and economic growth. Theory, empirics and public policy Special sessions Three special sessions have been organized by GAEL researchers, reflecting some of the main research topics of GAEL. Special Sessions Innovation in Low carbon technologies Contributions to the session were very complementary on the analysis of innovation in green and low carbon technologies. Two papers on green innovation dealt with the Porter hypothesis: one claims that what matters is not the type of the policy instrument but rather the perception of the instrument by firms. The second estimates the impact of the environmental regulation on innovation patterns of upstream firms. Two other papers were more focused on low carbon technologies but on different issues: one addressed the potential of low-carbon technologies for future growth and jobs in Europe; the other computes an index that measures the qualities of low carbon technologies Vertical Relationships and Innovation The focus of this session was to provide some theoretical developments on innovation and business relationships. It aims at showing how the business relationships drive the firms’ incentives to innovate. It highlights two topics in particular: the rule of the bargaining over the vertical contract and the rule of the R&D networks. In this way, two papers clearly showed how the individual power of bargaining of partners impact both the level of innovation and the level of exclusivity and of contingency of the corresponding contract. Another paper emphasizes the effect of potential entry on the formation and stability of R&D networks. Evaluation of innovation policies (ANR Renewal) This session gathered a dozen papers and offered theoretical contributions on the rationale for R&D and innovation public policies as well as empirical evaluation studies. The impact analyses covered various policy instruments (e.g., subsidies programs or tax incentives) and diverse countries: The Netherlands, Belgium, China, Spain UK and France. A particular focus was placed on clusters policies which pertain to the spatial and networking dimensions of innovation and thereby create methodological challenges for their evaluation. Theory, empirics and public policy Parallel sessions During the two days of the conference, other communications have been presented, dealing with the following themes: Normal Sessions Finance and Innovation; New drivers of innovation and public policies; Market, Competition and Innovation; Collaborative networks and regional dynamics; Patent and licensing strategies; Econometrics of innovation; Developing countries; Technological dynamics; Mobility, migration and agglomeration. Theory, empirics and public policy Round table The site policies and their evaluation: main challenges for research and public action Concluding this conference, a panel discussion has been organized on the new challenges for the evaluation of innovation policies, especially “sites policies” recently implemented in France and elsewhere in the world. The objective of these policies is to strengthen international visibility of research and improve the innovation dynamics and its territorial impact on employment as well as other socio-economic factors. The participants highlighted the importance of cooperation among the stakeholders of the research and innovation process and the fact that this cooperation is specific to each site. The multiplicity of the objectives requires multiple and complementary instruments. Participants recognized that if all the necessary instruments exist, their impact should regularly be evaluated and the results from these assessment made public. The multiplicity of the instruments and their possible overlap was also discussed. With regards to the evaluation process, the multiplicity of the objectives requires a methodology which captures the degree of cooperation between stakeholders, the measurement of global territorial effects, the consideration of site specificities, the identification of specific effects of each of the various research and innovation policies that are superimposed on the territory. Such methods already exist but they should be enriched with the participation of academics with good expertise in the economics of innovation as well as the assessment of public policies. There is room for a better coordination between the administration and the academic researchers in order to share data and implement new evaluation method.
