Curriculum Vitae -­ Reza Lahidji Reza Lahidji, PhD. Director of Quantitative Research M +47 97 15 53 36 E [email protected] PROFILE Reza Lahidji is the Director of Quantitative Research at ILPI. An economist by background, he is an international expert on governance and policy evaluation. Lahidji has over twenty years of experience in policy analysis and has provided advice to a large number of government agencies in Europe, Asia and Africa, as well as international organisations such as the Organisation for Economic Cooperation and Development (OECD) and the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA). He has been team leader for several ground-­breaking policy evaluations, including the impact assessment of Norwegian support to the energy and road sectors in Pemba, Zanzibar (Norad, 2015) and the socio-­economic evaluation of social welfare reform in Greece (OECD, 2013). Lahidji is also an active researcher on public policy and a member of the Groupement de recherches et d’études en gestion d’HEC (GREGHEC, Paris). In his research, he applies decision-­theoretic and statistical methods to the study of public policies in areas where uncertainty is prevalent, such as disaster risk assessment and management. He has, in particular, carried innovative analyses of nuclear safety issues and is regularly consulted by nuclear energy agencies and operators. He frequently gives lectures on policy analysis and evaluation. Lahidji received a masters degree in econometrics and statistics from the Ecole nationale de la statistique et de l’administration économique (ENSAE, Paris), a masters degree in economics from the Ecole des hautes études en sciences sociales (EHESS, Paris) and a PhD in decision sciences from the Ecole des hautes études commerciales (HEC, Paris). WORK EXPERIENCE Director of quantitative research, International Law and Policy Institute, Oslo § In charge of leading and developing ILPI’s activity in quantitative policy analysis (economic and statistical studies, policy evaluation, risk assessment, strategic foresight), first as Programme director for economics and policy analysis and since February 2016 as Director of quantitative research. Current projects: § Analysis of illicit financial flows related to extractive industries, with a particular focus on East Africa. Independent expert on public policy § Advisor to various government agencies and international organisations, including the OECD and the UN OCHA. 2006 – 2014 § Leader for the OECD review of governance in the central administration (2011) and the OECD-­IMF evaluation of social welfare programmes (2012-­13) in Greece, set up on the request of the government of Greece and the European Commission. Leader for OECD policy reviews in Sweden (2006), Japan (2007-­
08) and Greece (2009). Principal administrator, OECD, Paris § Principal Administrator at the OECD International Futures Programme, responsible for the development and management of the Futures Projects on Emerging Systemic Risks (ESR) and on Risk Management Policies (RMP). 2000 – 2006 § The ESR Project was aimed at drawing the attention of policy-­makers on the rise of major risks (natural disasters, industrial accidents, terrorism, nuclear safety, etc.), its economic consequences and the problems that public risk management systems were likely to face in the future. The RMP Project consisted in elaborating an evaluation procedure for risk management policies and applying it in areas of interest for participating countries.
