Ouverture des célébrations de la francophonie 2015

Monsieur l’Ambassadeur de la République démocratique du Sénégal,
pays assurant la présidence du Sommet de la Francophonie,
Madame la Chargée d’affaires de Madagascar, pays qui va assurer la
présidence du Sommet de la Francophonie à partir de la tenue du
XVIème Sommet, à Antananarivo,
Mesdames et Messieurs les ambassadeurs et membres du corps
diplomatique,
Mme Cecilia Colarossi, Directrice du Centre des Langues de l’Académie
diplomatique à DIRCO,
M. Jean-Jacques Cornish, Président de l’Alliance Française de Pretoria,
Mme Corinne Verdier, directrice de l’Alliance Française de Pretoria,
Mesdames et Messieurs, chers ami(e)s,
On the occasion of the official opening of the 6th annual Francophonie
Festival at the Alliance Française in Pretoria, please allow me to start
with a few words in English to greet and welcome our special guests: Mr
Johnny Clegg and Mr Philip Van der Merwe.
They are so well-known and respected in their respective domains of
excellence that I won’t say too much about their brilliant careers but
allow me a few words about their very special relationship with
Francophonie and France.
Johnny Clegg has been a good friend of France for almost 3 decades
(sorry Johnny, I hope I am not giving away your age!) and was bestowed

the knight of the arts and letters award (chevalier des Arts & Lettres) in
1991 by the French government. He is a citizen of honor of the city of
Angoulême, he has received medals of honor from 2 provinces, and has
sold over 1,5 million albums in France. French people know and love
him. He has performed in France but also in Québec and Frenchspeaking Africa on numerous occasions, and shares the values of
Francophonie which we are celebrating today and for the next 2 weeks.
Philip Van der Merwe’s story with Francophonie is shorter but intense
and robust: his first international rugby match as Springbok on 12 June
2010 was against France, and he will soon join Clermont-Ferrand in the
Top 14 French Rugby Championship. We are sure he will soon become
a big star in France and where he will quickly be known simply as Fliphis nickname among South African rugby fans.
Thank you, gentlemen, for being our special guests this year.
I would also like to welcome Mrs Cecilia Colarossi, head of the
languages center at the diplomatic academy of DIRCO, who is
representing the department this year. DIRCO has a webradio station,
Ubuntu, where some of our colleagues, ambassadors from Frenchspeaking countries (such as Tunisia, Niger and Canada), have been
invited this week to speak about Francophonie showing Dirco interest in
the
French
language.
Our
cooperation
in
the
promotion
and
development for the South African Public Sector in general and
diplomats in particular is getting stronger every year.

2015 is an important year for Francophonie, as the institution just elected
at the Dakar Summit end of last year new General Secretary, Mrs
Michaëlle Jean, from Canada, and will develop a new strategic plan for
the 7 coming years. This plan plays an important role in the economic
sphere of Francophonie, and its links with non-Francophone but
powerful and influential countries like South Africa. It is in the same spirit
that the French Embassy is organizing in April a forum on French for
professional use in April that aims to build more bridges between South
Africa and French-speaking Africa, for the benefit of young professionals
in the country.
These 2 weeks of Francophonie celebration which we are opening today
are a joyful moment. But we have to remember that freedom of speech,
peace and democracy are values that always need to be promoted and
fought for. The tragic events which took places in France, in DK, earlier
this year must remind us that this fight is not over.
This year Freedom will be the topic of traditional Francophonie contests,
organized every year by the French Embassy and the French Institute in
South Africa (IFAS) for learners studying French in secondary schools
and in universities. There are trips to France up for grabs and many
books will be given away to students and teachers as part (?) prizes.
And the cartoonists Zapiro and Jerm, as well as the producers of Puppet
Nation (ZA News), will be the patrons of the 2015 contests.

The French-speaking community gathered here today would like to
thank you, dear special guests, for being the leaders of our South
African supporters and friends all over the country.
With your permission, I will now continue my speech in French to greet
and thank the many diplomats and volunteers brought together by
Corinne and her team at Alliance Française.
Thanks to their time, commitment and generosity in offering us a taste of
their abundant cultural and gastronomical heritage, these celebrations
become, year after year, more successful.

Je souhaite vous exprimer, en français cette fois-ci, tout le plaisir qui est
le mien d’être avec vous à l’occasion de notre grand rendez-vous
annuel, de l’ouverture des célébrations de la francophonie à l’Alliance
Française de Pretoria.
Je remercie chaleureusement les organisatrices et les organisateurs, en
tout premier lieu bien entendu l’Alliance, son président, son comité et sa
directrice, Corinne, qui nous accueillent en cette magnifique journée
festive et conviviale, ainsi que toutes les représentations diplomatiques,
organisations internationales et les associations qui sont présentes. Je
sais que vous travaillez dur depuis des mois pour préparer cette grande
fête et nous offrir des stands de grande qualité et décorés avec
beaucoup de goût.

J’aimerais adresser un message particulier de bienvenue aux nouvelles
ambassades qui se sont associées au festival pour la première fois cette
année : Haïti, le Liban et Madagascar. Nous sommes également
heureux d’accueillir l’université de Pretoria où l’enseignement du
français est florissant avec plus de 400 étudiants.
La Francophonie, comme l’a rappelé la secrétaire général de l’OIF
nouvellement élue, c’est s’investir sans relâche pour que la langue
française demeure, aux côtés d’autres grandes langues internationales,
la langue de la création, de la recherche, de l’innovation, de la société
de l’information, de l’emploi, mais aussi une langue officielle et de travail
des organisations internationales.
Nous sommes reconnaissants à nos amis sud-africains des efforts qu’ils
déploient pour que le français soit enseigné par plus de 300 professeurs
dans le pays et, en particulier, au DIRCO qui, depuis plusieurs années
soutient, au sein de son centre de formation diplomatique, de nombreux
programmes de formation en français pour ses diplomates et l’ensemble
du secteur public en étroit partenariat avec le réseau des Alliances
Françaises.
La présidence de la Francophonie va passer du Sénégal à Madagascar,
à l’occasion du XVIème sommet qui se tiendra à Antananarivo en 2016,
et je salue tout particulièrement les représentants de ces deux pays
hôtes qui nous font l’honneur et le plaisir d’être parmi nous aujourd’hui.

programme dense et très alléchant qui vous est proposé à l’Alliance
Française tout au long de la semaine prochaine.
