Lacq and Béarn: world capital of the “Batteries of the future” ?
As the first stage of a major industrial project, HYDRO QUEBEC has decided to create a French
subsidiary, SCE France, in November, 2014, basing its head-quarters at CHEMSTART' UP where hey
will set up a of fundamental research laboratory working in the field of energy storage.
The signature of a convention between the Region Aquitaine and SCE France took place in Bordeaux
on March 4th, 2015, in the presence of Philippe COUILLARD, Prime Minister of QUEBEC, and
Matthias FEKL, Secretary of State for Foreign Trade, for promotion of tourism and for French
nationals living abroad.
The signatories of the convention, their " supporters and sponsors ": Jacques DAOUST, Economics
Minister QUEBEC, Mohamed AMARA, President of the University of Pau et les Pays de l’ Adour,
Jacques CASSIAU-HAURIE, President of the Communité de Communes LACQ-ORTHEZ, Pierre
NERGUARARIAN, President of the GIP CHEMPARC, Philippe COUILLARD, the Prime Minister of
QUEBEC, Alain ROUSSET, President of the Conseil Régional d’ Aquitaine, Karim ZAGHIB, President of
SCE France, a 100% subsidiary of HYDRO QUEBEC, Denis LAGOURGUE, President of AQUITAINE
ENERGY FACTORIES, and Matthias FEKL, Secretary of State for Foreign Trade.
Strategy and action plan
The 2015 edition of the STRATEGY Symposium was a new and profitable opportunity for about thirty
participants drawn from all the Chemparc members to share a detailed balance sheet of the actions
carried out in 2014. They examined the key points and the weak points of these actions and then
went on to discuss future actions and made recommendations which led to an update
of the 2015 action plan.

VISITS and EVENTS the Lacq Industrial Area
Visit of PIICTO
Since the end of year 2013, several industrial organizations based in the industrial port zone of FOS
have been co-operating with the Grand Port Maritime de Marseille and the UIC (Union des
Industries Chimiques) Mediterranée together with the support of local government to create the
project known as PIICTO (Industrial and innovation platform of Caban Tonkin). As a first step, the
leaders of this association came to visit the Lacq Industrial Area on December 2nd, 2014. Patrick
LALANNE Assistant General Manager of SOBEGI. presented the key missions and actions of
CHEMPARC.
Reception of the RUSSian delegation
In collaboration with the Pole AVENIA, CHEMPARC received on December 2nd, 2014 a Russian
delegation of " OIL and GAS " leaders who are being trained at the MOSCOW PETROLEUM INSTITUTE
and were on an exchange mission to visit French academic institutions. The first step was a
presentation of the history of the Industrial area, its industrial platforms, the companies installed in
the area and the main current developments. Then the delegation visited CHEMSTART' UP, and
subsequently made a tour of the industrial installations. The number of questions asked clearly
demonstrated the interest of the participants during their visit.

The delegation visited the INDUSLACQ and CHEM'POLE64 platforms to deepen their understanding
and knowledge of the industrial installations at Lacq. This visit was followed by a complete
presentation of the industrial complex and by multiple exchanges with the managers of the main
companies and service providers installed in the area.

Modules 1 and 2 - M2I development: convention of occupation signed, launch of adaptation works
in March 2015, beginning of activity in June 2015.
Modules 3, 4 and 5 - Physical chemistry of Complex Interfaces: the partners of the common
laboratory are currently signing a convention for a duration of 3 years, launch of adaptation works in
March 2015, beginning of activity in July 2015
Module 6 - BGH: convention signed, no adaptation works needed, beginning of activity in July 2015.
