The regular meeting for the Council of the
Village of Rexton was held in the Council
Chambers on Tuesday, September 9, 2014 at
7:00 p.m.

CALL TO ORDER: The Mayor, David L. Hanson
called the meeting to order at 7:08 pm.

APPROVAL OF THE AGENDA: It was moved by
Albert Corcoran and seconded by Elaine Warren
that the agenda be approved. Motion carried.

10. Tri-Community Winter Carnival: The Town
of Richibucto proposed a Tri-Community Winter
Carnival between each community for 2015.
Further information will be gathered in order to
consider future direction with this initiative.

ville de Richibucto a proposé un carnaval
d’hiver Tri-Communautaire entre chaque
communauté en 2015. L’information
supplémentaire sera ramassée afin de
considérer la direction future de l’initiative.
11. Bonar Law Memorial High School: The
school is requesting Council to consider
installing and maintaining 4 street lights spaced
around the track and field, safer at night for the
community. Council agreed to look into this
request.

considération l’installation et l’entretien de
4 lampadaires placés autour de la piste
d’athlétisme, plus sécuritaires la nuit pour la

It was moved by Lisa Warman and seconded by
Albert Corcoran to file the correspondence for
future reference, and actions taken on ones
noted. Motion carried.

BILLS: It was moved by Albert Corcoran and
seconded by Elaine Warren to pay the bills
presented, with the exception of Four Seasons
Sports. Motion carried.

BUSINESS ARISING FROM THE MINUTES
AFFAIRES DÉCOULANT DU PROCÈS VERBAL
a) New Web Site Design: The site was
presented at the beginning of the meeting. This
project is nearing completion and will be open
to the public shortly.
a) Refonte du nouveau site Web: Le site a
été présenté au début de la réunion. Ce
projet est en voie d’achèvement et sera
bientôt ouvert au public.
b) Surplus Property’s: It was reported that the
closing date is September 20th. The lawyer
noted some inquiries; no offers have been
made.
b) Biens à vendre: On mentionne que la
date limite est le 20 septembre. L’avocat a
noté quelques enquêtes; aucune offre n’a
été faite.
c) KRSC-Planning Services: As requested by the
Council, the Planning Commission has carried an
investigation of the following;
1. Business Park similar use: It was moved by
Albert Corcoran and seconded by Lisa Warman
to accept the KRSC’s recommendation that the
proposed similar agriculture-aquaculture use be
recommended considering that this type of
project should well be integrated with the
existing and future activities in the business
park. Motion carried.
2. Amendment to Residential Uses related to
keeping of Laying Hens: It was reported that,
based on this investigation, the request to
amend the Residential One and Two Family
Zone in order to allow for the keeping of laying
hens be not recommended. This matter was
tabled until further notice.
3. River Street decrease in Right of Way
Easement from 33ft. to 23ft.: The site was
inspected and some issues to accommodate the
10 ft. request were share with Council. The
Commission is investigating a possible solution,
however, no response at this time. It was
agreed to table this matter until further notice.
c) CSRK-Services d’aménagement: D’après
la demande du Conseil, la Commission
d’aménagement a fait l’examen des
demandes suivantes;
1. Usage similaire au Parc Industriel: Albert
Corcoran propose, et Lisa Warman appuie,
d’accepter la recommandation de la CSRK
que l’usage similaire agricole-aquacole
proposé soit recommandé considérant que
ce type de projet pourra bien s’intégrer aux
activités existantes et futures dans le parc
industriel. Proposition adoptée.
2. Modification de l’usage résidentiel afin
de permettre la volaille: On mentionne que,
selon les renseignements obtenus, la
demande de modifier la zone résidentielle
unie et bifamiliale afin de permettre la
volaille ne soit pas recommandée. Cette
matière a été abordée jusqu’à nouvel avis.
3. Diminuer une emprise de 33 pieds à 23
pieds sur la rue River: Le site a été inspecté
et quelques problèmes pour accorder les 10
pieds demandés ont été partagés avec le
Conseil. La Commission enquête une
possible solution, cependant, aucune
réponse à ce jour. Il fut convenu d’aborder
cette matière jusqu’à nouvel avis.

d) Curling Club Compressor/Fire Alarm/Lease
Agreement Analysis: It was moved by Elaine
Warren and seconded by William Flanagan that
Council accept to share equally in the costs of a
new compressor, as per quote received. Motion
carried.

Elaine Warren propose, et William Flanagan
appuie, que le Conseil approuve de partager
également les frais pour un nouveau

e) Capital Borrowing Board Long-Term
Borrowing: There is nothing new to report at
this time.

f) Solid Waste Collection: The 2015 collection
contract is an ongoing process.

g) Municipal Water System Progress: Following
a lengthy discussion on the progress, it was
agreed that this matter be discussed when all
the information has been analysed. Councillor
Flanagan declared a possible conflict of interest
and removed himself from the meeting.

h) Crossing Guard Request: It was agreed that
the Director of Public Works monitor the vehicle
activity in the vicinity of the proposed guard
request and bring data to the next meeting.

Il fut convenu que le Directeur des travaux
publics effectue une enquête sur l’activité
des véhicules dans les alentours de la
demande pour un brigadier proposé et
rapporté les données à la prochaine
réunion.
i) FD Needs Assessment & Pick-up Truck
Purchase: It is moved by Albert Corcoran and
seconded by William Flanagan that the
municipality authorize the lease of a 2014 - 4X4
(4 door) pick-up truck for the use of the Fire
Department and this lease be under conditions
as described and that the municipality withdraw
$20,000.00 from the capital reserve to be placed
on the cost of the lease contract and all
transactions adhere to the regulation of the
Municipalities Act. Motion carried.
i) Évaluation des besoins du Service
d’Incendie et l’achat d’un camion: Albert
Corcoran propose, et William Flanagan
appuie, que la municipalité autorise à louer
un 4X4 camion 2014 (4 portes) pour le
Service d’Incendie et ce contrat de location
s’y présente dans les conditions énoncées et
que la municipalité retire 20,000.00$ de la
réserve de capitaux pour le coût du contrat
de location et toutes les transactions
conforment aux règlements de la Loi sur les
municipalités. Proposition adoptée.
j) Public Works’ Needs Assessment & 5yr Plan:
There is nothing new to report at this time.

a) Dogs & Animal: Dog Constable – There is
nothing new to report at this time.

b) New Business: Council agreed that a
welcome gift be sent to the new start up
business “Surfs Up”.

MAYOR’S REPORT
RAPPORT DU MAIRE
The Mayor reviewed his report with Council.
Le maire a passé en revue ce rapport avec le
Conseil.
Concerns were raised related to a letter
received. The Department of Public Safety in
partners with the RCMP is requesting a meeting
to present the costs share model for all
communities receiving Provincial RCMP Policing
and the new service delivery model.
On a soulevé des préoccupations concernant
une lettre reçue. Le ministère de la santé en
partenariat avec la GRC demande une
réunion afin de présenter le modèle de
partage des coûts à toutes les communautés
qui bénéficient des services de police
provinciaux de la GRC et le nouveau modèle
de prestation de services.

Finance: Renew Village Credit Lines: It is moved
by Albert Corcoran and seconded by William
Flanagan that the Village of Rexton renew the
credit lines as indicated within the Advance
Savings Credit Union Agreement, dated August
18, 2014. Motion carried.
Finance: Renouveler la ligne de crédit du
village: Albert Corcoran propose, et William
Flanagan appuie, que le Village de Rexton
renouvelle les lignes de crédit telles
qu’indiqué dans l’entente d’Advance Savings
Credit Union, daté le 18 août 2014.

Richibucto River Historical Society: It was
reported that the society members held an
Antique Roadshow on September 7th.

On mentionne que les membres de la
société ont organisé un spectacle en tournée
d’antiquités le 7 septembre.
Chamber of Commerce: It was reported that the Chambre de Commerce: On mentionne qu’il
members will be meeting on September 11th.

a) 2014 Commercial Property Assessment: It
was reported that the property assessor for
Service NB is reassessing commercial property
within Rexton.
a) Évaluation des propriétés commerciales
pour 2014: On mentionne qu’un évaluateur
de biens de Service N.-B. réévalue les
propriétés commerciales de Rexton.
During the Kenny Park review, it was noticed
that the Lions Hall Building sits on two parcels of
land; the second lot being the Kenny Park
property. It was agreed to explore all options
for costs related to land survey and bring back
findings to Council for consideration.
Pendant l’évaluation au Parc Kenney, on a
remarqué que le bâtiment de la salle Lions
est situé entre deux parcelles de terre; le
deuxième lot appartenant au Parc Kenney. Il
fut convenu d’explorer toutes possibilités de
coûts pour l’arpentage de terre et les
résultats soient rapportés au Conseil pour
examen.
b) Bonar Law Common Repairs: On August 20th,
the General Manager met with a representative
from the Heritage Branch onsite to inspect the
condition of the building and property. In
conclusion, a request for cost estimate of
repairs be submitted.

août, le Directeur général a rencontré un
représentant de la Direction générale de la
Patrimoine sur le site pour inspecter la
condition du bâtiment et du terrain. En
résultat, une demande d’estimation de coût

c) Meeting with Indian Island: A meeting was
held August 27 to discuss a partnership
program. It was moved by Albert Corcoran and
seconded by Elaine Warren that Council further
investigate the possibility of partnering with
Indian Island in the FCM Program. Motion
carried.

a eu lieu le 27 août afin de discuter un
programme de partenariat. Albert Corcoran
propose, et Elaine Warren appuie, que le
conseil fasse une enquête plus poussée sur
la possibilité de s’associer avec Indian Island

The date of the next Regular Council meeting
will be held on Tuesday, October 14, 2014 at
7 p.m.
