ABSTRACT
Pratt and Michael Locke argue that programmes for training
administrators tend to fail to cope with the problems of connecting policy to practice or the purposes of the institution to the

competence of its administration. They suggest that a problemsolving approach to the study of public administration is fruitful
in dealing with these issues. Such an approach suggests that
administrators benefit from training in and experience of research
