Fellow members,
Here we are still bargaining after 13 months and no significant
progress. This is typical in the Federal Public Service
unfortunately. As you are aware, in November the Harper
Government tried to impose a salary increase and remove our
fundamental right to bargain. They were forced to back down
because of a threat of a coalition from the opposition.
Nevertheless they came back with a budget in January that is
imposing a monetary increase and a 4-year contract. But they left
us our right to bargain non-monetary issues still remaining at the
table and our right to strike. The next step will be the setup of a
PIC (Public Interest Commission), formerly the conciliation board,
to present our case. We expect this to take place in March. The
Act allows up to 1 month to produce a report after the hearing.
We will look through that report and your Executive and
Negotiating team will make their recommendation. Your support is
still very important if we expect to make any significant progress.
One of our main issues is the contracting-out of our work.
While all this is happening, we are making progress on another
important matter for our Community. I’m talking about our
Classification Standard. We met with CPSA (Canada Public Service
Agency) in January to start the work on the creation of a new
standard. Next meeting will be a brainstorming with a joint
committee to look all issues that we can think of. First we need to
develop a new Group definition before writing-up a new standard.
We have to agree on the composition of the Group. This whole
process should take about 2 to 3 years before a final product is
available.

The government unilaterally passed legislation to impose our
economic increases for the next 4 years:
• 2008 – 2.3%
• 2009 – 1.5%
• 2010 – 1.5%
• 2011 – 1.5%
The establishment of the public interest commission (PIC) is still on
going, and as per the legislation we can negotiate all remaining
issues, except duration and economic increase. We were not able
to agree on the PIC chairperson. The Public Service Labour
Relations Board (PSLRB) will appoint a chairperson; subsequently, a
hearing will be scheduled.

The most important remaining issues at the negotiation table are:
• Hours of work: Meaningful consultation before changing
hours of work or introducing shift work
• Career Development: Introduce a minimum number of
training hours per year
• Contracting Out: Reduce/limit the use of contractors
• Technological Change: Add hardware, software and
process(es) in the definition
• IT Shared Services Organization (IT SSO): Mandatory and
meaningful consultations
Those points are very important to the Group. Currently, some
departments are signing agreements with PWGSC or with the
private sector to provide helpdesk services. There is no real
consultation on the matter. Such departments are telling us that no
employees will lose their jobs, but are unwilling to put this in

writing. Affected employees will be assigned other tasks.
You believe your department won’t go there? Think twice! Big departments like Human Resources
and Skills Development Canada (HRSDC) and the Department of National Defense (DND) have
committees looking at their IT services. Health Canada will contract out its helpdesk next March.
The Canada School of Public Service has done it. In all those cases, there has been no formal and
meaningful consultation in spite of our numerous requests.
It is crucial for our jobs that we obtain meaningful consultations in our collective agreement.

Call for Nominations
The following positions are due to be filled by election.

* Member-at-Large (6 positions to be filled)
The Elections Committee is requesting nominations for these positions.
Such nominations must include the candidate's name (printed) and
signature accepting the nomination, as well as the position for which the
candidate is being nominated. Nominations must also include the name
and signature of at least three (3) members of the CS Group. A
nomination form is enclosed for your convenience. Nominations may also
include a candidate's résumé, description, or statement, which should
not exceed five hundred (500) words. (Any words past the five hundred
will not be included with the ballots). Résumés should be sent
electronically. The nomination form may be mailed, e-mailed, handdelivered or faxed directly to PIPSC National Office at:

Note: It is brought to the attention of those who wish to propose their
nomination that a strategic planning meeting will be held in Spring for
the new CS Group Executive. All members of the new Executive must
attend this meeting.

Important note about duration of term: Present CS By-Laws provide for
5 members to be elected for a 2-year term and 1 for a 1-year term. The
CS Executive is proposing two By-Law changes.
One would extend terms of office to three (3) years, as encouraged by a
vote of delegates at the last PIPSC Annual General Meeting. The other
would change the voting procedures to be 6 members in one year and 5 in
the next year, and no election in the third year. By inserting this notice
in the call for nominations, the Executive is ensuring that, if these ByLaw changes are passed at our upcoming CS AGM in April, the three-year
term of office can apply for this and any subsequent elections.
To ensure open and transparent debate, without concern for who may
benefit from these proposed changes, election results will not be
announced until after the vote on these proposed By-Law changes has
taken place.

Notice of 2009 CS Group AGM
The 2009 CS AGM will be held in the National Capital Region on Saturday,
May 23rd, 2009 starting at 8:30 a.m. Breakfast will be served at 7:30 a.m.
lunch will be provided. The AGM is your forum to provide direction to
your Executive. There will be a CS Networking Event on Friday May 22,
2009 time and place to be announced. Please note that all regular and
retired members can attend CS AGM even if they are not delegates. Only
delegates will be reimbursed for their expenses. If you are interested in
being a delegate to the AGM, please fill in the attached form, which must
be received by April 10, 2009 12:00 Noon, Ottawa time, and sent to:

6.1.5 Any member of the Group in good standing shall be entitled to attend and speak at any General Meeting of
the Group.
6.1.6 Only Delegates to a General Meeting of the Group shall be entitled to make or second motions or
resolutions, and to vote.
6.1.7 Delegates to a General Meeting of the Group shall be apportioned according to the following:
a) Every member of the Group Executive shall be a delegate to any General Meeting of the Group.
b) Each Region, as defined by the Institute By-Laws, shall be entitled to one (1) delegate for each two hundred
(200) of its members, rounded to the nearest two hundred (200), residing in the Region as at the last day of the
month immediately prior to the notice of the meeting.
The following table is to inform the CS members of the number of delegates that are eligible to attend the CS AGM by
region.
