Basic and enhanced access permissions are available. Basic access will not disclose personal information (i.e., name and address), while enhanced access allows customers who are approved by the BMV to gain access to personal information. Dealers must meet certain qualifying requirements to obtain enhanced access. Owner Information First Lien Information Second Lien Information Third Lien Information State Pending Liens IN.gov charges a fee of $16.32 per title record. Alternatively, frequent IN.gov users may want a subscription. The annual subscriber fee is $95.00, and subscribers pay $5.00 per title record. Visit IN.gov for additional information. State Pending Lien Count BMV title inquiries were recently updated to include pending lien information in the form of a state pending lien count. A state pending lien count indicates that the primary owner has a potential Department of Revenue (DOR) or Indiana Child Support (CSB) lien that will be applied to the next title transaction, assuming it is a duplicate or amended title transaction (title transfers to a new owner are not affected). This tool was created to assist dealers and other customers in identifying that such a lien exists prior to accepting a trade-in, for example. IN.gov title records include the following information: Name (enhanced access only) Address (enhanced access only) Title Information Title Number Branch Number Last Action Purchased Issued 1 A State Pending Lien Count of “zero (0)” indicates that a State lien will not be applied to the next title transaction. A State Pending Lien Count of “one (1)” or “two (2)” indicates that a State lien may be applied to the next title transaction. Merrillville License Branch The Merrillville Dealer Fleet office recently closed. Moving forward, Indiana dealers may visit any BMV license branch and receive title service in accordance with the normal branch service standard: Off-Road Vehicle and Snowmobile Registration Process Effective January 1, 2014, Indiana residents must register and receive decals for their off-road vehicles (ORVs) and/or snowmobiles through the BMV. Legislation passed in the 2013 General Assembly transferred the responsibility from the Department of Natural Resources (DNR) to the BMV. DNR registrations will remain valid until their expiration date. Customers may renew their registrations online at myBMV.com. If a customer has not titled his or her ORV and it is less than five (5) model years old, the customer must visit a BMV License Branch and apply for a certificate of title prior to processing a registration. Snowmobiles do not require a title regardless of model year. If a title is not required, the customer may process a registration for his or her vehicle online. Customers who have titled their ORV may also process a registration online. ORV and snowmobile registrations may also be processed at any BMV License Branch. Requests for replacement registration documents and/or decals must be processed at a BMV License Branch; replacement transactions are not available at this time on the website. FAQs Q: Are dealers required to use the new Power of Attorney (POA) form? A: In May 2013, the BMV revised the Limited Power of Attorney – State Form 1940. The POA form now has a limited validity period of 90 days. However, the BMV will continue to accept previous versions of the POA form without a limited validity period until further notice. The BMV will also accept non-state form POAs with varying validity periods. *Please note that the rules pertaining to the operation of ORVs and snowmobiles in Indiana were not affected by this legislative change. Conforming Reassignments For a vehicle to retain actual mileage, all reassignments must include the following information to be considered a conforming odometer statement: All titles brought to the branch will be processed within three (3) business days. o Titles with corresponding registrations will be processed while the dealer waits. If the branch has available resources at the time the titles are dropped off, branch management has the authority to process as many dealer titles as resources permit while the dealer is in the branch. Please note this may result in some titles being processed immediately, while others will be subject to the three (3) day turnaround time. “Premium” services providing enhanced/immediate title processing services tailored for dealers are available through BMV Certified Partners, located throughout the state. These partners are listed on the BMV website at myBMV.com. Q: When is a signature stamp acceptable? A: Signature stamps and electronic signatures are acceptable on all BMV title documents except: Mileage Seller’s name and address Seller’s signature Date of sale Purchaser’s name and address Purchaser’s signature Power of Attorney Odometer disclosure statement If a dealer uses a signature stamp or electronic signature on one of these forms, the BMV will place the title on hold indefinitely. For this reason, dealers are encouraged to use the most recent version of the Reassignment of a Vehicle by a Registered Dealer – State Form 20070. This version, which became available in 2012, includes a space for the purchaser’s signature. If a dealer uses a previous version of the form that does not include a space for the purchaser’s signature, the dealer will be required to submit a separate odometer statement; otherwise, the mileage will be branded “Not Actual.” Contact Amelia Martin Program Director, Strategic Partners [email protected] 2
