FDRC Expansion Survey Final Report
François Dupuis Recreation Centre
Expansion Survey Results and Analysis
September 18th, 2014
Methodology
The François Dupuis Recreation Centre expansion survey was designed using a highly-rated online
survey tool by the PSCDA and based on information collected at meetings with the councillor`s office
and recreation centre staff. Because of the potential size and complexity of the overall development, the
PSCDA chose to run a comprehensive survey for this initial community interface, including 29 questions
divided into 10 categories. Simple yes or no questions were mandatory while more complex ranking
questions were optional. The ranking questions also provided for write-in options and comments were
requested at the end of each category.
The survey ran for a period of 4.5 weeks from August 14th to September 15th and was advertised
extensively using local media, the PSCDA`s mailing list (500), social media and through face-to-face
contact at the FDRC over three days and PSCDA`s community barbeque (1000). The survey was also
distributed directly to other neighbouring community association executives for their input and
distribution.
The survey collected 120 responses, which would represent roughly three percent of the PSCDA’s
catchment of households. While no data on age was tracked and location was not analysed in this
report, the largest group of responses came from face-to-face approaches directly to users of the
facility. Both adults and seniors responded but, although they were encouraged to, it is not clear
whether youth responded.
For more complex ranking questions, the data was refined using a commonly accepted Fibonacci
weighting system allocating points in a descending order from first to last choices. Where logical, writein answers were grouped together to combine points or designated under the proper survey items.
Write-in items that were not among the survey choices were also examined with higher weightings by
allocating double, triple and then quadruple points, therefore allowing us to consider what the score
might have been without a natural disadvantage. Finally, items with points statistically close were
grouped into general ranking levels by colour.
Summary Analysis
Respondents were overwhelmingly in favour of the expansion plans with most comments centering on
developing more into the first phase of expansion. The results show support for the first phase and
possibly on a larger scale than outlined in the survey.
There was strong support for a full-sized gymnasium concept. Based on respondents’ selections, a
design solution should be considered with a very high ceiling to allow for significant climbing walls and
competitive trampoline with a balcony area integrated with running tracks and either spectator seating
in the balcony or telescopic bleachers below.
Just over half of respondents favoured a change room area adjacent to the gymnasium while forty
percent preferred some form of kitchen. An adjacent change room would be preferred however the
capacity to add a kitchen facility in future expansions should be retained.
There is strong support for a new multipurpose room, especially for yoga. Looking at this result in
combination with the support for a yoga studio in a future expansion, suggests that designing the
multipurpose room as a yoga studio in this first phase of development would be received favourably.
While respondents were not asked specifically if they agreed or disagreed with the lack of a childcare
facility, it is notable that half of respondents said they would use child-minding services if these were
offered. The results suggest that child-minding services, especially concurrent sports activities or other
constructive arts or educational classes would be well-received and well-used.
While there is good support for maintaining the status quo on food and beverage services, this question
did received a fair number of negative responses. Further, there were very positive rankings for
augmenting food and beverage service in future expansions. The FDRC could maintain the status quo
but the addition of a small coffee & juice bar within a current underutilized space would also be
welcome.
The results seem to suggest that elaborate exterior recreation facilities are not necessary for the first
phase of development. Children could use some climbing and agility structures while adults and seniors
would prefer the simple enjoyment of nature with trails and places to congregate.
There is strong support for increased parking, with many written comments that the lot is already at
capacity, particularly at peak times.
A great diversity of desires was expressed among the future expansion possibilities. Firstly: a
library/cultural centre and an outdoor pool; secondly: climbing walls, indoor running tracks and squash
courts; and thirdly: a yoga studio, extra cardio gallery, tennis courts, wading pool and youth centre.
While extensive, some of these items could be developed in phase one of the expansion. A climbing wall
and indoor running tracks could potentially be accomplished with a creative gymnasium design and a
yoga studio concept could be embedded into the design of the multi-purpose room. Other items could
be developed in concert, such as an outdoor swimming pool and wading pool and a library/cultural
centre and youth lounge.
An additional cost/benefit analysis could be done on the data since many of the choices in play would
not add significantly to the cost. Items such as gardens or a batting cage would not be very costly and so
should be considered even if they were not among the top choices.
A final note should be made that despite discouraging and not listing an ice arena among the options,
respondents expressed a desire for one throughout the survey. Weighting this value higher could put an
ice arena nearly into the top ranking. Residents may therefore view negatively a long-term development
plan that does not include an arena. If one is not able to be developed at any point, further outreach
should be made to explain the rationale.
Survey Results
Gymnasium Expansion / Aggrandisement, gymnase
Analysis
There is strong support for a full-sized gymnasium concept. The top programming choice was indoor
soccer; second place choices were dance classes & Indoor hockey; the third highest choices were
basketball, community clubs and community events for teens; fourth places choices were volleyball and
trampoline; in fifth place were gymnastics and badminton; and sixth place choices were wheelchair
basketball and martial arts.
It is worth noting that gymnastics and tumbling were separate categories. Since their combined points
would put this activity in first place, it is very likely that this sport would have been favoured closer to
the top as a combined activity. This is reinforced by its second place showing in terms of equipment
desires below.
Looking at the additional gymnasium capacities, running tracks and climbing walls were top choices. A
balcony area and gymnastics equipment fell into second place. Trampoline and baseball nets were a
third choice. Telescopic bleachers and digital score boards were the fourth choice. And golf nets and
video screens a fifth choice.
These choices seem to suggest a design solution with a very high ceiling to allow for climbing and
trampoline along with a balcony area incorporated with running tracks and either spectator seating in
the balcony or telescopic bleachers below. It is interesting to note that this design might satisfy the longterm aspirations identified in question 29 where respondents ranked indoor running tracks and climbing
walls as second among all the future choices available.
While not statistically significant in the question, one of the top comments was the desire for an ice
arena which is a theme that repeats throughout the survey.
Question 1
The FDRC is proposing the creation of a modern, full-sized gymnasium which would allow for full court
basketball or two volleyball or badminton courts, larger classes and other sports to take place. Do you
agree with this plan?
Question 2

Don't need new gym when schools have gyms that stay unused after school hours and summer
not needed
Easy to clean
Please ensure that operational funding is adequate to keep it clean. There are many gymnastics facilities in the area
(Tumblers, Starr, etc). It may not be necessary to have gymnastics facilities at FDRC.
Don't try to replicate what is already available commercially - Orleans has plenty of gymnastics/martial arts/dance classes,
please try to expand that into things not available - i.e. fencing
Ensure the ceiling height would allow to have provincial/national level trampoline competitions.
Improved aerobics room with mirror. The rectangle shape of the current space is very awkward
Increase age appropriate fitness/gym/flex/stretch for 60+ age group
Make it affordable
Table tennis and pool tables
Would be great to have adult classes ongoing at the same time as kids classes
Another pool
Have a little theater as part of the Gym similar to the ones at schools
Spinning classes
Squash & racquetball courts
Tennis court
Time slots for free play
Spend money on equipment. Forget technology such as scoreboards that would cost a lot of money when volunteers could keep stats.
Seating for parents while their children play a sport or participate to an activity would be wonderful. We now have to sit on the floor
around local gyms for many activities.
Gymnasium, Adjacent Areas / Gymnase, zones attenantes
Analysis
Just over half of respondents favoured a change room area adjacent to the gymnasium with lockers
being the number one choice for features. Despite the somewhat negative wording of the question
against a full-sized kitchen, a fifth of respondents still favoured it. Combined with the twenty percent
who chose a basic kitchen, we can see that forty percent would like to see some form of kitchen,
especially to be used for cooking classes. Additional uses, such as for community events, fundraising and
birthday parties were also identified.
The results seem to suggest a design with an adjacent change room would be favoured over one with a
kitchen however the capacity to add kitchen facility in future expansions should be considered in the
design of the gymnasium.
Question 5
The FDRC is proposing the creation of a two change rooms with bathrooms adjacent to the gymnasium
for convenience. This space could however be used instead for a kitchen to facilitate cooking classes and
events at the centre. Keeping in mind that a full-sized kitchen will tie up more of the proposed budget,
which is a bigger priority in your view?

Multi-Purpose Room / Salle polyvalente
Analysis
There is strong support for a new multipurpose room, especially for yoga, secondarily for spinning and
dance and thirdly for strength training and aerobics. The fourth highest score was for Zumba and martial
arts and step aerobics were in fifth place.
While not statistically significant, the comments focussing on seniors needs and the desire for different
programming seem to suggest that a range of less strenuous classes would be received well.
This result, in combination with the support for a yoga studio in Question 24, suggests that designing the
new multipurpose room as a yoga studio in this first phase of development would be received
favourably.
Question 9
The FDRC currently has two multi-purpose rooms, the Portobello room which has a wooden sprung floor
and the Avalon room overlooking the pool which is often used for meetings. The centre would like to
see the creation of an additional large-sized multi-purpose room with a sprung floor of 158 square
metres built in order to accommodate more classes. Do you agree with this plan?


This is an opportunity to bring NEW activities to Eastern Orleans. Why not look beyond what is already available?
Seniors' Meeting Room
The dovercourt has a GOLD program aimed at seniors you should look at having something similar for seniors in
Orleans....we have nothing
Encourage social clubs (bridge etc,) mind games etc for 60+ age group. Need more prevention for mental health, agility and
retention
Sounds great!
Maybe a stage for bands or plays
Not to have equipment in it so it can be used for parties, classes, meetings ect
Squash, racquetball




 Having a pull out wall would allow the room to be separated into two or more smaller rooms. This could make less popular
programs more feasible as smaller classes could be operated concurrently
Childcare / Garderie
Analysis
While respondents were not asked specifically if they agreed or disagreed with the lack of a childcare
facility, it is notable that half of respondents said they would use child-minding services if these were
offered. Sports were favoured as an activity, with arts and games as a second choice. A number of writein options centered on educational activities and some made the comment that they would like
concurrent classes.
The results suggest that child-minding services, especially concurrent sports activities or other
constructive arts or educational classes would be well-received and well-used.
Question 12
There are no current plans for a childcare facility in the expansion however the FDRC could offer some
child-minding or concurrent classes for children accompanying adults using the facility. Would you make
use of child-minding services if they are offered?

Analysis
While there is good support for maintaining the status quo on food and beverage services, this question
did received a fair number of negative responses. Those that would prefer additional food or beverage
services said they would give up space in the multipurpose room, the current meeting rooms or the
lobby.
The results seem to suggest the FDRC could maintain the status quo but the integration of a small
service within the current underutilized space would also be welcome, probably satisfying a greater
number of people. Looking further down the survey to question 28 dealing with the future expansion, a
coffee & juice bar would be the most welcome option.
Question 15
There are no current plans for a canteen or café however the FDRC does provide vending machines and
a lounge area. Do you agree with this aspect of the expansion?

Waste of money. Keep expansion simple with a multi-use court
Not necessary
Stay away from food services because they are a drain on resources and end up offering unhealthy choics.
Food and beverage services could be another source of revenue.
Many parents are waiting for kids in classes, this is a lost opportunity. A cafe would make the facility more pleasant and
enjoyable.
Maybe link the professional kitchen with a. canteen
Hire a food truck for any big events

More vending machines
Make sure there is a choice of what is available and let people make their own decisions on food and beverage. Do not
force only a certain lifestyle.
Exterior Recreation / Loisirs extérieur
Analysis
Respondents favoured climbing and agility structures for children with some interest in swinging, riding
and spinning structures. Walking and picnic areas were the top choices for adults. The results seem to
suggest that elaborate exterior recreation facilities are not necessary. Children could use some climbing
and agility structures while adults and seniors would prefer the simple enjoyment of nature with trails
and places to congregate, possibly a lawn-bowling court.
Question 18
The FDRC expansion could include some small exterior recreation areas for children. Keeping in mind
that exterior structures such splash pads are many times more costly while gardens and climbing
structures free more budget for other aspects of the expansion, please rank the following activities in
order of priority, 1 being the highest.

Analysis
Respondents showed strong support for increased parking, with many written comments that the lot is
already at capacity particularly at peak times. There was also an expression to have more bicycle racks.

Overall Expansion / Aggrandissement global
Analysis
Respondents were overwhelmingly in favour of the overall expansion plans. Most comments centered
on developing more into the first phase of expansion. The results show residents support of the first
phase of expansion and possibly on a larger scale than outlined in the survey.
Question 22
The overall expansion is for 11-1200 square meters of space at a cost of roughly $7 million. Do you agree

Please do not add another dog park. dog owners do not pick up after their dogs and you can't have dogs running around
off leash in the same area as children due to safety and sanitary reasons. dog parks should not be on soccer fields
Before building fields keep in mind the millennium expansion . try and complement sporting offerings.
It would be great to have access to indoor or outdoor cycling facilities, with tracks for children and adults for road bikes or
bmx for example.
More baseball/softball fields, batting cages, and soccer fields as well as a Tim Horton's close by! Perhaps a man-made hill
for tobogganing in the winter and a look-out in the summer.
Commuter facilities for those who bike to work - proper locking area, etc. to work out and continue the bike to work.
Keep as many of the trees as possible along the Bypass to provide a barrier as well as retaining the natural beauty
Please consider space for adults. Not everyone has kids so we need adult centered activities. Also kids get all the prime
time.
One of the main issues we have is school aftercare run by the city of Ottawa. Recently the Avalon public school contracted
the YMCA for the aftercare and asked the city of Ottawa to vacate the premises. It will be great if there is a way for the
city to have a place to accommodate after care programs because the Aquaview center is really small
First comment; we need ice pads included in the expansion. Second; parking for cars AND bikes is woefully inadequate.
Third: Avoid unnecessary expenses; i.e. no intrusive public art like the large installation that blocks views of the pool. Last
comment; this community is growing & will grow for years to come - please build the complex to serve that total
population rather than subjecting the facility to continuous construction.
Future Expansion / Aggrandissement future
Analysis
A great diversity of desires was expressed among the future expansion possibilities.
Looking at the activities, respondents expressed a strong interest in a yoga studio and secondarily indoor
running tracks. Climbing walls and squash courts were the third place choices, with an additional cardio
gallery in fourth place.
The outdoor sports facility most favoured was a swimming pool, followed by recreation trails in second
place and outdoor running tracks and an adventure course in third place. Tennis courts and a wading
pool were fourth in the ranking. A baseball diamond and open air sports stadium ranked fifth.
A library/ cultural centre was the top choice among indoor facilities with a youth centre or lounge in
second place.
The desire for an open-air theatre dominated the outdoor leisure facilities selections followed by
community gardens and a dog park but much further down in points.
Of the possible services, a coffee and juice bar far outranked the second choice of food and beverage
franchises.
The results of question 29 show the essence of what respondents are looking for in a future expansion.
Firstly a library/cultural centre and an outdoor pool. Secondly climbing walls, indoor running tracks and
squash courts. And thirdly, a yoga studio, extra cardio gallery, tennis courts, wading pool and youth
centre.
While this is a very extensive list of desires, some of these items could be developed in phase one of the
expansion. A climbing wall and indoor running tracks could potentially be accomplished with a creative
gymnasium design and a yoga studio concept could be embedded in the design for the multi-purpose
room. Other items could be developed in concert, such as an outdoor swimming pool and wading pool
and a library/cultural centre and youth lounge. Finally, there are many items such as gardens or a
batting cage that would cost relatively little and should therefore be considered regardless of ranking.
A final note should be made on the expressed desire for an ice area throughout the survey and in
particular in question 29. Despite the discouragement against an ice arena and not including it within
any list of options, it is notable that many nonetheless mentioned it. We should therefore consider a
higher weighted value for this write-in answer. A quadruple value would put an ice arena nearly into the
top ranking. The results suggest that residents may view negatively an overall development plan that
does not include an ice arena. If one is never able to be developed, further consultations to explain the
rationale would be important.
Question 24
The FDRC may go through additional expansions in future years. If further expansion is approved, what
indoor sports would you like to see developed. Please rank the following possible activities and
structures in order of priority, 1 being the highest.
