In order to accomplish this, the international community must recognize that disasters are preventable through the application of existing human knowledge to reduce disaster risks. A proactive approach must be taken in immediate disaster response, in recovery, and in activities undertaken for long‐term sustainable development. The toolkit is intended for both humanitarian responders as well as for education authorities, education planners, and Education‐for‐All advocates. It is intended to be useful during response and recovery to disasters and emergencies, as well as during normal times United Nations Children's Fund [New York] : [UNICEF], 2010. 32 p. : col. ill. The first strong earthquake, measuring between 7 and 8 on the Richter scale occurred at 14.54 hrs local time or 4.54 hrs GMT on 16 November 2000. It was located 40 km north east of Rabaul, at a depth of 20 ‐ 50 km. Aftershocks were felt every 10‐20 minutes throughout the afternoon and three hours after the first earthquake the second strong tremor was experienced. Aftershocks gradually petered out after this event. The damage in RabauI was limited United Nations Office for the Coordination of Humanitarian Affairs. The project aimed to develop the foundations for a nationally consistent approach to disaster risk management and climate change adaptation that would be supported by a set of appropriate reforms to governing institutions and tools Howes, Michael [Brisbane] : Griffith University, 2013. iv, 51 p. A regional seismicity model was built based on historical and instrumental earthquake catalogues, subduction zone segmentation and plate motion information, geodetic data, and available data on crustal faults. The effect of site conditions on ground motion was modelled based on shear wave velocities derived from micro zonation studies and high resolution topographic slope data. The seismic hazard maps developed here have a spatial resolution that is adequate for local seismic risk studies and building code applications Rong, Yufang Canada : FM Global, 2012.
