Avant-Propos - Foreword
The Community budget is an important resource at
the EU's disposal for achieving its political aims,
bringing about structural change and maximising
the systemic impact of Community policies.
Le budget communautaire représente un moyen
important dont dispose l'Union pour réaliser ses
objectifs politiques, apporter des changements
structurels et maximiser les effets systémiques des
politiques communautaires.
Through the budget review, launched at the end of
2007 and just recently completed, the Commission's
intention was to engage all the interested parties at
both national and European level in broad-based
consultations, so as to stimulate a frank, no-holdsbarred debate on the EU's finances.
Par le biais de la "budget review", lancée fin 2007
et qui vient de se conclure, la Commission a voulu
engager une vaste consultation de toutes les
parties intéressées, tant au niveau national qu'au
niveau européen, afin de susciter un débat ouvert
et "sans tabous" sur les finances de l'Union.
2008 must therefore be regarded as an
"exceptional" year, where there has been far more
interest than usual in the EU budget, as witnessed
by the plethora of new publications on the subject.
The main focus of discussion has been, and still is,
not only the financial aspects, but also - and I would
say above all – the EU's medium and long-term
priorities, in other words our vision for Europe's
future. EU public finances, which nevertheless still
remain shrouded in mystery for most European
citizens, have been analysed from every
conceivable angle, thus highlighting the budgetary
instrument's political and strategic dimension.
L'année 2008 doit donc être considérée comme
une année "exceptionnelle", caractérisée par un
intérêt accru pour le budget de l'Union, ce qui est
confirmé par le foisonnement des publications en
la matière. La discussion a porté et porte non
seulement sur les aspects financiers, mais aussi,
et je dirais surtout, sur les priorités de l'Union à
moyen et long terme, en d'autres mots, sur notre
vision du futur de l'Europe. Les finances publiques
européennes, qui restent toutefois encore un
"objet mystérieux" pour la plupart des citoyens
européens, ont été analysées dans toutes leurs
facettes, ce qui a permis de mettre en lumière la
dimension politique et stratégique de l'instrument
budgétaire.
It would be overoptimistic, however, to conclude
from this that the major institutional and political
issues underlying the budgetary choices are already
the central focus of a genuine, Europe-wide debate.
We still have a long way to go yet! At all events, the
in-depth work which the community of experts has
produced after 50 years of Community finances is
undoubtedly going to serve as an important source
of suggestions and analysis for the overhaul of the
EU budget which the Commission intends to make.
Il serait néanmoins trop optimiste d'en conclure
que les grands enjeux institutionnels et politiques,
à la base des choix budgétaires, soient d'ores et
déjà au coeur d'un vrai débat à l'échelle
européenne. Beaucoup de chemin reste encore à
faire! En tout cas, le travail en profondeur que la
communauté des experts a produit après 50 ans
de finances communautaires va sûrement
constituer une source importante de suggestions
et d'analyse en vue du réexamen du budget de
l'Union, que la Commission a l'intention
d'entreprendre.

This bibliography, which I am pleased to present in
its second edition, provides a useful overview of this
public discussion, aiming as it does to offer a means
of accessing the huge amount of literature on this
subject and to contribute to greater understanding
of it. Given the large volume of publications
available in this field, this bibliography also reflects
the selective, global approach that has been taken.
Cette bibliographie, que j'ai le plaisir de présenter
en sa deuxième édition, a le mérite de faire état de
cette discussion publique. En effet, elle a pour but
d'offrir une clef d'accès à la vaste littérature et de
contribuer à une meilleure compréhension du
sujet. Considérant la nombreuse littérature en la
matière, cette bibliographie est aussi le fruit d'un
choix et d'un effort de synthèse.
Les réactions positives suscitées par la première
édition auprès des chercheurs et des experts nous
encourage à continuer dans cette voie et nous fait
bien espérer que l'effort des rédacteurs n'a pas été
inutile.

experts to the first edition has encouraged us to
continue along these lines and gives us cause to
hope that the efforts of the contributors have not

"Bibliothèque, documentation et archives" de la
Cour recherche et collectionne les publications
les plus significatives concernant les finances
publiques de l'Union européenne. L'instrument
que nous publions s'inscrit dans le cadre de cette
activité et se propose comme un outil de travail
en premier lieu de la Cour et de ses auditeurs.
For some years, the Court's Library,
Documentation and Archives department has
searched out and collected the most significant
publications concerning the public finances of the
European Union. The tool which we are
publishing here forms part of this activity and is
proposed first and foremost as a working aid for
the Court and its auditors.

This bibliographic survey of the Community
budget is supplemented by an analytical
bibliography of the European Court of Auditors.
La bibliographie ne contient pas délibérément
d'articles tirés de la presse courante dans les
différents États membres. La bibliographie ne
contient pas non plus les documents officiels des
Institutions, qui auraient suffi à eux seuls à faire
l'objet d'une grande bibliographie.
The bibliography deliberately does not contain
any standard press articles from the various
Member States. Nor does the bibliography
contain official documents from the Institutions,
which would alone have been sufficient subject
matter for a large bibliography.
Elle a pour but de faire état en premier lieu de la
littérature "académique" et "scientifique", mais
elle ne néglige pas non plus les publications plus
"alignées", reflétant les positions de certains
milieux politiques ou de certains groupes
d'intérêt. En effet, la matière budgétaire est loin
d'être un sujet purement "académique", et cette
bibliographie contient aussi des contributions plus
politiques.
Its aim is primarily to record the "academic" and
"scientific literature", but it also does not neglect
the more "partisan" publications, reflecting the
positions of certain political circles or interest
groups. The theme of the budget is, in fact, far
from being a purely "academic" subject, and this
bibliography also contains some more political
contributions.

Taking into account the vastness of the literature
on the subject, the Library worked on the premise
that it would be almost impossible to draw up a
bibliography that aimed to be exhaustive. With
regard to the choices to be made, from a linguistic
point of view, it was decided to give precedence
to the most frequently used working languages at
the Court. As regards the age of the contributions,
the bibliography mainly involves recent literature,
with the inclusion, however, of some older
references still considered topical. As regards
content, the selection was based on an evaluation
of the information value of the contributions,
taking account of the interests of the Court's
auditors in particular.
Tenant compte de la vaste littérature en la
matière, le service Bibliothèque est parti du
constat qu'il aurait été presque impossible de
rédiger une bibliographie ayant l'ambition d'être
exhaustive. S'agissant des choix à faire, d'un
point de vue linguistique, il a été décidé de
privilégier les langues de travail les plus utilisées
à la Cour. Du point de vue de l'ancienneté des
contributions, la bibliographie concerne surtout la
littérature récente, avec néanmoins l'inclusion de
quelques références plus anciennes toujours
considérées d'actualité. Du point de vue du
contenu, le choix s'est basé sur une évaluation de
la valeur informative des contributions, tenant
compte notamment des intérêts des auditeurs de
la Cour.
As with any selection, the inclusions and
exclusions are open to critical examination, the
results of which will be useful with a view to a
future edition. The Library service therefore
invites users of this bibliographic tool to
communicate to the service their criticisms and
suggestions ([email protected]).
Comme tout choix, les inclusions ainsi que les
exclusions se prêtent à un examen critique, dont
les résultats vont être utiles en vue d'une
prochaine édition. Dès lors, le service
