a public land-use planner and developer
ACGR (Association des Collectivités du Grand Roissy)
Role
ACGR is a non-profit association founded in November 2011, as debate over the proposed Grand Paris
development project gathered momentum. Its aim: unite all local public authorities in the Grand Roissy area
under a single representative body to promote their priorities and vision more effectively. Main goals set out
in ACGR’s bylaws include:

Propose governance procedures/structures for Grand Roissy (the Paris-Charles-de-Gaulle airport
area) to the French State and the Ile-de-France regional council, defining scope and leading
discussions on behalf of ACGR members.

Contribute to discussions of the economic, social and environmental challenges facing the area, in
particular on urban planning for Grand Paris and on the public transport projects, facilities and
infrastructure that are critical to the region’s development.


Collect and analyse all proposals made by members;

Appoint officials from members to represent ACGR on governance bodies for which agreements
have been signed.
Serve as a permanent link between members, on the one hand, and the Ile-de-France regional
government and the French State on the other.

Role
EPA Plaine de France is a public land-use planner and developer founded in 2002. It serves a very large
region on the northern edge of Greater Paris, extending from the Paris ring road to Picardy, with three main
nodes: Plaine Saint-Denis, near the Stade de France stadium at the Paris city limits; the urban hub at Le
Bourget; and Grand Roissy, the area surrounding Paris-Charles-de-Gaulle airport.
As a land-use planner and developer for the region, EPA Plaine de France is headed by a Board of Directors
with representatives of the French State, the Ile-de-France regional government, and the various
départements, municipalities and inter-municipal entities within its scope of operation. Its brief covers both
metropolitan and local issues, and includes initiatives of all types addressing spatial planning, urban

restructuring, economic development and improved quality of life for residents. This mission covers several
key areas:

General strategy to guide development of areas in the Plaine de France area. EPA Plaine de
France practices subsidiarity, supporting the work of its members by conducting research and
spearheading and coordinating projects to ensure effective overall planning.

Project development and incubation, to identify and shape promising projects, and bring them to
fruition—either on its own or through another spatial planning body.
EPA Plaine de France operates in this dual capacity throughout Grand Roissy, providing
technical assistance to ACGR as needed and acting as its technical unit.


Spatial planning in its target area. EPA Plaine de France develops and manages urban planning,
public spaces and facility projects (directly or on behalf of regional communities). It is currently in
charge of 12 spatial planning projects within Grand Roissy, including the Louvres-Puiseux-en-France
Eco-Quarter, the Triangle de Gonesse, the city centre and station redevelopment in Fosses (ANRU),
and Sevran Terre d’Avenir.
Team and management
EPA Plaine de France has some 50 employees—specialists in urban development and land use, the
environment, housing and residential development, economic development and employment, transport,
regional development engineering, and urban and financial engineering.
Senior management consists of Damien Robert, CEO; Véronique Levildier, land use; Emmanuel de La
Masselière, strategy & development, and Alain Benhakoun, administration and finance.
