Avant-Propos – Foreword
Parmi les multiples récurrences de cette "année
européenne" très riche en célébrations, il y en a
une qui risque de passer sous silence, ou presque:
1957-2007, c'est aussi les 50 ans des finances
communautaires.
Among the plethora of anniversaries in this
European year of celebrations, one is in danger of
being passed over in silence, or almost: 1957-2007,
is also the fiftieth birthday of the Community
finances.
Bien que le nombre de publications en la matière
n'ait cessé d'augmenter d'une année à l'autre – ce
qui témoigne de l'importance croissante de la
thématique budgétaire dans le cadre politique et
institutionnel de l'Union européenne – les finances
publiques européennes restent encore un "objet
mystérieux" pour la plupart des citoyens
européens.
Although the number of publications on the subject
goes on growing from year to year, – an indication
of the growing importance of the theme of the
budget in the political and institutional framework of
the European Union – European public finances
are still a " mystery " to most European citizens.
En effet, trop souvent les organes de presse ne
s'occupent du budget communautaire qu'avec une
intention polémique évidente, ce qui va à
l'encontre de l'objectivité de l'information et ne
permet pas d'aboutir à une analyse sereine et
équilibrée. Les opinions publiques nationales sont
attirées surtout par la question, importante mais
partielle, des contributions des États membres et,
par conséquent, par l'aspect politiquement
sensible des soi-disant "soldes budgétaires". Cette
attention exclusive finit par obscurcir les grands
enjeux institutionnels et politiques, à la base des
choix budgétaires, qu'il faudrait au contraire mettre
au coeur d'un débat à l'échelle européenne.
Même parmi les chercheurs et les spécialistes,
souvent "cloisonnés" dans leurs respectifs
domaines de compétence, les finances publiques
européennes ne sont pas toujours perçues comme
un sujet de recherche à part entière, méritant une
analyse approfondie en mesure d'en embrasser
les multiples facettes. Le droit budgétaire, le droit
administratif, la comptabilité, l'audit, l'économie, la
théorie des choix publics, la science politique: voilà
autant de disciplines intéressées aux ressources
budgétaires de l'Union et à leur emploi.
La littérature en la matière, dont cette bibliographie
a le mérite de faire état, reflète en partie cette
variété d'approches disciplinaires, qui souvent se
superposent sans arriver toujours à s'intégrer dans
un effort de synthèse. De plus, ce débat est
souvent limité aux experts et à ceux qui doivent

Community budget with obvious polemical intent,
counter to factual objectivity and not permitting a
calm and balanced analysis. National public opinion
in the Member States is engaged mainly by the
important, but partial, question of the contributions
made by the Member States and consequently by
the politically sensitive aspect of the so-called
"budget balances". This exclusive attention in the
end obscures the key matters at stake politically
and institutionally, on which the budgetary choices
are based, and which should rather be at the centre
of debate on a Europe-wide scale
Even by researchers and specialists, who are often
"compartmentalised" in their respective fields of
expertise, European public finances are not always
seen as a subject for research in its own right,
meriting in-depth analysis in order to cover its many
facets: budgetary law, administrative law,
accounting, audit, economics, the theory of public
decision-making, politics. All these disciplines have
an interest in the budgetary resources of the
European Union and how they are used.
The literature on this subject, of which this
bibliography gives a useful overview, partly reflects
this variety of disciplinary approaches, which are
often superimposed without always achieving
integration in the attempt at synthesis. This debate,
moreover, is often confined to experts and those
who have to engage with the European budget in
the course of their duties, and this is regrettable.
The aim of this bibliography is to provide a key

d'accès à la vaste littérature et, de contribuer à
une meilleure compréhension de la matière.
Considérant la nombreuse littérature en la matière,
cette bibliographie est aussi le fruit d'un choix et
d'un effort de synthèse. De ce fait, le lecteur
constatera inévitablement des "oublis", que nous
nous efforcerons de corriger lors d'une prochaine
édition.
Elle s'adresse bien évidemment et, en premier
lieu, à la Cour et à ses auditeurs, avec l'ambition
de faciliter leur tâche d'analystes du budget
communautaire.
Cet exercice, s'il est bien mené, peut aider le
chercheur dans son travail de recherche et
d'évaluation des sources disponibles. La réaction
des lecteurs et, parmi eux, en premier lieu des
auditeurs de la Cour, nous dira si cette
bibliographie a pu servir à cela. Dans ce cas,
l'effort des rédacteurs n'aura pas été inutile.

subject. Considering the volume of the literature on
the subject, this bibliography is also the result of
choices and an attempt to summarise. As a result,
the reader will inevitably discover omissions, which
we will do our best to correct in a subsequent
edition.
It is first and foremost addressed, of course to the
Court and its auditors, with the aim of facilitating
their work as analysts of the Community budget.
If this exercise is carried out well, it can help
researchers in their work of searching for and
evaluating the resources available. We will know
from the reactions of readers, and first among them,
the Court's auditors, whether this bibliography has
been useful for this purpose. If so the compilers'
efforts will not have been in vain.

Depuis
quelques
années,
le
service
"Bibliothèque, documentation et archives" de la
Cour recherche et collectionne les publications
les plus significatives concernant les finances
publiques de l'Union européenne. L'instrument
que nous publions s'inscrit dans le cadre de cette
activité et se propose comme un outil de travail
en premier lieu de la Cour et de ses auditeurs.
For some years, the Court's Library,
Documentation and Archives department has
searched out and collected the most significant
publications concerning the public finances of the
European Union. The tool which we are
publishing here forms part of this activity and is
proposed first and foremost as a working aid for
the Court and its auditors.

Cet aperçu bibliographique sur le budget
communautaire est complété par une
bibliographie raisonnée sur la Cour des comptes
européenne.
La bibliographie ne contient pas délibérément
d'articles tirés de la presse courante dans les
différents États membres. La "Press review" de
Rex répond déjà efficacement à ce besoin. La
bibliographie ne contient pas non plus les
documents officiels des Institutions, qui auraient
suffi à eux seuls à faire l'objet d'une grande
bibliographie.
Elle a pour but de faire état en premier lieu de la
littérature "académique" et "scientifique", mais
elle ne néglige pas non plus les publications plus
"alignées", reflétant les positions de certains
milieux politiques ou de certains groupes
d'intérêt. En effet, la matière budgétaire est loin
d'être un sujet purement "académique", et cette

This bibliographic survey of the Community
budget is supplemented by an analytical
bibliography of the European Court of Auditors.
The bibliography deliberately does not contain
any standard press articles from the various
Member States. The External Relations
Department's Press Review already fulfils this
requirement effectively. Nor does the bibliography
contain official documents from the Institutions,
which would alone have been sufficient subject
matter for a large bibliography.
Its aim is primarily to record the "academic" and
"scientific literature", but it also does not neglect
the more "partisan" publications, reflecting the
positions of certain political circles or interest
groups. The theme of the budget is, in fact, far
from being a purely "academic" subject, and this
bibliography also contains some more political

Tenant compte de la vaste littérature en la
matière, le service Bibliothèque est parti du
constat qu'il aurait été presque impossible de
rédiger une bibliographie ayant l'ambition d'être
exhaustive. S'agissant des choix à faire, d'un
point de vue linguistique, il a été décidé de
privilégier les langues de travail les plus utilisées
à la Cour. Du point de vue de l'ancienneté des
contributions, la bibliographie concerne surtout la
littérature récente, avec néanmoins l'inclusion de
quelques références plus anciennes toujours
considérées d'actualité. Du point de vue du
contenu, le choix s'est basé sur une évaluation de
la valeur informative des contributions, tenant
compte notamment des intérêts des auditeurs de
la Cour.
Comme tout choix, les inclusions ainsi que les
exclusions se prêtent à un examen critique, dont
les résultats vont être utiles en vue d'une
prochaine édition. Dès lors, le service
"Bibliothèque" invite les utilisateurs de cet
instrument bibliographique à faire part au service
de
leurs
critiques
et
suggestions

utilisateurs internes auprès de la Bibliothèque de
la Cour.

Taking into account the vastness of the literature
on the subject, the Library worked on the premise
that it would be almost impossible to draw up a
bibliography that aimed to be exhaustive. With
regard to the choices to be made, from a linguistic
point of view, it was decided to give precedence
to the most frequently used working languages at
the Court. As regards the age of the contributions,
the bibliography mainly involves recent literature,
with the inclusion, however, of some older
references still considered topical. As regards
content, the selection was based on an evaluation
of the information value of the contributions,
taking account of the interests of the Court's
auditors in particular.
As with any selection, the inclusions and
exclusions are open to critical examination, the
results of which will be useful with a view to a
future edition. The Library service therefore
invites users of this bibliographic tool to
communicate to the service their criticisms and
suggestions ([email protected]).
The literature cited is available to in-house users
at the Court Library.
