WORDS FROM THE FORMER PRESIDENT
Dear member of the Belgian Statistical Society,
First of all, I wish you a very happy new year 2014.
My term as President has come to an end, and I would like to thank all those
who helped me in this important, but not so difficult, job. It was a pleasure
for me to work as Vice-President with Paul Janssen, and as President with all
board members of BSS. I was specially helped by the "super efficient"
secretary, Gentiane Haesbroeck, and by the two secretarial offices in
Diepenbeek and Liège.
During these three years of Presidency, many statistical events were
organized by the Statistical Community in Belgium. The links between the
different statistical groups and researchers from both regions of Belgium
were reinforced, particularly between young researchers during the annual
meetings of BSS. The presence of a member of the Belgium Official Statistic
Department on the Board and during the meetings was and still is important
for BSS. However, the contacts and collaborations with other private and
official data producers and analyzers are still too weak, and difficult to
develop. New ideas for the annual meeting were proposed to attract more
private and official statisticians. To better and faster communicate and
inform the members, a new electronic “B-Stat News” newsletter was tested
with success, thanks to Sophie Vanbelle and Herbert Thijs, the editors.
A past president is gone, an elected one is coming. I am addressing my best
wishes to Stefan Van Aelst and Thomas Bruss, as new president and vicepresident. I am sure that the new elected board of BSS will keep the path
that their "past and wise predecessors" have traced. I am not thinking of me,
but of Paul Janssen, Adelin Albert, Noel Veraverbeke, Léopold Simar, Jan
Beirlant, Marc Hallin and Jef Teugels.

Approbation du procès verbal de l'Assemblée Générale du 25 octobre
2012
Le procès verbal, publié dans le B-Stat News n°57 de janvier 2013, est
approuvé sans modification.
2.
Rapport moral et rapport d'activités
Le Président Marcel Rémon dresse le bilan des activités de l'année 2013,
troisième et dernière année de son mandat de Président.
– Le Conseil d'Administration de la Société s'est réuni trois fois, les
11 décembre 2012, 13 mars et 10 juin 2013, à Bruxelles. Le Président
remercie l’ULB et en particulier D. Paindaveine pour la mise à
disposition d’une salle de réunion située sur le Campus Solbosch.
Lors de ces réunions, les membres du CA ont notamment discuté des
critères à respecter en vue de l’octroi d’un sponsoring ainsi que de
l’organisation éventuelle dans le cadre de l’année internationale de
statistique d’une activité scientifique consacrée à la statistique
officielle. De nombreuses consultations des membres du Conseil se
sont par ailleurs faites par email pour traiter les dossiers classiques
(admission de nouveaux membres, demandes de sponsoring).
– Depuis la dernière Assemblée Générale, la SBS-BVS a apporté son
soutien financier à de nombreux événements scientifiques : le

symposium I-BioStat organisé à UHasselt, en janvier 2013, la journée
de lancement du réseau inter-universitaire FLAMES (FLAnders
training network for MEthodology and Statistics), organisée en mai
2013 à Bruxelles (sponsoring réduit de 500 €), la conférence sur le
thème "Statistics, your friend in daily life; whether you like it or not"
prévue à l’UCL le 25 octobre 2013, le symposium international Hexa,
prévu à Hasselt en novembre 2013 et la conférence organisée par la
KULeuven pour célébrer le 25 ème anniversaire de LSTAT (13 et 14
décembre 2013).
– M. Rémon explique également que la Société Belge de Statistique
est depuis peu un membre officiel de la Fédération des Sociétés
Nationales de Statistique d’Europe (FenStat). D. Paindaveine a
représenté la Société Belge de Statistique lors d’une réunion du
conseil de FenStat organisée à Honk Kong au moment du congrès ISI.
M. Rémon aura par ailleurs l’occasion de rencontrer prochainement le
Président de cette organisation.
– Le titre de membre honoraire a été offert au Professeur A. Albert
lors de la cérémonie organisée à l’occasion de son accession à
l’éméritat (le 26 septembre 2013 à Liège).
– Le groupe de travail créé lors de l’Assemblée Générale d’octobre
2012 en vue de réfléchir à l’avenir de la Société a commencé ses
travaux. Il a notamment proposé un nouveau format pour le B-Stat
News. H. Thijs, un des éditeurs, explique que la newsletter sera
dorénavant envoyée par email, une fois par mois (seul le B-Stat News
du mois de janvier continuera à exister sous son ancienne forme pour
publier la liste des membres et le rapport de l’Assemblée Générale).
M. Rémon signale également que la réflexion entamée par ce groupe
va être poursuivie, notamment à propos de l’organisation du congrès
annuel.
Le vote est fait sur le rapport du Président et l'Assemblée Générale donne
décharge au Président et au Conseil sur ce point.
2bis. Rapport moral et rapport d'activités de la section Biostatistique
Le rapport d’activités de l’année 2013 de la Section Biostatistique de la
Société sera présenté au Conseil d’Administration dès que possible.

3.
Rapport financier
Le trésorier, R. Braekers, étant excusé, les comptes de l'année 2012 sont
présentés par G. Haesbroeck.
Au 1er janvier 2012, les comptes s'élevaient à 86 061.66 € et se sont clôturés
avec un montant de 90 072.46 € au 31/12/2012. La SBS-BVS se trouve dans
une situation financière très confortable.
Le vote est fait sur ce rapport. Les comptes de l'année 2012 sont approuvés à
l'unanimité et seront, conformément à la loi, soumis aux Greffes.
Certains membres s’étonnent de l’importance des réserves et d’autres
regrettent d’autant plus que le Conseil d’Administration ait jugé bon de ne
pas satisfaire certaines demandes de sponsoring alors que la Société a
visiblement les moyens de soutenir plus de demandes et que le sponsoring
augmente sa visibilité. Plusieurs participants demandent s’il n’est pas
possible de trouver une action à réaliser pour dépenser utilement l’argent
qui dort sur les comptes. G. Haesbroeck rappelle qu’il y a déjà eu certains
projets (bourses de voyages pour les doctorants, prix à octroyer à des thèses,
etc.) mais la mise en œuvre de ceux-ci n’a pas été concrétisée car il fallait
établir des règles et ensuite trouver des personnes disponibles pour en
effectuer le suivi. Selon M. Rémon, le gros problème est que la Société ne
repose que sur du bénévolat et qu’il est donc difficile d’entreprendre des
actions qui exigent un investissement en temps important. Néanmoins,
certaines suggestions très simples sont mises en avant: Offrir la cotisation
aux jeunes doctorants pendant un an, diminuer les frais d’inscription des
jeunes au congrès, sponsoriser les activités scientifiques qui ne vérifient pas
nécessairement les critères actuels, par exemple. Deux autres propositions,
plus complexes à mettre en route, sont également suggérées : 1) engager une
personne qui pourrait récolter des ensembles de données à mettre à la
disposition de la communauté scientifique, et 2) engager une personne
chargée de vérifier les informations statistiques publiées dans la presse afin
d’éventuellement proposer un corrigé en vue d’améliorer l’éducation en
statistique du grand public. En conclusion, l’Assemblée, à l’unanimité moins
2 abstentions, décide de donner carte blanche au Conseil d’Administration
pour dépenser de l’ordre de 4000 € pour la mise en place d’un projet qui
pourrait lui paraître intéressant.

4.
Rapport du Secrétaire
En 2013, 232 membres ont payé leur cotisation annuelle. En tenant compte
des 8 membres honoraires, cela donne 240 (75,2%) membres en ordre de
cotisation (sur les 319 membres actifs).
Les membres en ordre de paiement seront repris sur la liste officielle des
membres de la Société, qui sera envoyée, conformément à la loi, aux Greffes.
5.
Admission de nouveaux membres ordinaires et inactivation d’anciens
membres
Depuis la dernière assemblée générale, 23 membres ont été admis par le
Conseil. Il s'agit de:

la KULeuven, Stéphanie AERTS de l’ULg, Robin BRUYNDONCKX, Lisa

Il faut par ailleurs ajouter cinq nouveaux membres admis lors de la présente
Assemblée Générale, à savoir
Maïlis AMICO de l’UCL, Haeike JOSEPHY, Lara STAS et Wouter TALLOEN de
UGent, Mohsine EL GHAZI de MWH Healthcare.
L'Assemblée générale ratifie ces nouvelles admissions.
Enfin, 22 membres n'ont pas payé leur cotisation en 2012 et 2013. Ils ont été
contactés personnellement. Certains ont signalé qu'ils ne sont plus intéressés
à être membres, d'autres se sont mis en ordre et enfin, 14 n’ont pas réagi. Ils
seront radiés de la Société.

Admission de nouveaux membres institutionnels
Il n’y a pas eu d’admission de nouveaux membres institutionnels en 2013.

7.
Préparation de la réunion annuelle 2014
C'est au tour des statisticiens de l'Université Catholique de Louvain de
prendre en charge l'organisation du prochain congrès annuel de la SBS-BVS.
Le projet actuel est d’organiser celui-ci à Louvain-La-Neuve. A priori, le
mercredi après-midi sera consacré à une activité pour les jeunes doctorants
organisée conjointement avec les Ecoles Doctorales. Ensuite, le premier jour
de congrès serait « académique » alors que le second serait plutôt destiné à
attirer les statisticiens actifs dans les secteurs publics ou privés. Dans tous les
cas, l’équipe organisatrice souhaite aménager le programme de façon à
libérer du temps en suffisance pour privilégier les discussions et les
interactions.

Etat sur le Sponsoring
Dans son rapport, le Président a déjà mentionné les octrois offerts en 2013.
9.
Cotisation annuelle pour l'an 2014. Vote
Pour l'année 2014, l'Assemblée Générale propose de ne pas modifier le
montant des cotisations annuelles, à savoir :
- Membre ordinaire: 40 €
- Etudiant et membre retraité: 20 €.
De plus, les membres qui s’inscrivent conjointement à la SBS-BVS et à la
Société Quetelet bénéficient d’une réduction de 15 €.
Pour les membres institutionnels, la cotisation annuelle minimale est fixée à
625 €.
10. Affiliation à FenStat (Fédération européenne des sociétés statistiques)
Ce point a été discuté lors du rapport du Président.
11. Renouvellement et élection de neuf membres du Conseil
d’administration
Pour rappel, les mandats suivants arrivent à échéance le 31 décembre 2013
au Conseil d'Administration de la SBS-BVS: Roel BRAEKERS (UHasselt),
Gentiane HAESBROECK (ULg), Tetyana KADANKOVA (VUB), Luc
LEBRUN (SPF Economie), Davy PAINDAVEINE (ULB), Marcel REMON

(UNamur), Christian RITTER (Ritter-Danielson Consulting & UCL), Herbert
THIJS (UHasselt) et Stefan VAN AELST (UGent).
Neuf candidats se sont présentés dans les temps pour les neuf postes
vacants, à savoir Thomas BRUSS (ULB), Erik FRANSEN (UAntwerpen),
André HARDY (UNamur), Niel HENS (UHasselt), Luc LEBRUN (SPF
Economie), Tom LOEYS (UGent), Dierk OP’T EYNDE (Federal Public
Service Finance), Stefan VAN AELST (KULeuven) et Kristel VAN STEEN
(ULg).
Au total, 69 bulletins de vote valides ont été reçus au secrétariat de la
Société. Le dépouillement des bulletins lors de l’Assemblée Générale a
donné les résultats suivants:

12. Activités futures de la Société
Les membres sont invités à consulter régulièrement le site web de la Société
puisque les activités futures de la Société ainsi que les prochains événements
statistiques en Belgique y sont mentionnés.

13. Divers
R. Von Sachs, un des organisateurs du prochain congrès annuel de la
Société, invite les membres présents à soumettre au comité organisateur des
idées afin d’améliorer l’attractivité du congrès. Plusieurs suggestions sont
discutées mais l’appel aux propositions reste lancé.
Le Président remercie ensuite l'Assemblée Générale et clôt la séance à 19h40.

Goedkeuring van het verslag van de Algemene Vergadering van 25
oktober 2012
Het verslag dat gepubliceerd werd in B-Stat News N°57 van januari 2013
wordt ongewijzigd goedgekeurd.
2.
Verslag van de Voorzitter en activiteitenverslag
De voorzitter M. Rémon maakt de balans op van de activiteiten van het jaar
2013, het derde en laatste jaar van zijn mandaat als voorzitter.
– De Raad van Bestuur van de Vereniging kwam driemaal bijeen, op
11 december 2012, 13 maart en 10 juni 2013, in Brussel. De voorzitter
maakt van de gelegenheid gebruik om de ULB en in het bijzonder D.
Paindaveine te bedanken voor de geboden gastvrijheid in Campus
Solbosch. Gedurende de vergaderingen heeft de Raad van Bestuur
gesproken over de specifieke criteria waaraan moet worden voldaan
voor subsidieaanvragen en de mogelijke organisatie van een activiteit
gewijd aan officiële statistieken in het kader van het internationale
jaar van de statistiek. Daarnaast hebben enkele vergaderingen
plaatsgevonden via e-mail voor het afhandelen van de klassieke
dossiers (subsidieaanvragen en leden).
– Sinds de laatste Algemene Vergadering heeft de BVS-SBS zijn
steun verleend aan verschillende wetenschappelijke evenementen: het

symposium I-BioStat georganiseerd in Hasselt (januari 2013); launch
day van het interuniversitaire netwerk FLAMES (FLAnders training
network for MEthodology and Statistics) georganiseerd op mei 2013
in Brussel (sponsoring gereduceerd: 500 €), het colloqium "Statistics,
your friend in daily life; whether you like it or not" voorzien in UCL
op 25 october 2013, het international symposium Hexa, voorzien te
Hasselt in november 2013 en het symposium georganiseerd door KU
Leuven bij de vijfentwintigste verjaardag van LSTAT (13 en 14
december 2013).
– M. Rémon verklaart eveneens dat de Belgische Vereniging voor
Statistiek sinds kort officieel lid is van the Federation of European
National Statistical Societies (FenStat). D. Paindaveine heeft de
Belgische Vereniging voor Statistiek vertegenwoordigd tijdens een
bijeenkomst van de raad van FenStat, georganiseerd in Hong Kong
tijdens de ISI conferentie. M. Rémon zal binnenkort ook de President
van deze organisatie ontmoeten
– Het erelidmaatschap werd aangeboden aan prof. A. Albert bij de
ceremonie ter gelegenheid van zijn toetreding tot het emeritaat (26
september 2013, Liège).
– De werkgroep die opgericht werd tijdens de Algemene
Vergadering van oktober 2012 om zich te beraden over de toekomst
van de Vereniging heeft zijn werkzaamheden gestart. Er werd een
nieuw format voor B-Stat News voorgesteld. H. Thijs, één van de
editors, legt uit dat de newsletter van nu één keer per maand via
email verstuurd zal worden (enkel de B-Stat News van de maand
januari blijft in zijn oude vorm bestaan om de ledenlijst en het verslag
van de Algemene Vegadering te publiceren). M. Rémon geeft aan dat
de werkgroep zijn werk verder zet, voornamelijk met betrekking tot
de organisatie van de jaarlijkse conferentie.
Het rapport wordt goedgekeurd door de Algemene Vergadering en
decharge wordt verleend aan de voorzitter en aan de Raad van Bestuur.
2bis. Verslag van de voorzitter en activiteitenverslag van de Sectie
Biostatistiek
Het verslag van de Sectie Biostatistiek zal voorgesteld worden tijdens de
bijeenkomst van de Raad van Bestuur.

3. Financieel verslag
De rekeningen van het jaar 2012 worden door G. Haesbroeck gepresenteerd
(R. Braekers, penningmeester van SBS-BVS wordt verontschuldigd).
Op 1 januari 2012 was de stand van de rekening 86 061,66 € terwijl het jaar
werd afgesloten met een bedrag van 90072,46 € op 31/12/2012. De
Vereniging bevindt zich in een gezonde financiële situatie.
Het verslag van het jaar 2012 wordt bij stemming unaniem goedgekeurd
door de Algemene Vergadering. De rekeningen zullen, conform de wet,
neergelegd worden bij de Griffie.
Enkele leden verbazen zich over de omvang van de financiële reserves en
andere leden betreuren dat de Raad van Bestuur besloten heeft om bepaalde
vragen voor sponsoring niet te honoreren terwijl de Vereniging blijkbaar de
middelen heeft om meer vragen te ondersteunen en sponsoring haar
zichtbaarheid vergroot. Meerdere deelnemers vragen of het niet mogelijk is
om een actie te vinden waaraan het slapende geld op de rekening nuttig
besteed kan worden. G. Haesbroeck brengt in herinnering dat er al projecten
gelanceerd werden (reisbeurzen voor doctorandi, prijzen voor thesissen,…)
maar de uitvoering ervan werd niet geconcretiseerd omdat hiervoor eerst
regels moeten opgesteld worden en dan mensen die bereid zijn om de
toepassing ervan te controleren. Volgens M. Rémon is het grootste probleem
dat de Vereniging enkel steunt op vrijwilligerswerk en het daarom moeilijk
is om acties te ondernemen die een grote tijdsinvestering vergen.
Niettegenstaande worden enkele heel eenvoudige suggesties naar voren
geschoven: jonge doctoraatstudenten één jaar lidmaatschap aanbieden, de
inschrijvingskosten voor de jaarlijkse conferentie verlagen voor jongeren,
ook wetenschappelijke activiteiten sponsoren die niet aan de huidige
voorwaarden voldoen… Er worden nog twee andere voorstellen
gesuggereerd die meer complex zijn om uit te voeren: 1) iemand aantrekken
die datasets kan verzamelen om beschikbaar te stellen van de
wetenschappelijke gemeenschap en 2) iemand aantrekken die de statistische
informatie die in de pers verschijnt verifieert en indien nodig een correctie
publiceert met als doel de statistische geletterdheid van het grote publiek
verbeteren. Uiteindelijk beslist de Algemene Vergadering met unanimiteit,
op 2 onthoudingen na, om carte blanche te geven aan de Raad van Bestuur
om een bedrag van ongeveer 4000 € te besteden aan een project dat ze
beoordelen als voldoende interessant.

4. Verslag van de secretaris
In 2013, betaalden 232 leden hun lidgeld. Rekening houdend met de 8
ereleden, geeft dat 240 (75.2%) leden (op de 319 actieve leden) die in orde
zijn met hun lidmaatschap.
Deze leden staan vermeld op de officiële ledenlijst van de Vereniging, die –
conform de wet – zal neergelegd worden bij de Griffie.
5. Toelating van nieuwe leden
In het jaar 2013 zijn 23 nieuwe leden toegelaten door de Raad van Bestuur,
met name:

Bovendien moeten vijf nieuwe leden worden toegevoegd die toegelaten
worden tijdens de huidige Algemene Vergadering, met name :

De Algemene Vergadering keurt de lijst van nieuwe leden goed.
Verder hebben 22 leden hun lidgeld van 2012 en 2013 niet betaald. Zij zijn
persoonlijk gecontacteerd. Enkele van hen hebben aangegeven dat zij niet
meer geïnteresseerd waren in een lidmaatschap, terwijl andere hun
lidmaatschap alsnog in orde gebracht hebben. Uiteindelijk hebben 14
mensen niet gereageerd. De Algemene Vergadering heeft besloten ze niet
meer op te lijsten als leden van de Vereniging.

6. Toelating van nieuwe institutionele leden
Er zijn geen nieuwe institutionele leden in 2013.
7. Voorbereiding van de jaarlijkse bijeenkomst 2013
Voor de organisatie van het volgend congres van de SBS-BVS zijn de
statistici van de Université Catholique de Louvain aan de beurt. A priori zal
op woensdagnamiddag een activiteit voor jonge doctorandi georganiseerd
worden in samenwerking met de doctoral schools. Vervolgens zal de eerste
dag van de conferentie « academisch » zijn terwijl de tweede dag er meer op
gericht zal zijn om statistici actief in de publieke of privé sector aan te
trekken. In elk geval wenst het organiserend team een programma op stellen
waarin voldoende tijd vrijgemaakt is voor discussies en interacties tussen de
deelnemers.
8. Sponsoring van de SBS-BVS. Stand van zaken
In zijn rapport heeft de Voorzitter reeds vermeld welke aanvragen voor
sponsoring er geweest zijn in 2013.
9. Lidmaatschapsbijdrage voor 2014 - Stemming
Voor het jaar 2014 stelt de Algemene Vergadering voor het lidgeld niet te
veranderen en vast te leggen op

Gewoon lid: 40 €
Studenten en gepensioneerden: 20 €.
Bovendien genieten de leden die tegelijk lid worden van BVS/SBS en de
Quetelet Society een korting van 15 €.
Voor de institutionele leden is de jaarlijkse minimale bijdrage 625 €.

13. Varia
R. Von Sachs, een van de organisatoren van de volgende jaarlijkse
conferentie van de Vereniging, nodigt de aanwezige leden uit om ideeën ter
versterking van de attractiviteit van de conferentie voor te leggen. Meerdere
suggesties worden besproken, maar de oproep voor nieuwe voorstellen blijft
open.

We are happy to inform you that StatUa and the Department of Economics
of the University of Antwerp are organizing the workshop “Discrete choice
experiments: From design to analysis and reporting”. In this workshop, you
will become acquainted with
- discrete choice experiments as a useful tool for modelling people’s
decisions
- the different experimental design approaches and the do’s and don’ts
- the analysis of discrete choice data on an aggregate and individual level
- the interpretation of the results in terms of Willingness to Pay (WTP), value
of time and other attributes of interest
Several real-life case studies are used to guide the researcher through the
various steps of a discrete choice experiment. Roselinde Kessels is the main
instructor of the workshop and Guido Erreygers has been invited as guest

We are pleased to announce that BAYES2014, the 5th conference dedicated to
Bayesian Statistics Applied to Pharmaceutical Industry will be held at the
University College London, UK, from 11-13 June 2014. The conference is

BSS 2014
Louvain-la-Neuve, (5) 6-7 November 2014
The 22th Annual Meeting of the Belgian Statistical Society will be organized
by the University of Louvain-la-Neuve on Thursday 6 and Friday 7
November 2014 at the IBIS hotel à Louvain-la-Neuve. The conference will be
preceded by a special day for PhD students will be organized on Wednesday
5 November 2014 at the same location.
Program preview
The PhD day on 5 November will be giving doctoral students an
opportunity to present and exchange research results. Participants to the
PhD days are encouraged to stay on to the main conference. At the main
conference two breakfast workshops will be offered on developing academic
or non-academic careers.
The format of the main conference will be different from the past. The
program will be arranged around themes and there will be fewer but longer
talks and more time for discussion and exchange. Brief presentations
associated with posters will provide a kaleidoscope of contributions in
research and practice.
On Thursday, before the general assembly, there will be a presentation and
panel discussion around academic/non-academic networks in Belgium. Two
optional practical workshops will take place on Friday afternoon (for an
additional fee). These workshops will not be part of the official conference
which closes at lunch on Friday but will be linked to the themes of the
morning.
