INTRODUCTION
Après seizième années de fonctionnement, l’ASQUAL, Organisateur de Comparaisons Inter
Laboratoires - dénommé ensuite OCIL - propose un nouveau règlement pour l’organisation
d’essais inter laboratoires dans le domaine des géosynthétiques.
Les règles de fonctionnement que nous vous indiquons, ci-dessous, sont en conformité avec le
manuel qualité de l’ASQUAL pour l’organisation de comparaisons inter laboratoires, fondé
sur les exigences de l’accréditation.
1 – REGLES GENERALES DE FONCTIONNEMENT
1.1 – Adhésion : elle confère aux organismes participants le titre de « membres
correspondants » suivant les statuts de l’Asqual.
Les organismes participant aux essais d’intercomparaison sont des laboratoires réalisant
des essais du domaine géosynthétique dans l’esprit qui conduit à l’accréditation suivant
ISO 17025.
Tout organisme répondant à cette définition peut adhérer à l’OCIL de l’ASQUAL. Les
modalités pratiques d’adhésion sont précisées en annexe 1a et b, complétées par
l’annexe 3 pour les modalités financières.

1.2 – Participation aux campagnes d’essais d’interlaboratoires
Chaque année, des campagnes d’essais sont définies au cours d’une réunion plénière de
l’organisme d’essais inter laboratoires.
Les essais retenus pour la campagne 2015 sont détaillés en annexe 2.
1.3 – Description du fonctionnement pratique
Un planning de déroulement des principales étapes de réalisation des essais
Interlaboratoires est fixé comme suit :
• Diffusion du programme annuel retenu en Février/Mars (après le compte rendu de
la réunion plénière annuelle qui comprend également la désignation des pilotes).
• Adhésion à l’OCIL

• Envoi de la fiche de participation aux essais par chaque laboratoire

• Envoi d’une facture pour règlement

2 – DESCRIPTION DES « INTERVENANTS CLES »
Deux intervenants, en sous-traitance d’activités pour ASQUAL, ont un rôle fondamental dans
le fonctionnement de l’OCIL :
- le coordonnateur (nommé par l’ASQUAL avec un mandat de 3 ans renouvelable)
- le pilote, le cas échéant, choisi en réunion plénière, et issu d'un laboratoire accrédité
par le COFRAC (ISO 17025).
2.1 – Le coordonnateur
Ses principales missions sont les suivantes :
1. Etre le représentant du groupe d’essais d’inter laboratoires auprès de l’ASQUAL
2. Etre le correspondant des :
• pilotes d’essai
• laboratoires participants inscrits
• laboratoires potentiellement intéressés
3. Organiser le cas échéant la (ou les) réunion(s) du Comité Technique
4. Animer le cas échéant la réunion plénière, et pour ce faire :
• établir les convocations
• établir l’ordre du jour
• suggérer et décider des campagnes d’essais à venir
• désigner les pilotes d’essai
5. Veiller aux exigences de confidentialité
6. Veiller au respect des exigences des procédures internes relatives à la conduite des
essais de la campagne
2.2 – Le pilote (si des pilotes sont désignés en plus du coordonateur ; dans le cas contraire le
coordonateur tient également le rôle de pilote)
Ses principales missions sont les suivantes :
1. Définir précisément la méthode d’essai retenue :
• norme ISO, EN ou NF
• mode opératoire complémentaire, circulaire.

2. Sélectionner un ou des échantillons représentatifs de l’essai
3. Organiser le prélèvement en prenant en compte les exigences statistiques
(notamment l’homogénéité et la stabilité des échantillons) et en respectant les
procédures internes
4. Envoyer les échantillons et les références de la méthode à l’ASQUAL. Il établit un
formulaire adapté pour le retour des résultats
5. Réceptionner les résultats codés par l’ASQUAL
6. Etablir la synthèse des résultats, les exploiter en fonction du type d’essai effectué et
suivant les règles statistiques
7. Remettre un compte rendu au coordonnateur en vue de le présenter en réunion
plénière
8. Participer à la (ou aux) réunion(s) du Comité Technique
9. Présenter les résultats codés en réunion plénière
10. Participer à l’exploitation collective des résultats en réunion plénière dont le
coordonnateur établit ensuite une synthèse
11. Veiller au respect de la confidentialité pour les opérations engagées.
3 - REUNION PLENIERE ET COMMUNICATION
3.1 – Réunion plénière (le cas échéant)
La réunion plénière annuelle est animée par le coordonnateur de l’OCIL en relation
avec le responsable de l’ASQUAL.
Chaque laboratoire adhérant participe à cette réunion, ainsi que des représentants
d’organismes concernés par les comparaisons interlaboratoires et ayant signé un accord
de confidentialité.
Les principaux points abordés sont :
• l’examen des résultats des campagnes en cours
• le choix des essais des campagnes pour l’année suivante
• l’évolution du fonctionnement de l’OCIL.

3.2 – Communication
Un compte rendu établi à la suite de la réunion plénière est diffusé aux participants et
adhérents ainsi qu’aux autorités de l’ASQUAL. Chaque laboratoire adhérent reçoit pour
les essais auxquels il a participé, le compte rendu établi par le pilote dans le respect de
la confidentialité définie initialement.
4 – CLAUSE DE CONFIDENTIALITE DES RESULTATS
Conformément à ISO/CEI 17043, les résultats des essais d'intercomparaisons (rapports
de campagne) sont fournis à titre confidentiel par ASQUAL aux seuls participants des
essais concernés et ne sont pas fournis à une partie intéressée non participante. Une
dérogation peut être accordée dans le cadre des besoins relatifs à l'élaboration d'une
norme (en conservant la codification des laboratoires participants). Dans le cas d'une
demande exceptionnelle d'une autorité réglementaire, l'ASQUAL avertit par écrit les
participants concernés.
5 – QUESTIONS COMPLEMENTAIRES
En pratique, le fonctionnement nécessite une adaptation régulière de ses procédures. Chaque
fois que nécessaire, les améliorations font l’objet de documents complémentaires.

INTRODUCTION
After sixteen years of practice, ASQUAL, organiser of Inter Laboratory trials (OCIL),
introduces a new rules for the organisation of inter laboratory tests in geosynthetics field.
Functioning rules we present below confirm the Quality Manual of Asqual for organizing
interlaboratory comparisons, based on the requirements of the accreditation.
1 - GENERAL RULES
1.1 – Adhesion
It gives the title of “correspondent members” to the participants under Asqual statuts.
The participating bodies in Inter Laboratories trials are laboratories carrying out tests
from geosynthetics area in the way of accreditation under ISO 17025 basis.
Any organism corresponding to this definition can join ASQUAL's OCIL. The practical
ways to become an adherent are precised in appendix 1a and 1b completed with
appendix 3 for the costs.

1.2 – Participation to an Interlaboratory trials campaign
Each year, interlaboratory trials are defined in a plenary session of OCIL.
Tests defined for 2015 campaign are detailed in appendix 2.
1.3 – Description of the practical functioning
A schedule concerning the main steps of accomplishment of the interlaboratory trials is
set up as follows:
• Circulation of annual programme at the beginning of February/March (with the
minutes of the previous annual plenary meeting which includes also the name of the
designated pilots)
• Adhesion at OCIL,

2 - DESCRIPTION OF "KEY PARTICIPANTS"
Two participants, outsourcing of activities ASQUAL, have a fundamental role in the OCIL
functioning:
- The coordinator (appointed by ASQUAL for a renewable mandate of 3 years).
- The pilot, if necessary, chosen in plenary meeting. He belongs to an accredited
laboratory according to ISO/IEC 17025.
2.1 – The coordinator
His main assignments are as follows:
1. To be the representative member of trial interlaboratories group close to ASQUAL
2. To be the corresponding member of :
• pilots
• recorded participating laboratories
• laboratories being potentially interested
3. To organize Technical Committee meetings
4. To animate the plenary meeting in doing :
• convening for the meeting
• the agenda
• the future campaign plan
• the choice of the test pilots
5. Watch over requirements of confidentiality
6. Look at respect on requirements of internal procedures dealing with test campaign
2.2 – The pilot (if pilots are designated in addition of the coordinator, otherwise the
coordinator is also the role of driver)
His main assignments are as follows:
1. To define exactly the test methods decided :
• ISO or EN standard
• Addition operating procedure
2. To select one or more representative specimens for the test
3. To organise sampling in taking into consideration as far as possible, the statistical
requirements and internal procedures.

4. Sending samples and method references to ASQUAL. Establishing an adapted
formulary in order to return the results
5. To receive coded results from ASQUAL
6. Establishing results synthesis and use them according to the kind of test carried out
and following the correct statistical rules
7. Reporting to the coordinator in order to present it at the plenary session
8. Attending Technical Committees
9. To present coded results at the plenary meeting
10. To participate to the collective exploitation of results in the plenary meeting after
which the coordinator will make a synthesis
11. Taking care about confidentiality on committed operations
3 - PLENARY MEETING AND COMMUNICATION
3.1 – Plenary meeting
The annual plenary meeting is convened by the OCIL coordinator in connection with
the hierarchical responsible of ASQUAL.
Each laboratory participates in this meeting as well as representatives of bodies
concerned by Interlaboratory trials and having signed confidentiality agreement.
The main points discussed are:
• the exam of the results of the current campaign
• the choice of the tests for campaign of the next year
• the evolution of the functioning of OCIL
3.2 – Communication
A report established following the plenary meeting session is distributed to the
participants and to the members, to ASQUAL and to the bodies directly concerned by
OCIL. Each laboratory member receives the test report he has participated in; the report
has been established by the pilot in respect of confidentiality defined initially.

4 - CONFIDENTIALITY CLAUSE OF RESULTS
Accordance with ISO / IEC 17043, the results of interlaboratory comparison trials (reports
of campaign) are provided on a confidential basis solely by ASQUAL trial participants
concerned and are not provided to an interested party not participating. A waiver may
be granted under the requirements relating to the development of a standard (keeping
the codification of the participating laboratories). In the case of a special request from a
regulatory authority, the ASQUAL notify it in writing to the participants involved.
5 - REGLES UTILISEES POUR EFFECTUER L’ANALYSE STATISTIQUE DES
DONNEES
5.1. Case of continuous data
The consigned values are determined taken into account all the results obtained from the
participants and using the following statistical tests:
- COCHRAN (ISO 5725-2) for the repeatability
- GRUBBS (ISO 5725-2) for the reproducibility.
The determination of the "z'-score or z-score »" values has been done according to ISO
13528, taken into account if necessary the homogeneity and/or the stability of the
submitted samples.
5.2. Case of discontinuous data
The consigned values are determined taken into account all the results obtained from the
participants and using the statistical treatments based on the interquartile range. But also,
the values of 2 ranks from the central value are named "suspect", those of at least 3 ranks
are named "extreme".
6 - ADDITIONAL QUESTIONS
In practice, functioning requires a regular adaptation of the procedures. When necessary,
improvements are presented in additional documents.
