This call for proposals is organized by the French National Alliance for Life Sciences
and Health (AVIESAN) / Multi-Organization Thematic Institutes Neurosciences,
Cognitive Sciences, Neurology, Psychiatry (ITMO NNP)

IDENTIFICATION OF CENTERS OF EXCELLENCE IN THE FIELD OF
NEURODEGENERATIVE DISORDERS
Background: After a succession of 3 plans on Alzheimer disease a new plan on neurodegenerative
diseases (2014-2019) has been launched in November 2014 by Marisol Touraine, Ministre des
Affaires sociales, de la Santé et des Droits des femmes, Laurence Rossignol, Secrétaire d’État
chargée des droits de la Famille, des Personnes âgées et de l’Autonomie and Geneviève Fioraso,
Secrétaire d’État chargée de l’Enseignement supérieur et de la Recherche. This plan aims to break
the boundaries between diseases and support a multidisciplinary approach. The research part of the
plan has two major objectives: 1) stimulate, organize and optimize research on neurodegenerative
disorders in France; 2) better understand neurodegenerative disorders to prevent their appearance
and treat them. The coordination of research actions of the plan is assigned to a steering committee
headed by ITMO Neurosciences, Cognitive Sciences, Neurology, Psychiatry. Among the 26 actions on
research, action 62 of the plan aims at the identification of 5 to 7 centers of excellence in the field of
neurodegenerative disorders.
Objective of the call: Identify and label 5 to 7 centers of excellence in neurodegenerative disorders
as defined in the mesure 62 of the plan. These centers will need to comprise all the following
criteria defined in the plan on neurodegenerative disorders.
1. Integrate all research domains from basic research to social and health care research (health
care efficiency, economics, ethics, social sciences, psychology, ....) including epidemiological
and clinical and translational research.
2. Include the three main neurodegenerative diseases addressed by the National Plan
(Alzheimer's disease, Parkinson's disease, Multiple sclerosis).
3. Create a synergy between these domains of research and diseases to ensure a critical mass
of researchers able to compete with international research centers.
4. Encourage exchanges with the users, local/national lay groups and family associations.
5. Include hospital/University/Research organizations (Aviesan members) infrastructures (i.e.
CIC, CET, DHU, FHU...), preclinical laboratories, epidemiological centers and any other
relevant infrastructure...within the perimeter of a Urban Community.
The mission of the Centers of excellence will be to develop and build bridges between preclinical
and clinical research along a continuum. They will also perform research in social sciences related
the diagnosis, the cognitive and behavioral analysis of the diseases, the medical and social care,
health care efficiency and the cost of the diseases. The centers will also share competencies, allow a
better diagnosis and improve treatment of neurodegenerative diseases. The centers will include
technology transfer with CIC, CET, bio-incubators and local Tech transfer offices. The centers will be
involved in teaching and should attract medical and basic science students from local universities
and abroad. More specifically, the centers should encourage teaching of economy and private
enterprise sciences to medical or science students; attract students in mathematics, physics,
computer sciences, engineering and social sciences (psychology, cognition, sociology, linguistics,
ethics, economy, philosophy, law, sociology) to the field of neurodegeneratives diseases.

The selected centers will be identified as the French centers of excellence of the Network of the
Centers of Excellence in Neurodegeneration (CoEN) http://www.coen.org/home.html in Europe and
Canada. As such, the identified centers will be allowed to be included as partners for the calls for
applications for funding.
Procedure of application and results
The call will be open on April 15 and closed on Wednesday May 27 at 12 Noon Paris time.
The application file will be sent upon request to AVIESAN ([email protected] ) and
should be sent back as a pdf file before the closing of the call. The application form should include
the signature of the coordinator of the center and of the official institution in charge of the project
and representative on the behalf of all institutions.
Applications will be evaluated by a 100% international panel under the supervision of the direction
of AVIESAN. The international panel will rank the applications in ascending numbers.
Result of the selection will be announced no later than June 30, 2015.
The selected centers will be identified as a center of excellence for a period covering the span of the
plan.

Incomplete applications will NOT be reviewed.
Applications must be typewritten on the document provided using Arial 11 characters.
The limits in size for each paragraph are mandatory. Applications must be written in
English language only for evaluation purposes.
Applicants must complete each part of the application file.
Applicant should have the document signed by one official representative of the public
institutions on the behalf of all institutions involved in the project.
The coordinator must be a single individual with a MD or PhD degree or both. He/she
should have attested leadership and be able to coordinate all the activities of the center.
Review criteria
Applications are peer-reviewed through a competitive process and assessed according to scientific
merit and ability to develop all aspects of the call.

The experts will take into account in their evaluation the coverage of the criteria of a center of
excellence defined in the objectives of the call and will evaluate the future plans and past
achievements.
The coordinator should have previous experience in research, in education and in management of
large group of individuals. Preferably he/she should be the head of an already existing research
center, medical department or an excellent structure developed through the call of the investment
for the future (Investissement d’Avenir).
Applications will be evaluated by an external review board composed exclusively of foreign multidomain experts.
