Building on the Lancaster House treaties, the Franco-British Council is drawing
together senior defence policy makers from the military, industry, academia and
the governments in our fifth annual review designed to deliver concrete progress
in the bilateral defence relationship.

A propos du Conseil Franco-Britannique
Le Conseil Franco-Britannique a été créé en 1972, d’une
initiative commune du Président Georges Pompidou et du
Premier ministre Edward Heath, au moment de l’adhésion du
Royaume-Uni à la Communauté européenne. Sa vocation est
de promouvoir l’Entente entre la Grande Bretagne et la France
dans le contexte d'une Europe complexe et au sein d’un
environnement de plus en plus mondialisé.
Il existe deux sections, une à Londres et une à Paris. Le budget
de fonctionnement est assuré par le Foreign Office et le Quai
d’Orsay, mais le Conseil fait aussi appel aux sponsors sur une
base occasionnelle. L’activité principale consiste à organiser des
réunions de part et d’autre de La Manche entre experts de haut
niveau pour discuter de questions d’intérêts communs. Des
rapports accompagnés de recommandations font suite aux
séminaires et sont distribués aux grands acteurs politiques en
France et au Royaume-Uni.
Le Conseil organise par ailleurs des ateliers spécialisés (secteur
de la défense et autres industries) pour permettre un
approfondissement de la relation bilatérale. N’hésitez pas à nous

EVÉNEMENTS 2015
Conférence sur le changement climatique
En amont de la COP21 de décembre prochain, le FBC organisera
un séminaire en juin afin d'explorer comment la France et la
Grande-Bretagne peuvent influencer le sommet de Paris.
Magna Carta et la Déclaration des droits de l'homme et du
citoyen: passé, présent, avenir
Nous marquons le 800e anniversaire de la Grande Charte en la
rapprochant de la Déclaration sur les thèmes de la liberté
d’expression et du religieux dans le domaine public. Cette
manifestation est organisée en partenariat avec l'Association des
juristes franco-britanniques, le Franco-British Connections, et
avec le soutien de l'Ambassade de France.
Le vieillissement de la population active
Nous examinerons les tendances des deux côtés de la Manche
et réfléchirons aux avantages de maintenir une génération plus
âgée sur le marché du travail.
Le Conseil Franco-Britannique et la Défense
déclarait : « C’est pour moi un grand honneur et un réel plaisir
d’ouvrir cette nouvelle édition de la conférence de défense
annuelle du Conseil franco-britannique qui est devenue l’un des
rendez-vous traditionnels de notre relation bilatérale ».

La Défense est un sujet débattu au sein du Conseil FrancoBritannique depuis de nombreuses années, mais la signature des
traités de Londres en novembre 2010 a renforcé le traitement
des questions de sécurité au sein de notre institution.
Surveiller les traités de Lancaster House
Le nouveau défi lié au rapprochement bilatéral en matière de
défense a décidé le FBC à créer le principe d’une conférence
annuelle franco-britannique dés mars 2011. Hébergée
alternativement au sein des ambassades française et
britannique, cette manifestation, cautionnée par les ministères
des affaires étrangères et de la défense, réunit désormais sur une
base régulière les acteurs clés de la défense en France et au
Royaume-Uni pour rendre compte des progrès réalisés et se
projeter sur l’avenir. Lors de son discours d’ouverture en mai
2013, le ministre français de la défense Jean-Yves Le Drian
Informer sur la coopération franco-britannique de défense
Le site internet du Franco-British Council dédié au partenariat
de défense met en ligne les rapports des conférences annuelles,
des interviews, des publications internationales et des
informations sur les événements passés et à venir.
LES POINTS CLES DE LA CONFERENCE FBC 2014
Le sommet bilatéral de Brize Norton (janvier 2014) a été
un déclencheur de programmes industriels communs (ANL
et FCAS)
Le passage d’une interopérabilité accrue entre partenaires
à une analyse plus conceptuelle de la menace s’envisage
différemment des deux côtés de La Manche.
La coopération entre la British Army et l’Armée de terre en
Afrique pose la question d’un modèle partagé de prévention
de crises.
La perspective du sommet de l’OTAN à Newport
(septembre 2014) interroge sur une visibilité francobritannique au sein de la relation euro-atlantique.

About the Franco-British Council
The FBC was created in 1972 by President Georges Pompidou
and Prime Minister Edward Heath, when Britain joined the
European Community. Our purpose is to promote better
understanding between Britain and France in the context of a
developing Europe and of an increasingly globalised
community.
There are two sections, one based in London and one in Paris.
Core funding comes from the Foreign Office and the Quai
d’Orsay. Additional sponsorship is sought from the private sector
on a project by project basis. The main work of the Council is its
programme of meetings designed to bring together experts
from both sides of the Channel, to discuss topical questions of
common interest. After the meetings, reports are written with
recommendations and distributed to key policy makers in the
two countries.
The Council also organises tailored workshops for companies in
the defence sector and other industries to support their bilateral
work and provide a deeper insight into working with partners
across the Channel. Do contact the FBC if your company would

2015 EVENTS
Climate Change Conference
Ahead of COP21 in December this year, the FBC will host a
seminar in June to explore ways in which Britain and France can
work together to influence the summit in Paris.
Magna Carta and La Déclaration des droits de l’homme et
du citoyen: Past, Present and Future
We are marking the 800th anniversary of the Magna Carta by
examining it alongside the Déclaration in the current context
with themes such as Freedom of Speech and Religion in the Public
Domain. This will be in partnership with the Franco-British
Lawyers Society and Franco-British Connections, with the
support of the French Embassy.
Silver Workers turn to Gold
We will look at trends on either side of the Channel towards an
ageing workforce and the benefits of the older generation
staying in employment.
The Franco-British Council and Defence
During his opening speech in May 2013, the French Defence
Secretary Jean-Yves Le Drian declared: "It is a great honour and
a real pleasure for me to open this new session of the FrancoBritish Council's annual defence conference, which has become
one of the traditional gatherings of our bilateral relationship."
We are delighted that the French Ambassador HE Sylvie
Bermann is hosting the 2015 Annual Defence Conference at her
Residence.

Defence has been a topic of debate within the Franco-British
Council for a number of years and the signing of the Lancaster
House treaties in 2010 reinforced the FBC’s engagement with
security issues.
Taking stock of the Lancaster House Treaties
The new challenges of the bilateral rapprochement in Defence
prompted the FBC to launch
an Annual Franco-British
conference in March 2011. The British and French embassies
now host the conference on alternate years and, with financial
support from the foreign and defence ministries, this event
regularly brings together the key players in defence.
The FBC’s aim is to provide a secure arena in which the
relationship between the two countries can develop and offer
participants the rare opportunity to take stock of the progress
that has been achieved and look towards the future.
Informing Franco-British defence co-operation
The Franco-British Council's website dedicated to the defence
partnership publishes online the Annual Conference reports,
interviews, international publications, and information on past
and up-coming events.
2014 FBC DEFENCE CONFERENCE KEY POINTS
The bilateral summit in Brize Norton acted as a catalyst for
industrial partnerships (FASGW and FCAS).
Moving from increased interoperability to a more
conceptual threat assessment was seen differently on either
side of the Channel.
Co-operation between the British Army and the Armée de
terre in Africa launched the debate on a joint crisis prevention
scheme.
The prospect of the NATO summit in Newport (September
2014) brought into question the visibility of the FrancoBritish partnership within the Euro-Atlantic relationship.
