120 visites officielles entre la France et la Grande-Bretagne ont
été organisées à la suite de la signature des traités de Lancaster
House. De l’approche conceptuelle à l’interopérabilité militaire et
au rapprochement industriel, quelle est l’évaluation de la
coopération du sommet bilatéral du 17 février 2012 ? Quelles sont
les bonnes nouvelles ? Combien coûte le partenariat ? Des
économies ont-elles été réalisées ?
Le HLWG a-t-il obtenu les résultats escomptés? Les efforts de
rationalisation de l’industrie missilière sont-ils satisfaisants? Quel
est le calendrier pour un accord sur le drone MALE Telemos? Les
attentes sont fortes en matière d’exercices militaires: comment les
Français et les Britanniques travaillent-ils ensemble? Quelle est la
valeur ajoutée du Senior Level Group et quel impact le nouveau
groupe interparlementaire a-t-il, notamment dans sa mission
d’enquête sur la transition en Afghanistan ?
L’alignement et la communication ont été identifiés comme
deux objectifs décisifs lors de la conférence FBC 2011. Ces défis
ont-ils été relevés ? Comment fonctionne l’interaction entre l’Etat,
les militaires et l’industrie ? Des progrès sont-ils notables dans les
systèmes de communication militaire? Quel recul a-t-on sur le rôle
d’information des parlements auprès du public ? Quelle est
l’analyse de la littérature spécialisée sur ce partenariat ?

La France et la Grande-Bretagne peuvent-elles engager un
débat concret sur le développement des capacités militaires de
l’UE ? Comment promouvoir une coopération accrue des forces
armées européennes suite aux décisions américaines de
coupes budgétaires ? L’idée d’un rôle leader de l’UE dans la
gestion des crises est-elle défendable ? Les efforts de l’Agence
Européenne de Défense sur le partage des capacités peuventils aboutir ?
La prise en charge politique et militaire de l’OTAN en Libye a
changé l’Alliance. Pour autant, le leadership franco-britannique
a-t-il fait avancer le débat sur l’évolution d’une dimension
européenne de défense ? La question d’une meilleure
représentation française et britannique au sein d’une structure
de commandement OTAN se pose-t-elle? Quels sont les efforts
en vue pour améliorer la communication au sein du SHAPE
(Supreme Headquarters of Allied Powers in Europe) ?
Le prochain sommet de l’OTAN à Chicago en mai 2012 peut
être déterminant sur la relation avec l’Union Européenne:
l’Alliance est-elle décidée à relever le défi d’une contribution
militaire de l’UE renforcée ? Que faut-il espérer de la réforme de
l’OTAN ? De la Défense Intelligente? Les attentes de la France
et du Royaume-uni sont-elles comparables ?

L’intervention militaire en Libye du 19 mars au 31 octobre 2011
a pleinement illustré l’intérêt du partenariat militaire francobritannique. Quels en ont été les points forts? Pourquoi est-ce
positif de travailler ensemble ? Jusqu’où la coopération bilatérale
peut-elle aller ? Monter une opération à partir d’une chaîne de
commandement flexible franco-britannique, cela fait-il sens ?
La campagne aérienne et maritime a mis à l’épreuve la
convergence des concepts, des équipements et des cultures, et
joué le role de catalyseur dans la mise en chantier de la future
FECI. Mais la dépendance à l’égard des systèmes de
reconnaissance ISTAR a exacerbé l’insuffisance de ces
technologies au sein des forces européennes. Le gouvernement
britannique va t-il revenir sur la décision de la SDSR de supprimer
le Sentinel? Des accords sur le renseignement peuvent-ils
permettre une meilleure interaction avec la France ?
L’opération Unified Protector a souligné les limites du
déploiement des forces françaises et britanniques sur plusieurs
théatres opérationnels. Le besoin d’une approche plus
conceptuelle de la défense partagée est-il à l’ordre du jour ? Le
cadre de la géométrie variable doit-il nourrir le modèle francobritannique de défense ? Quel recul a t-on sur la coopération avec
le Qatar et les EAU ? Avec la Suède ? La coopération multilatérale
au sein de la pensée stratégique a-t-elle une place à prendre ?
Faut-il priviliégier les interventions courtes ? Quel est le calendrier
2012 des exercices communs OTAN ?

pour 2012-2013
Des obstacles ont été identifiés, comment les dépasser? La
question des exportations industrielles reste-t-elle source de
divisions ? Peut-on compter sur la volonté politique pour
maintenir la confiance ? Doit-on craindre les interférences issues
de la crise financière européenne ? On entend peu parler du
volet nucléaire: où en est le projet d’installation commune de
recherche en France ?
La difficile ligne de partage entre “opération humanitaire” et
“changement de régime” rend aléatoire le principe de droit
international sur la Responsabilité de protéger (R2P). Quelle est
la position de la France et du Royaume-Uni sur cette question ?
Une opération aérienne en soutien aux forces locales est-elle la
principale leçon de la Libye ? Comment interpréter la
déclaration franco-britannique du 17 février dernier sur la Syrie ?
Le dernier sommet bilatéral a établi la feuille de route de
l’année à venir: faut-il accélérer la cadence ? La Force
Expéditionnaire Commune Interarmées sera-t-elle prête en
2016 ? Comment le défi des capacités C2 (Command and
Control) est-il lancé ? La mise en place de l’Etat-major de forces
interarmées est-elle une étape décisive ? Les deux partenaires
envisagent-ils une coopération sur un futur avion de combat
européen? Faut-il ajouter de nouveaux dossiers ou la priorité
doit-elle être donnée à la consolidation du rapprochement ? En
quoi les prochaines élections en France, la sortie d’un nouveau
Livre blanc, peuvent-ils impacter les objectifs 2012 ?

Since the signing of the Lancaster House treaties exchanges
between France and Britain are going ahead at a sustained pace. 120
official visits have been organised over the first year. From doctrine and
concept to operations and interoperability, capabilities and equipment,
how should we assess the cooperation further to the 17 February
bilateral summit? What is the good news ? Does the defence
partnership cost more or can we quantify the financial savings ?
Should Britain and France instigate a concrete debate on
the development of EU military capabilities? How can they
encourage increased co-operation between European armed
forces following US defence cuts? How do they ensure robust
EU led action in crisis management? The European Defence
Agency is taking the lead on the EU’s pooling and sharing
initiatives. What are the chances of success?
How is industry taking the initiative ? What has been achieved by
the HLWG ? Is rationalisation satisfactory in the missile industry? How
far can we go with the agreement on MALE UAS Telemos?
Expectations were high on interoperability exercises: how is
understanding developing between the British and the French? What
has been the added value of the Senior Level Group and what kind of
impact is enabled by the new Interparliamentary Group, especially in
its investigation of the transition process in Afghanistan ?
The way NATO assumed military operations in Libya
(command and control structures, political direction)
changed the Alliance : but did the Franco-British defence
contribution help the European dimension to move forward?
Can we envisage a better representation for France and
Britain in a NATO reformed command structure? Any
measures to improve communications in the Supreme
Headquarters of Allied Powers in Europe (SHAPE) ?
Alignment and communication were identified as key targets that
needed tackling at the 2011 FBC conference. Have these challenges
been met ? How is Franco-British interaction between the State, the
military and industry being put in place? Are there any improvements
in communication systems at the military level ? Are the Parliaments
satisfied that they have communicated adequately with the public ?
What has been written on the bilateral partnership ?
Chicago May 2012 offers a window of opportunity for the
EU-NATO relationship to change: is NATO up to the challenge
for a stronger EU defence contribution? What can we expect
from NATO reform? From Smart Defence? Do France and
Britain have the same approach and expectations?

The joint leadership of the military intervention in Libya from
19 March to 31 October 2011 raised UK-French defence cooperation
to an unprecedented level and proved that it can work. Which
concrete highlights can be identified? Why is it positive to work
bilaterally ? How far can Franco-British cooperation go? Would it be
relevant to envisage a joint flexible chain of command to shape an
operation?
Obstacles on the ground have been identified: how can
they be overcome ? How is the bilateral relationship coping
with export issues in industry ? Can we rely on the political will
for confidence ? Should we fear interference as a consequence
of the European financial crisis ? We don’t hear much about
nuclear cooperation : what progress is being made on the
joint facility in France ?
The air and maritime campaign showed a close convergence of
concepts, hardware and culture and is considered as a catalyst for
the CJEF build up based on interoperability. But dependency on
ISTAR technologies underlined the lack of surveillance assets in
European forces. Will the British government review its decision
taken in the SDSR towards the Sentinel aircraft ? Can arrangements
for sharing intelligence allow for better interaction with France ?
The new UN R2P concept is controversial as it is difficult to
draw the line between humanitarian operations and regime
change.How are France and Britain responding ? Is air policing
in support of local forces a key lesson from Libya ? How should
we interpret the Franco-British declaration on Syria released
on the 17th of February ?
Operation Unified Protector underlined the risk of overstretching
French and British forces.What is its impact on the need for a more
doctrinal approach to shared defence ? Should the « variable
geometry » framework provide the next road map for Franco-British
defence ? Has cooperation with Qatar and the UAE been assessed ?
What about Sweden ? Is there strategic thinking for multilateral
cooperation ? For short interventions ? What is planned in terms of
joint exercises in the 2012 NATO framework ?

The last bilateral summit set the road map for the year to
come. Is there a need to accelerate the pace? Will the CJEF be
ready for 2016? How is the challenge of command and control
addressed? Is the Joint Force Headquarters a decisive step
forward? Any Franco-British perspective on the future
European combat aircraft? Is there a need for new items on
the agenda or should priority be given to consolidation? How
will forthcoming elections in France and the next Defence
White Paper impact 2012 targets?

FBC Annual Defence Conference 2012
A propos du Conseil Franco-Britannique
Le Conseil Franco-Britannique a été créé en 1972 à l’initiative
du Président Georges Pompidou et du Premier Ministre Edward
Heath, au moment où la Grande-Bretagne rejoint la
Communauté européenne. L’objet du Conseil est de promouvoir
la relation bilatérale dans le contexte d’une Europe en expansion
et au sein d’un environnement de plus en plus globalisé.
Des rapports accompagnés de recommandations font suite aux
séminaires et sont distribués aux grands acteurs politiques en
France et au Royaume-Uni.
Il existe deux sections, une à Londres et une à Paris. Le budget
de fonctionnement est financé par le Foreign Office et le Quai
d’Orsay mais le Conseil fait aussi appel à des sponsors sur une
base occasionnelle. L’activité principale consiste à organiser
des réunions de part et d’autre de La Manche entre experts de
haut niveau pour discuter de questions d’intérêts communs.

Le Conseil Franco-Britannique et la Défense
La Défense est un sujet qui a été débattu au sein du Conseil
Franco-Britannique depuis plusieurs années. L’ancien Premier
Ministre Tony Blair avait commenté notre rapport de défense en
2006 en “ soutenant le FBC pour son importante contribution à la
relation franco-anglaise ”. Lors de notre conférence bi-annuelle
rapprochement en matière de défense illustré par la gestion
inattendue de la crise libyenne correspondait finalement au
lancement de la première Conférence annuelle de défense
franco-britannique du FBC en mars 2011 à l’ambassade de
France à Londres.
A cette occasion, notre invité Nick Harvey, Secrétaire d’Etat aux
Forces armées, avait conclu son intervention en confirmant que
les Britanniques ont “a friend in Washington and un ami à Paris
too”. Fort de sa responsabilité de promouvoir la relation francobritannique, le FBC réunira désormais chaque année les acteurs
clés de la défense bilatérale pour rendre compte des progrès
realisés et se projeter sur l’avenir.
2011, le Ministre britannique des Affaires Etrangères William
Hague a tenu à “remercier le Conseil de son programme de
travail tout à fait opportun et de plus en plus conséquent sur la
coopération bilatérale en matière de sécurité”.
En 2008 et 2009 Lord Robertson et Quentin Davies (alors
Secrétaire d’Etat à l’armement) dressaient tour à tour au sein de
notre organisation un bilan assez négatif de la relation bilatérale
de défense. Dans la continuité de ces réflexions et en
coopération avec le RUSI, la table ronde FBC 2010 organisée en
amont des élections générales britanniques établissait que, si à
l’évidence la patience était de mise, la dimension francobritannique de défense pouvait aller de l’avant. Notamment,
l’industrie devait jouer un rôle leader dans un processus
novateur de relance basé sur le pragmatisme.
En octobre 2010, notre séminaire organisé sous le haut
patronage de l’Ambassadeur de Grande-Bretagne à Paris Sir
Peter Westmacott, soulignait que seule une ferme volonté
politique de la part des deux leaders lancerait la coopération de
défense dans la bonne direction.
C’est sur la base de cette volonté politique que trois semaines
plus tard étaient signés les traités de Lancaster House. Le

En juin 2011 le Conseil a franchi une nouvelle étape avec le
lancement de son site internet www.francobritishdefence.org
spécifique sur la relation bilatérale de défense. Interviews,
rapports, publications et informations sur les événements passés
et à venir contribuent au succès grandissant de ce site.
Nous sommes heureux que le nouvel Ambassadeur SE Sir Peter
Ricketts soutienne nos efforts en accueillant aujourd’hui cette
deuxième conférence annuelle de défense.
Recommandations de la Conférence de défense
FBC 2011
La volonté politique est un pré-requis fondamental au
partenariat franco-britannique de défense.
La rationalisation industrielle et la
standardisation/interopérabilité militaires sont les deux
priorités du spectre large de la coopération.
La dépendance mutuelle impose un objectif
d’alignement (intersectoriel et entre les deux Etats) et
place la communication au coeur des agendas.
L’intervention inattendue en Libye met sur le métier la
question sensible de la réflexion stratégique et son
corollaire, le commandement militaire.

About the Franco-British Council
The Franco-British Council was created in 1972 on the joint
initiative of President Georges Pompidou and Prime Minister
Edward Heath, when Britain joined the European Community.
The Council’s purpose is to promote better understanding
between Britain and France in the context of a developing
Europe and of an increasingly globalised community.
There are two sections, one based in London and one in Paris.
Core funding comes from the Foreign Office and the Quai
d’Orsay and additional sponsorship is sought from the private
sector on a project by project basis.The main work of the Council
is its programme of meetings designed to bring together
experts from both sides of the Channel, to discuss topical
questions of common interest. After the meetings, reports are
written with recommendations and these are distributed to key
policy makers in the two countries.

The Franco-British Council and Defence
The subject of Defence has been a key theme debated
throughout the history of the FBC.
Former Prime Minister Tony Blair responded to the report of
a 2006 Defence seminar by expressing his ‘appreciation for the
valuable contribution of the FBC to Anglo-French relations’.
Speaking at the 2011 Biennial FBC Lecture Foreign Secretary
William Hague commented that “I want to thank the Council for
its very timely and growing work programme on bilateral defence
cooperation” .
Seminars in 2008 and 2009 welcomed Lord Robertson and
Quentin Davies (then Minister of State for Defence Equipment)
to discuss the weak state of the Entente Cordiale in defence. In
2010 amidst gathering momentum, the FBC organized with RUSI
a roundtable ahead of the UK general election where
participants agreed that patience was going to be necessary.But
optimism was not absent from the new narrative on the FrancoBritish dimension where it was estimated that industry had to
play a leading role in an innovative“bottom up”process based on
pragmatism.
A follow up event hosted by the British Ambassador, Sir Peter
Westmacott, in October 2010 in Paris underlined that only a
determined political will from the two leaders would launch
cooperation in the right direction.
This political will was arguably made plain only three weeks later
with the signing of the Lancaster House Treaties on the 2nd of
November 2010. With broad agreement on the best approach to
the unfolding crisis in North Africa, the case for closer defence
cooperation continued to be compelling and the First Annual
Franco-British Defence Conference was launched in March
2011 with the support of the FCO and French Embassy in London.
The FBC would like to thank the Defence Attachés and their staff
in the British and the French embassies for their support.
As our guest Nick Harvey, Minister for the Armed Forces
concluded in his keynote speech : Britain has “a friend in
Washington, and un ami à Paris too”. With its responsibility for
promoting UK/French relations, the FBC is now bringing
together the key players in an annual review designed to deliver
concrete progress in the bilateral relationship.
In June 2011 the FBC went one step further by launching a new
website www.francobritishdefence.org to support and
promote the bilateral defence community. Interviews with key
players, reports by the FBC and other organisations and Defence
news all contribute to the growing success of this site.
We are delighted that the new British Ambassador to France,
HE Sir Peter Ricketts has provided support to our efforts by
hosting today’s conference at his residence.

Political will is a fundamental prerequisite of FrancoBritish defence cooperation
Rationalisation for industry and
standardisation/interoperability for the military are the
two priorities within the very wide spectrum of
cooperation
Mutual dependency can only be achieved by aligning
both countries both on a sectoral and government level
and to be effective requires excellent communication.
The unexpected intervention in Libya puts on the
drawing board the sensitive question of strategic thinking
and its corollary, military command.
