Water is
a human right
Two million
signatures
Clean drinking water and safe
sanitation is a universal human
right, according to the United Nations. Yet for many people in the
European Union and beyond, this
right remains far from being realised. Around 663 million people
worldwide lack access to safe
and clean drinking water [WHO/
UNICEF, 2015].
EPSU has led a campaign for the
past three years calling for the implementation of the right to water as
agreed by the UN in European Union legislation. Our European Citizen’s Initiative (ECI) “Right2Water”
gained the support of 1,884,790
European citizens. It was supported by many other organisations
and has the backing of the European Parliament.
T hat the EU institutions and Member States be obliged to ensure
that all inhabitants enjoy the right to water and sanitation.
That water supply and management of water resources not be
subject to ‘internal market rules’ and that water services are
excluded from liberalisation.
That the EU increase its efforts to achieve universal access to
water and sanitation.

legislation so that the human right
to water is implemented once and

L’eau est
un droit humain
Deux millions
de signatures
Les Nations Unies ont reconnu l’accès
à une eau potable et salubre, et à un
système d’assainissement sûr comme
un droit de l’homme universel. Pourtant, pour un grand nombre de citoyens de l’Union européenne et d’ailleurs, ce droit est loin d’être respecté.
En effet, près de 663 millions de personnes au monde n’ont pas accès à
une eau potable, salubre et propre.
Ces trois dernières années, la FSESP a
mené une campagne en faveur de l’application du droit à l’eau, entériné par les
Nations Unies et la législation de l’Union
européenne. Notre initiative citoyenne
européenne « Right2Water » a reçu le
soutien de 1 884 790 citoyens européens. Elle a également été appuyée par
de nombreuses autres organisations ainsi que par le Parlement européen.
Nous demandons instamment que :
L ’approvisionnement en eau et la gestion des ressources hydriques
ne soient pas soumis aux “règles du marché intérieur” et que les
services des eaux soient exclus de la libéralisation.
L ’Union européenne intensifie ses efforts pour réaliser l’accès
universel à l’eau et à l’assainissement.

Malgré ce vif engouement à l’égard
du mouvement Right2Water, la Commission européenne n’a rien fait.
À l’occasion de la Journée mondiale
de l’eau 2016, nous voulons protester : « Ça suffit ! ». Nous exhortons
les commissaires européens à ratifier
une législation garantissant une fois
pour toutes l’application du droit humain à l’eau. Il est grand temps d’agir.

Water is een
mensenrecht
Twee miljoen
handtekeningen
Schoon drinkwater en veilige sanitaire voorzieningen zijn een universeel
mensenrecht volgens de Verenigde
Naties. Maar voor veel mensen in de
Europese Unie en daarbuiten wordt
dit recht nog steeds met voeten getreden. Wereldwijd hebben ongeveer
663 miljoen mensen geen beschikking over veilig en schoon drinkwater.
De EPSU heeft in de afgelopen drie jaar
campagne gevoerd voor de implementatie van het recht op water, zoals door de
Verenigde Naties is bedongen in de wetgeving van de Europese Unie. Maar liefst
1.884.790 Europese burgers hebben ons
Europees burgerinitiatief (EBI) ‘Right2Water’ gesteund. Dit werd tevens ondersteund
door veel andere organisaties en ook het
Europees Parlement staat hierachter.
We dringen erop aan dat:
De EU-instellingen en Lidstaten worden verplicht om ervoor te zorgen dat alle inwoners kunnen genieten van het recht op water en
sanitaire voorzieningen.

e watervoorziening en het beheer van de watervoorraden niet
aan ‘interne marktregels’ worden onderworpen en dat de waterdiensten van liberalisering worden uitgesloten.

Op Wereldwaterdag 2016 zeggen we:
‘Het is genoeg geweest!’ Wij roepen
de leden van de Commissie op om
EU-wetgeving in te voeren opdat het
mensenrecht op water voor eens en
voor altijd wordt geïmplementeerd.
Er had al veel eerder actie moeten
worden ondernomen.
Laat vandaag nog zien dat u ons
steunt! Sluit u aan bij EPSU en onze
leden voor een actie op dinsdag 22
maart 2016 van 12.00 tot 14.00
uur voor het gebouw van de Europese
Commissie.
