Pour plus de détails voir : le Guide d’administration financière des trois organismes : http://www.nserc-crsng.gc.ca/Professors-Professeurs/FinancialAdminGuideGuideAdminFinancier/Responsibilities-Responsabilites_fra.asp • L’Université et le chercheur sont responsables de la gestion des fonds. • Le financement doit donc être dépensé uniquement pour les coûts directs de la recherche, dans le respect des règles du bailleur de fonds et de l’Université. • Définition de coûts directs de la recherche : o Si je n’avais pas acheté XXXX, pourrais-je quand même continuer ma recherche? o Si la réponse est OUI, il ne s’agit pas d’un coût direct. Gestion d’un projet de recherche Responsabilités : Le chercheur principal est responsable de la gestion et de la conduite des activités de recherche. • Par exemple, il est responsable : o De la gestion des finances et des ressources humaines; du respect des réglementations, du respect des politiques et des modalités, conditions des bailleurs de fonds, etc. • Nous vous recommandons fortement de consulter le Guide du chercheur, disponible sur le site du Service de gestion de la recherche (SGR) : http://www.sgr.uottawa.ca/guide_chercheur/resp_cher.asp • • Il est également important d’être familier avec la Politique 48, Subventions et contrats administrés par l’Université, disponible ici : http://www.uottawa.ca/gouvernance/reglement_48.html Nous encourageons également les chercheurs à consulter le site internet des ressources financières. Le tableau de bord FAST MaRecherche est conçu pour faciliter la tâche des chercheurs en leur fournissant un outil pratique pour la gestion des fonds : http://www.ressourcesfinancieres.uottawa.ca/chercheur/index.php Statut du projet de recherche : • Votre compte est ouvert et vous pouvez dès maintenant utiliser les fonds du projet mentionné ci-dessus. OU • Vous n’avez pas encore obtenu l’accès à vos fonds de recherche. Afin d’accéder à ceuxci, vous devez respecter une ou des conditions. Certification requise : La ou les certifications suivantes pourraient être requises : • Éthique : http://www.recherche.uottawa.ca/deontologie/ • Soin et utilisation des animaux : http://www.uottawa.ca/vr-recherche-research/animal_care/fra/index.html • Biosécurité : http://www.uottawa.ca/services/sesst/biosafety.htm Note importante : • Toute certification doit être obtenue avant d’amorcer le projet de recherche. • Chaque certification doit être renouvelée une fois l’an, à l’exception de la biosécurité qui est une fois aux deux ans. Budget (2 situations possibles) : • Le montant accordé en subvention correspond au montant demandé. • Le montant accordé en subvention est inférieur au montant demandé. • Nous vous recommandons fortement de revoir vos objectifs de recherche, vos activités et de modifier votre budget selon le montant accordé, le tout avant d'enclencher vos activités. • À moins d’avis contraire, les titulaires peuvent en général déroger aux activités ou aux calendriers de recherche proposés, ou les deux. Par ailleurs, ils ne sont pas tenus de respecter à la lettre l’attribution des fonds définie dans la demande aussi longtemps qu’ils utilisent leur subvention aux fins générales pour lesquelles elle avait été accordée à l’origine. 2 Dépenses : • La responsabilité de confirmer l’admissibilité d’une dépense est celle du chercheur et de l’administrateur de recherche. Ce dernier peut aider le chercheur avec le processus, mais les étapes suivantes sont généralement appliquées: Compléter et signer le formulaire approprié, celui-ci peut varier selon le type de dépense. Fournir les pièces justificatives pour la dépense (ex. : billet d’avion, reçu original, etc.) Remettre le formulaire et les pièces justificatives à l’administrateur de recherche. • Si un chercheur possède plusieurs comptes ou fonds de recherche, il doit s’assurer, avec l’aide de son administrateur de recherche, que chaque dépense est administrée dans le bon compte. Achat d’équipement : Notez que l’Université d’Ottawa a un processus d’approvisionnement. Veuillez vous renseigner auprès du Service des approvisionnements pour plus d’informations. 3 Embaucher des étudiants : Important : Un étudiant peut être embauché uniquement après avoir rencontré toutes les conditions de l’octroi l’obtention des certifications requises et l’ouverture d’un compte. For more details, please consult the Tri-Agency Financial Administration Guide http://www.nserc-crsng.gc.ca/Professors-Professeurs/FinancialAdminGuideGuideAdminFinancier/Responsibilities-Responsabilites_eng.asp#deviation • The University and the researcher are responsible for the management of the funds. • Funding must therefore be spent in accordance with the agency/sponsor rules and the University rules and must be spent on direct research expenses. o Question to ask: If I didn’t buy XXX, could I still conduct my research? o If the answer is YES, then it is not a direct research expense. Research Project Management Responsibilities: • As principal investigator, you are responsible for the management and conduct of project activities. For instance, you are responsible for: o financial management, human resources management, compliance with terms and conditions of award, compliance with rules and policies, etc. • You are encouraged to consult the Researcher’s Guide available on Research Management Services’ (RMS) website: http://www.rms.uottawa.ca/researchers_guide/res_resp.asp • You should also be familiar with Policy 48 – Grants and Contracts Administered by the University of Ottawa. The researchers index (Fast MyResearch) will simplify your task by providing an effective tool to manage your funds: http://www.financialresources.uottawa.ca/researcher/index.php 5 Status of the research project: • Your account is open and you can begin using the funds for the purposes of the above mentioned project. OR • At this time, you do not have access to your research funding. You must ensure to meet the specific conditions of the project prior to accessing your funding. Certification Needs: The following certification(s) may be required: • Ethics: http://www.research.uottawa.ca/ethics/ • Animal Care: http://www.uottawa.ca/vr-recherche-research/animal_care/eng/ • Biohazard: http://www.uottawa.ca/services/ehss/biosafety.htm Important Notes: • Certification must be obtained before research begins. • Certification must be renewed annually (except biohazard which is every two years). Budget (2 possible situations) : • The amount of funding requested and the amount received are the same. • The amount of funding requested and the amount of funding received differ. • It is strongly encouraged that prior to starting your research, you review your research objectives, as well as your research activities, based on the funding received and re-adjust your budget. • Unless otherwise specified, grantees may generally deviate from the proposed research activities and/or schedules. Furthermore, they are not required to adhere strictly to the allocation of funds set out in the application as long as they use their grant for the broad purpose for which it was originally awarded. Expenses: • Verifying the eligibility of expenses is a joint responsibility – yours and the research administrator. The research administrator can help you with the process but, in general terms, to process an expense, you need to do the following: Complete and sign the appropriate form (form will vary depending on the expense). Provide proper support documentation for the expense (e.g., airfare ticket, original receipt purchase). Submit the form and the documentation to the research administrator. • If you have more than one research account/research funding, together with your research administrator, you must ensure that the expense is charged to the right account. Purchase of Equipment: Please note the University of Ottawa has a procurement process. Please consult Material Management Services (MMS) for additional information. Hiring of students: Important: You can only hire a student once you have met all conditions of the award and once an account is open.
