MODIFICATIONS PROPOSÉES DE L'APPENDICE I
CONCERNANT SINGAPOUR
Communication de Singapour au titre de l'article XXIV:6 a)1 de l'AMP
La communication ci-après, datée du 20 novembre 2012, est distribuée à la demande de la
délégation de Singapour.

Conformément à l'article XXIV:6 a) de l'Accord sur les marchés publics (ci-après "l'Accord"),
le gouvernement de Singapour notifie au Comité des marchés publics les modifications de pure forme
ci-après relatives à l'annexe 1 de l'Appendice I de l'Accord le concernant. Veuillez noter que ces
modifications n'affectent en aucune manière l'équilibre des droits et des obligations ni le niveau du
champ d'application mutuellement convenu de l'AMP.
Annexe 1, Appendice I
-
Supprimer "Ministry of Community Development, Youth and Sports" et "Ministry of
Information, Communications and the Arts" de la liste des entités; et
-
Ajouter "Ministry of Social and Family Development", "Ministry of Communications
and Information" et "Ministry of Culture, Community and Youth" à la liste des
entités.

Les modifications ci-dessus sont nécessaires pour rendre compte de la réorganisation des
entités dans l'administration de Singapour. Les portefeuilles des deux ministères qui ont été
supprimés (Ministry of Community Development, Youth and Sports et Ministry of Information,
Communications and the Arts) ont été répartis entre les nouveaux ministères (Ministry of Culture,
Community and Youth, Ministry of Social and Family Development; et Ministry of Communications
and Information) à compter du 1er novembre 2012.

L'article XXIV:6 a) est libellé comme suit: Rectifications ou modifications a) Les rectifications, les
transferts d'une entité d'une Annexe à une autre ou, dans des cas exceptionnels, les autres modifications se
rapportant aux Appendices I à IV seront notifiés au Comité, accompagnés de renseignements concernant les
conséquences probables du changement pour le champ d'application mutuellement convenu du présent accord.
S'ils sont de pure forme ou mineurs, les rectifications, transferts ou autres modifications prendront effet à la
condition qu'aucune objection n'y ait été faite dans un délai de 30 jours. Dans les autres cas, le Président du
Comité convoquera le Comité dans les moindres délais. Le Comité examinera la proposition et toute demande
d'ajustements compensatoires, afin de préserver l'équilibre des droits et des obligations et de maintenir le champ
d'application mutuellement convenu du présent accord à un niveau comparable à son niveau antérieur à la
notification. S'il n'est pas possible d'arriver à un accord, la question pourra être traitée ensuite selon les
dispositions de l'article XXII.

La pièce jointe A du présent document indique les modifications que Singapour propose, dans
la présente communication, d'apporter à la page correspondante de l'annexe 1 (page 1/3) de
l'Appendice I. La pièce jointe B reproduit la page en question telle qu'elle se présentera une fois que
les modifications proposées dans la présente communication y auront été apportées.2
