Article one: The purpose of this order

This order aims to concentrate the resources from
the different infrastructure and utility sectors,
especially energy, water, transport, education and
health, those dedicated to finance urban
neighbourhood, and any additionally available
funds in order to increase financing the urban
neighbourhood developments.
Cet arrêté vise à concentrer les ressources
provenant des différents secteurs de l'infrastructure
et des services publics, en particulier l'énergie,
l'eau, des transports, l'éducation et la santé, ceux
dédiés à financer quartier urbain, et tous les fonds
disponibles pour augmenter le financement des
développements de quartiers d’habitat urbains.
Article 2: Scope of application

This order applies to the funding of particular
support from the Government of Rwanda to urban
development projects, especially for the financing
of public infrastructure and facilities to service
affordable housing development projects, and for
the financing of housing subsidies as applicable.

There shall be an annual allocation in the central
budget dedicated to the fund for public
infrastructures and utilities for urban housing
neighbourhoods.

The central government is responsible to allocate
dedicated budgets to support the public
infrastructure to and within eligible housing
projects. The dedicated budgets shall be used by
the implementing agency or transferred to the
Fund in order to finance construction of the public
infrastructure for the approved housing projects.

10. Support social housing schemes;
11. Support first home saving scheme
combined with finance or micro-finance;
12. Support home improvement scheme
combined with finance or micro-finance.
