Thank you for your request to appear at the public hearing for the Pullet Growers of Canada's proposal to establish a
pullet marketing agency.
Your request was approved by the Panel Chair and you are scheduled to appear on April 23, 2013 at 11:45am, at the
Minto Suites Hotel, 185 Lyon Street North, Ottawa, Ontario, room Léger B. Please arrive 15 minutes ahead of time to
allow for registration. You will have 15 minutes to make your presentation.
The Panel must be informed of any witnesses or experts invited by you to support your presentation by April 12, 2013. As
well, all additional support material, along with a copy of your presentation, must be sent to the Panel by the same
deadline. The Panel must prepare for your presentation as the goal of the sitting is to have interesting and relevant
discussions and to explore more thoroughly the information already received through submission.

Submission to the Farm Products Council of Canada
by Egg Farmers of Ontario
on the proposal to establish a Canadian Pullet Marketing Agency
April 23, 2013
Background
Egg Farmers of Ontario (EFO) is an independent, self-governing farm organization for the 440 egg
farmers and pullet farmers in Ontario who account for 40 per cent of total egg production in Canada, or
200 million dozen eggs annually. The organization is funded entirely by egg farmers.
EFO is a supply management organization that functions within a national system. The necessary
supply of eggs is matched with egg production levels by quotas to ensure stable supplies for
consumers and further processors. EFO sets the price paid to the egg farmers based on what it costs
to produce the egg.
One of the three pillars of supply management is the ability to set a producer price according to a COP.
The EFO Board sets producer prices for eggs based on provincial costs and national costs.
EFO’s mandate is to provide consumers with a guaranteed supply of safe, high-quality eggs at
reasonable prices while providing a fair return to egg and pullet farmers within a stable national supply
management system. This is accomplished through the efficient management of the production of
eggs, research, product promotion and ongoing marketing activities.
This effective system was put in place to solve chaotic egg market conditions of the early 1960s and
has been carrying out its mandate since 1966.
In 1981, at the recommendation of the Ontario Farm Products Appeal Tribunal, regulations were
implemented requiring quota to raise pullets in Ontario. Quota was allotted to all bona fide farmers who
had been raising pullets based on their production during the qualifying period from January 1978 to
February 1981.
Effective management of the egg supply is directly dependant on the management of the pullet supply
including close co-ordination of all logistical aspects of the timing and volume of production for delivery
of healthy 19-week-old pullets to egg farmers.
EFO supports the proposal to set up a national pullet agency
Egg Farmers of Ontario fully supports Pullet Growers of Canada in its proposal to establish a
Canadian Pullet Marketing Agency to be funded by levies applied to Canadian pullets marketed
in interprovincial and export trade markets.
Canadian consumers are well served with high-quality eggs at affordable prices by egg farmers in an
effective system that in turn requires quality pullets for their farms. A national marketing agency for
pullet farmers is the best mechanism to ensure Canada maintains the thriving pullet sector needed by
Canadian egg consumers and farmers.
A national marketing agency for pullet farmers will address the important need to provide a national
voice for pullet farmers to deal with such issues as food safety, traceability, animal code of practice
reviews and other issues that may arise.
A national marketing agency for pullet farmers can ensure they receive a cost of production (COP) that
reflects the cost of managing the growth of a day-old chick to 19 weeks of age. Receiving the COP will
ensure pullet farmers are able to plan and invest in new barns, equipment and infrastructure on an
ongoing basis to maintain and pursue efficiencies that will provide long-run benefits that are passed
through to egg farmers and consumers.
The system in place in Ontario where the provincial body has been responsible for the pullet sector has
worked well since 1981. It has allowed for great cooperation, collaboration and the efficient use of
resources. The one area that has not worked well is the attempt to set a proper growing fee. This will
become critical in operating systems that can no longer operate in provincial isolation in the changing
Canadian context of national grocery retailers and other market realities. These issues can best be
addressed with a national marketing agency for pullet farmers.
A national marketing agency will also strategically place the sector in a better position to deal with
potential external shocks, disruptive influences and improve fairness with any potential import issues.
Canada’s international trade agreements provide more options and flexibility for response to sectors
that operate under national marketing agencies. This aspect has benefit for consumers, egg graders,
processors, farmers, all industry stakeholders and all levels of government.
