LA LIGUE DES CADETS DE L'AIR DU CANADA THE AIR CADET LEAGUE OF CANADA (QUEBEC ET VALLEE DE L’OUTAOUAIS) (QUEBEC AND OTTAWA VALLEY) Saint-Jean-sur-Richelieu, October 12, 2013 To: All squadrons chairperson From: Serge Philibert, League member Provincial coordinator, Effective Speaking Topic: 2014 Effective Speaking competition Our National Effective Speaking competition was held last June in Charlottetown, Prince Edward Island during the Air Cadet League of Canada 72th annual general meeting. The twelve competitor’s performance was amazing. Once again, the Quebec and Ottawa Valley was well represented. You will find enclosed the topics for the prepared speech and the specifics guidelines for the 2014 Provincial competition. The Effective Speaking competition is open to all cadets. This is an experience that will benefit them on a personal and professional point of view. This is a unique occasion where they can improve their speaking skills, use their imagination and talent. Invite them to take advantage of this opportunity! This year again, Laval University is offering, to the competition recipient, a 2000$ studies bursary applicable on future studies. New this year, the St. Paul University in Ottawa joins us in offering a bursary (tuition for one (1) year two sessions, maximum value $ 2.277 each session. These bursaries will be awarded to candidates who will be awarded the first two positions at the provincial competition. To qualify for these bursaries, applicants must be at least a Sec IV grade student in school year 2013-14. If candidates do not meet this criterion, the bursary will be awarded to the next candidate on the list who qualifies. In addition, each university donated twelve prices to be drawn. Meaning, two backpacks will be randomly drawn among all participants, local and regional levels in all regions of Quebec. It is essential to complete the registration forms available on the League website and send it to the Coordinator of your respective region to be eligible for the draw. See below. REGULATIONS The regulation for all levels of the Effective Speaking Competition can be found on the National Air Cadets League at the following address: http://www.aircadetleague.com/fr/infoforcadetsandsquadron/contestcompetitions/ Eligibility Open to all Air Cadets registered before December 31st, 2013 and who have not aged out up to and including the day of return to unit from the National Effective Speaking Competition, June 15, 2014. Regional Results The Regional coordinators of the Effective Speaking competition shall send all the information related to the regional winner to the League Permanent Office before March 15, 2014. The documents shall include the registration form signed by the contestant, his parents and the Squadron Commanding Officer, the University Laval registration form for the prizes draw and a short text (1/2 page maximum) to introduce the candidate including the following information: Rank, last name, first name, Squadron Birth place, Age Scolarship Specific interests Involvment in the community Ambition, future projects The information will be useful to introduce the candidates and better know them. If all squadrons submit a contestant, then the list is complete; v) If some squadrons did not submitted a contestant by the registration due date, then the available places will be attributed to the secondary competitors already registered. If there are more secondary contestant than the number of place available, cadet who arrived second at their squadron should have priority. vi) At the regional competition, all contestants are considered the same. There is no mention if they are in the primary or secondary group. Dates The Provincial competition will be held April 12, 2014 at Université Laval, Québec city. The National final will take place at the Air Cadets League of Canada Annual General Meeting in Whitehorse, Yukon Thursday June 12, 2014. Local competition – Selection of judges We invite you to select appropriate judges for the competition as per the regulation. Judges could be Toastmasters, schoolteachers or principals, journalists, civil servants, policeman or any other member of the community.
