Discoursintroductif/Lerôledesfemmesdanslaluttecontrelapauvreté/Marie-ClaudeMachon-Honoré Jesuisparticulièrementhonoréed’êtreaujourd’huiàlatribunedel’Unesco,aunomdugroupedepréparation deceforuminternationaldesONGenpartenariatofficielavecl’Unesco,surle«rôledesfemmesdanslalutte e contrelapauvreté».C’estle4 forumorganiséselonlesnouvellesdirectivesdel’Unescoquiavouludonner davantage la parole aux ONG et élargir la collaboration avec la société civile. Nous les ONG sommes très reconnaissantesàl’Unescodenousdonnercetteoccasiond’apporternotrecontributionetnotreexpériencede terrainauprèsdesindividus,auniveaulocal,régionaletinternational,autraversdecepartenariat. C’estavecladécenniedesNationsUniespourlafemmequidébuteen1975quel’ons’intéresseàlafemmeetà lapauvreté.Ceforumarriveàunmomentfortdel’histoiredesmouvementsfémininsetféministescarnous e célébronsle20 anniversairedelaconférenceinternationalesurlesfemmesdeBeijing,où12domainesontété identifiéscommeentravesàlapromotiondesfemmes,dontceuxdelapauvreté,l’éducationetlaformation,la violence,lesconflitsarmés,etlesdroitshumainsquiserontabordéslorsdecettepremièrejournée,maisaussi e l’économie,l’environnement,etlesmédiasquileserontlorsdele2 journée. Monparcoursd’enseignanteauprèsdesjeunesetdeformatricepouradultesetnotammentenCôted’Ivoire ainsiquemesrecherchesdeterrainsurlerôleduCPAG(childpovertyactiongroup)ungrouped’actionissudela sociétécivile,quiluttedepuis1964,contrelapauvretéchezlesenfantsenGrandeBretagnepuiscellesmenées surlerôledel’éducationdansledéveloppementdesfemmesdanslaCaraïbeanglophone,entrentenrésonance avecmonengagementauprèsdel’UnescocommereprésentantedeBPWInternationalquidéfendlesdroitsdes femmesetprôneleurautonomisationéconomiquepouruneinclusionéquitabledanslasociétéparl’éducation etlaformationtoutaulongdelavie. Cesontlesenfantsquisontlesplustouchésparlapauvretéetlasituations’aggraveet(d’aprèslerapportUnicef de 2015), presque la moitié des personnes vivant en grande pauvreté ont 18 ans ou moins ; les femmes représentent70%despersonnespauvres(parmicelles-cilesjeunesfemmesde18à30ans)maisellesélèvent etéduquentlamajoritédesenfantsetsontainsiaucœurmêmedudéveloppementhumain. Mêmesil’onnoteuneréductiondelapauvretéauplanmondial(etquel’objectifdedéveloppementpourle millénaire,dediminuerdemoitiélenombredepersonnesvivantdansl’extrêmepauvreté,aétéatteinten2010), plus d’un milliard de personnes dans le monde et plus particulièrement en Asie du sud et en Afrique subsaharienne,viventtoujoursdansl’extrêmepauvreté(selonleRapportUnicef,2015).D’aprèslesdernierschiffres surlapauvreté(duNationalWomenLawCenter),56,1%desenfantspauvresdanslemonde,sontélevéspar desfemmesdansdesfamillesmonoparentales(dans9cassur10lamonoparentalitéestféminined’aprèsle RapportsurlaprécaritéduConseilEconomique,SocialetEnvironnementalde2012);parmilespluspauvres,on trouvelesmèrescélibatairesdontlesfemmesissuesd’ungroupeminoritaire,d’unezonerurale,souffrantd’un handicap,âgées,quisontautantdefacteursdiscriminantsetaggravants. Forceestdeconstaterquelesfemmessontplusàmêmed’êtrevictimesdelapauvretéqueleshommesàcause de la discrimination dont elles souffrent dans l’accès à la terre, à l’emploi, et au contrôle des biens, ce qui impliquequ’ellesn’ontpasaccèsauxservicesdebase,àlasantéàl’éducationpourleursenfants,induisant ainsilecycledelapauvreté.Depuis2008,l’Unescoad’ailleursfaitdel’égalitédegenre,uneprioritéglobaleet prônelespartenariatsetstratégiesmultiplespourtenirsapromesse. Donnerl’accèsàuneéducationpourlesfillescommepourlesgarçons,estlapremièresolutionpourluttercontre lapauvreté.Lesrecherchesontmontréqueplusunefilleestéduquée,moinselleestsusceptibledesemarier jeuneetcontresongré,etdemourirencouches,etpluselleadechanced’avoirdesenfantsenbonnesantéet delesenvoyeràl’école.Prévenirlemariageprécoceestundesmoyensderomprelecycledelapauvretédans certaines régions dont l’Afrique et l’Asie : 1 fille sur 3 est mariée avant 18 ans dans les pays en voie de développement-Rapport 2014 Fonds des Nations Unies pour la Population; (la plupart sont pauvres, peu éduquéesetenprovenancedezonerurale).Lemariageforcécontribueàlaféminisationdelapauvretéetles 1 agences de l’ONU ont noté que si rien n’est fait, le nombre de filles mariées augmentera et empêchera le développementdelasantéetdel’éducation. Pourlabanquemondialequis’estengagéepour(l’OMD3)l’égalitédessexesetl’autonomisationéconomique desfemmes,«cesontlesfillesquisontleplusàmêmed’êtreretiréesdel’écolequandl’économievamal»et pourtant«lesfemmespeuventêtrelesactricesduchangementetinvestirdanslesfillesetlesfemmes,c’est nonseulementsalutaireetéquitablemaisçarelèvedubonsens»commeleditaussiHilaryClinton(«Investing inwomenistherightthingtodo»). L’éducationestnonseulementunfacteurclédanslaluttecontrelapauvretémaisaussidanslaluttecontrela violencequiaffecteleplussouventlesjeunespersonnes;lesenfantsde12à17ansetlesfemmesde18à25 ansétantlespremièresvictimesdutraficdespersonnes.Leseffetsdelaviolencefaiteauxfemmes,soustoutes ses formes, se font ressentir à des niveaux multiples : celui des femmes elles-mêmes, de leur famille et de l’économie. Le docteur Denis Mukwege qui dirige un programme destiné à aider les femmes victimes de violencesenRépubliquedémocratiqueduCongo,résumeainsilasituation:«Lesfemmesportentl’économie del’Afriquesurleursépaules.Sionlesbrisephysiquementetpsychologiquement,onnefaitqueperpétuerle cycledelapauvreté.Lorsqu’ondétruitunefemme,c’estsixpersonnesenmoyennequisontaffectées.»Michelle Bachelet,entantquedirectriceexécutived’ONUFemmes,adéclaréenmars2013:«ilnepeutyavoirdepaix oudeprogrèstantqu’ilexisteradeladiscriminationetdelaviolenceenverslesfemmes» Selon Amartya Sen, prix Nobel de l’économie et théoricien de la pauvreté, « l’absence de ressources est la principale cause de privation des capacités d’un individu » et «la construction des capacités des gens par l’éducationetlasantéaideàlaréductiondelapauvreté»maiscommelesrecherchesuniversitairessurles femmes l’ont démontré, il est nécessaire d’intégrer les rapports de genre pour combattre efficacement la pauvreté. De nombreuses recherches comme celle de Mac Kinsey (« women matter » ,2009) ont montré que si les femmes participaient à l’activité économique à la même hauteur que les hommes, toute la communauté en profiterait. Certes, les obstacles à leur pleine participation et par là-même à leur contribution au développement de la sociétépersistent,maislesfemmessemobilisentetfontpreuvederésiliencefaceauxdifficultéséconomiques etsocialesdeparleurexpérienceauquotidiendelapauvretéetdeleurscapacitésàlacombattre. Lamultiplicité,lavitalitéetlasolidaritédesréseauxetdesONGdefemmes,lesgroupesd’entreaide(selfhelp) commeleSEWA(SelfEmployedWomen’sAssociation)enInde,l’entreprisesocialeetsolidairecommeECHOsi auxPhilippinesavecleurpropremarque«GreatWomen»(EnablingcommunitieswithHopeandOpportunities throughSustainableInitiatives),l’argentenvoyédel’étrangerparlesfemmesàleurfamillealorsqued’autres femmess’occupentdeleursenfantspendantleurabsence(childshifting))danslarégionCaraïbe,démontrent quelesfemmessontaucœurdesstratégiesdesurvie. LemicrocréditpermetdesortirlesfemmesruralesduBangladesh(95%sontdesfemmes)delapauvretéeton saitqu’ellesremboursentmieuxleurscréditsqueleshommesetqu’ellesinvestissentdansleursfamillesmais onaconstatéqu’àpeine11%decespersonnes,voyaientleurniveaudevies’accroîtredurablement.Lesfemmes sontmajoritairesdansl’économieinformelle,parmilestravailleurspauvrescumulantplusieursemploisenplus deleurchargedomestique,nonrémunérée,maisellespeuventaussiserévélerlesactricesduchangementetce grâceauxactionsdesONGenpartenariataveclesorganisationsinternationalesetlasociétécivile,avoiraccès, parexemple,auxmarchésetàl’entreprenariat(commeavecleCentreduCommerceInternationaldanslecadre de la Plate-forme mondiale d’action pour l’approvisionnement des femmes commerçantes , qui a créé l’expositionetleforumpourlesfemmesfournisseurs). 2 D’aprèslerapportdel’OITde2003,«l’éliminationdelapauvretéestimpossiblesil’économienegénèrepasdes opportunitéspourl’investissement,l’entreprenariat,lacréationd’emploisetledéveloppementdurable».C’est lemondedutravailquidétientlaclédel’éradicationprogressiveetviabledelapauvretéetlesfemmesont prouvé qu’elles pouvaient être les catalyseurs de changement, comme les bonnes pratiques des ONG sur le terrainetlestablesrondessurl’inclusionetlacontributiondesfemmesdansl’économie,l’environnement,la recherche,lesmédiasetlesnouvellestechnologiesetlasociétéausenslarge,tenterontdeleprouverlorsdela deuxièmejournée. Sansuneapprocheparticipativefondamentaledelapauvreté,sansunpartenariatglobalentrelesorganisations internationalesdontl’UnescoavecONUfemmesetlesONG,lasociétéciviledanssonensemble,lesecteurprivé etpublicmaisaussilesgouvernementsetenfinetsurtoutsansl’associationdeshommesdontlacampagneONU FemmesHeforShes’enestfaitlechantre,onnepourrafairedel’après2015unmondesanspauvreté.Ainsi doncallons-nousessayer,ensembleetpendantcesdeuxjoursd’échangersurlesactionsdesONGenmatière de lutte des femmes contre la pauvreté sur le terrain et de nous inspirer des meilleures pratiques pour les modéliser. Marie-ClaudeMachon-Honoré(déléguéetitulaireBPWInternationalauprèsdel’UNESCO)29/06/2015 3 Introductoryspeech/TheRoleofWomeninFightingPoverty/Marie-ClaudeMachon-Honoré I’mdeeplyhonoredtobeheretodayatUNESCOheadquartersonbehalfofthepreparatorygroupforthefourth internationalforumofNGOsinofficialpartneshipwithUNESCOontheroleofwomeninfightingpoverty.Itisthe fourthforumorganizedaccordingtothenewdirectivesofUnescowhichhassoughttograntNGOsmoresayand towidencollaborationwithcivilsociety.We,NGOs,areparticularlygratefultoUnescoforprovidinguswiththis opportunitytobringourcontributionandfieldexpertisetoindividualsatthelocal,regionalandinternational levels,throughthispartnership. Theissueofwomenandpovertycametotheforefrontin1975withtheUNwomendecade.Thisforumcomes atahistorictimeforwomen’sandfeministmovementsaswearecelebratingthetwentiethanniversaryofthe Beijinginternationalwomen’sconferenceduringwhentwelveareaswereidentifiedasobstaclestowomen’s empowermentincludingpoverty,educationandtraining,violence,armedconflicts,andhumanrightswhichwill beaddressedduringthisfirstdaybutequallytheeconomy,theenvironmentandthemediaduringthesecond day. Myprofessionalexperienceasateacherforyoungpeopleandasatrainerforadults,especiallyinIvoryCoast,as wellasmyfieldresearchontheroleofCPAG(achildpovertyactiongroupbornin1964,inBritishcivilsociety) andthenmyfieldresearchontheroleofeducationinthedevelopmentofwomenintheanglophoneCaribbean, echowithmycommitmentatUnescoasthepermanentrepresentativeforBPWInternational,whichpromotes women’srightsandtheireconomicempowerment,andadvocatesfortheirequitableinclusioninsocietythrough educationandlifelonglearningandtraining. Childrenarethemostaffectedbypovertyandthesituationisworsening;indeed,accordingtothe2015Unicef report,almosthalfofthepeoplelivinginextremepovertyareeighteenorunder;womenaccountfor70%of the poorest (including women between 18 and 30 years of age) but they raise and educate the majority of childrenandarethusattheveryheartofhumandevelopment. Eventhoughtherehasbeenareductioninpovertyaroundtheworld(andtheMilleniumDevelopmentGoalto halve the number of people living in extreme poverty was reached in 2010), more than one billion people worldwideandmoreparticularlyinSouthAsiaandSub-SaharanAfrica,arestillinthisundignifiedsituation(2015 UnicefReport).AccordingtothelatestfiguresonpovertypublishedbytheNationalWomenLawCenter,51.6% ofpoorchildrenworldwide,arebroughtupbysinglemothers;amongthepoorest,therearesinglemothers includingwomenfromminoritygroupsandruralareas,alsodisabledoragedwomen,whichareaggravatingand discriminatoryfactors. Itmustbeacknowledgedthatwomenaretheoneswhoaremostlikelytobevictimsofpovertythanmendueto thediscriminationtheyfaceinlandandpropertyrights,andemployment,implyingthattheyaredeniedthe rightstobasicservices,healthandeducationfortheirchildrenthustriggeringapovertycycle.Startingfrom2008, Unescomadegenderequalityaglobalpriorityandcurrentlyadvocatesmultiplepartnershipsandstrategiesto deliveronitspromise. Givingaccesstoeducationforgirlsandboys,isthekeyfactorinthefightagainstpoverty.Researchhasproved thatthemoreeducatedgirlsare,thelesslikelytheyaretobeforcedtobemarriedoffatanearlyageandtodie duringchildbirthandthemorelikelytheyaretohavechildreningoodhealthandsendthemtoschool.Preventing earlymarriagesisoneofthemeanstobreakthepovertycycleinsomeregionsinAsiaandAfrica.Onegirloutof 3ismarriedoffbeforeshereacheseighteenindevelopingcountries(UNFPAReport,2014);mostarepoor,with basic education and from rural areas. Forced marriages contribute to the feminisation of poverty and UN agencieshaveunderlinedthatifnothingisdone,thenumberofmarriedgirlswillincreaseandhinderhealthand educationdevelopment. 1 FortheWorldBankwhichhascommittedtoMDG3(genderequalityandwomen’sempowerment)«girlsare themostlikelytobetakenoutofschoolwhentheeconomyisinbadshape»andyet«womencanbetheagents ofchangeandinvestinginwomenandgirls,itisnotonlyequitableandbeneficialbutitissheercommonsense» ,andtoquoteHilaryClintontoo«investinginwomenistherightthingtodo». Educationisnotonlyakeyfactorinthefightagainstpovertybutalsointhefightagainstviolencewhichmostly affectsyoungpeople-childrenaged12to17andyoungwomenbetween18and25arethefirstvictimsofhuman trafficking.Therearemultipleconsequencesofanyformofviolenceagainstwomen:atthelevelofwomen themselves,theirfamiliesandtheeconomy.DoctorDenisMukwegewhoisattheheadofaprogramtoassist women,victimsofviolenceintheDemocraticRepublicofCongo(RDC)thussumsupthesituation:«Women carryAfrica’seconomyontheirshoulders.Iftheyarephysicallyandpsychologicallybroken,thecycleofpoverty willgoon.Whenawomanisdestroyed,thatmeanssixpeopleareimpacted.» AccordingtoAmartyaSen,theEconomyNobelPrizelaureateandpovertytheorist«thelackofresourcesisthe primarycauseofthedenialofanindividual’scapabilities»and«thebuildingofcapacitiesthrougheducation and health contributes to the reduction of poverty » but as academic research in gender studies has shown, genderinequalitieshavetobeaddressedinordertofightpovertyefficiently. Extensiveresearch,likeMacKinsey’s«WomenMatter»(2009)hasshownthatifwomenparticipatedinthe economicactivityequallywithmen,itwouldbenefitthewholecommunity.Onecannotdenythatobstaclesto full participation of women in society remain, but women mobilise and show resilience when faced with economicandsocialhardshipsthankstotheirdaytodayexperienceofpovertyandtheircapacitytofaceupto it. Themultiplicity,vitalityandsolidarityofwomen’snetworks,NGOs,self-helpgroupslikeSEWA(Selfemployment women’sassociation)inIndia,socialandcollaborativeentrepriselikeECHOsiinthePhilippineswiththebrand « Great Women » (Enabling communities with hope and opportunities throught sustainable initiatives), remittancessentfromabroadbyCaribbeanwomentotheirfamiliesathomewhiletheirchildrenarebeingtaken careofbyothersduringtheirabsence(childshifting),bearevidencetothefactthatwomenareattheheartof survivalstrategies. GrantingwomenfromruralBangladesh(95%arewomen)microcredithasenabledthemtobeliftedoutof poverty;thereisevidencethatwomenreimbursethecredit(95%)betterthanmenandinvestintheirfamilies. Nevertheless,itwasreportedthatjustabout11%ofthebeneficiariessawanysustainableimprovementintheir standardofliving.Womenmakeupthemajorityoftheinformaleconomy,amongthepoorworkerswithseveral jobsbesidestheirdomesticcare,whichisunrenumerated,buttheycanalsoprovetobeagentsofchangeand thanks to NGOs’ actions in partnership with international organisations and civil society, they can access, for example,marketsandentrepreneurshipwiththeInternationalTradeCenterintheframeworkoftheGlobal PlatformforActiononsourcingfromwomenvendors(whichhasinitiatedtheforumandexhibitionforwomen vendors). According to the 2003 International Labour Office Report, « the eradication of poverty is impossible if the economy does not create opportunities for investment, entrepreneurship, jobs, and sustainable debvelopment».Itisthejobmarketwhichisthekeytotheprogressiveandsustainableeradicationofpoverty andwomenhaveprovedtheycanbethecatalystsforchange,asthegoodNGOs’practicesonthefieldandthe panelsontheinclusionandcontributionofwomenintheeconomy,environment,research,media,andnew technologiesandsocietyatlarge,willendeavortoillustrateduringtheseconddayoftheforum. Without a fundamental and participative approach to poverty, without a global partnership between the internationalorganisationsincludingUnesco,withUNWomenandNGOs,civilsocietyatlarge,privateandpublic sectors,butalsogovernmentsandlastbutnotleastwithouttheparticipationofmen,championedbytheUN Womencampaign«HeforShe»,wewon’tbeabletomakepovertyhistoryinpost2015.Thuswewill,together 2 andduringthesetwodays,attempttodebateNGOs’goodpracticesregardingwomenfightingpovertyonthe fieldandtakeinspirationfromthebestonestocreatetemplates.
