The development of collaborative and coherent approaches on the field of energy, to pursue EU’s goal of
20-20-20 in 2020, could be based on an intelligent and integrated «Local Digital Energy Network
(LoDENET)», which will:
 Contribute to the enhancement of cooperation between European Cities in their effort to reachl
accordance with the European Covenant of Mayors initiative.

Provide support to their SEAPs development and implementation.

Unify RES installations over a unique RES network (REStart)
In the context of the «Local Digital Energy Network (REStart)», the local energy leadership will use two
distinct and fully collaborative tools that will integrate the needs and opportunities of sustainable
development’s dimensions. Particular emphasis will be placed upon the development of an intelligent web
system in the field of RES, RUE and sustainable mobility with the strong involvement of the local
population in the planning and implementation process, making it a capable and adequate basis for the
preparation of SEAPs, in terms of technical and scientific skills.
The main goal of REStart project is the European introduction and validation of innovative RES
technologies in major EU municipalities, Prefectures or Regions and the integration of the majority of RES
sites into a unique software platform for data generation management.
The tools that will be elaborated at a local level in the framework of the proposed project are:
Digital Building Energy Profile: Internet based tools for energy efficiency, for measuring (in real-time) the
main energy characteristics of a public or private building. It will be a very important tool for the
energy profile identification of the building, as well as the collection and statistic analysis of
buildings energy data to determine intelligent national energy policy strategies.
Digital Energy Dissemination: Internet platform that will consolidate the above tool, integrated with a
digital tool for the dissemination of energy knowledge among candidates or signatories of Covenant
of Mayors. This tool will provide several applications and services.

The above-mentioned tools will assist the evaluation and dissemination of territorial community
strategies, able to develop a sustainable energy action plan well balanced on the territory and eventually
aimed for the whole of the EU.
