PROPOSITION DE MODIFICATIONS DE L'APPENDICE I
CONCERNANT HONG KONG, CHINE
COMMUNICATION DE HONG KONG, CHINE AU TITRE
DE L'ARTICLE XXIV:6 a)1 DE L'AMP
La communication ci-après, datée du 14 février 2014 est distribuée à la demande de la délégation
de Hong Kong, Chine.

1. Conformément au paragraphe 6 a) de l'article XXIV de l'Accord sur les marchés publics (1994),
Hong Kong, Chine notifie au Comité des marchés publics les modifications de pure forme ou
mineures ci-après se rapportant à l'Annexe 1 de l'Appendice I de l'Accord:
a. Remplacer l'entité "Civil Aid Services" par "Civil Aid Service".
b. Les entités "Office of the Telecommunications Authority" (Office de la Direction des
télécommunications) et "Television and Entertainment Licensing Authority" (Direction
des licences pour la télévision et le spectacle) sont remplacées par: "Office of the
Communications Authority" (Office de la Direction des communications).
c.
Renommer les entités ci-après comme suit:
i.
"Post Office" devient "Hongkong Post";
ii. "Secretariat, Independent Police Complaints Council" devient "Independent Police
Complaints Council"; et
iii. "Secretariat, University Grants Committee" devient "University Grants Committee
Secretariat".
2. Les modifications ci-dessus découlent de ce qui suit:
a. Le nom du "Civil Aid Service" a été rectifié.
b. L'Office de la Direction des télécommunications et la Direction des licences pour la
télévision et le spectacle ont été fusionnés pour créer l'Office de la Direction des

condition qu'aucune objection n'y ait été faite dans un délai de 30 jours. Dans les autres cas, le Président du
Comité convoquera le Comité dans les moindres délais. Le Comité examinera la proposition et toute demande
d'ajustements compensatoires, afin de préserver l'équilibre des droits et des obligations et de maintenir le
champ d'application mutuellement convenu du présent accord à un niveau comparable à son niveau antérieur à
la notification. S'il n'est pas possible d'arriver à un accord, la question pourra être traitée ensuite selon les
dispositions de l'article XXII.

passation de marchés, de l'Office de la Direction des télécommunications et de la
Direction des licences pour la télévision et le spectacle ont été reprises par l'Office de la
Direction des communications, à l'exception de la délivrance de licences, fonction qui a
été transférée au Ministère de l'intérieur (Home Affairs Department), figurant déjà à
l'Annexe 1 de l'Appendice I de l'Accord.
c.
Les entités suivantes: "Post Office", "Secretariat, Independent Police Complaints Council"
et "Secretariat, University Grants Committee" ont été renommées comme indiqué au
paragraphe 1 c) ci-dessus.
3. Les modifications ci-dessus n'altèrent pas le champ d'application mutuellement convenu de
l'Accord.
4. La pièce jointe A du présent document indique (en caractères gras, en texte barré ou en texte
souligné) les modifications que Hong Kong, Chine propose d'apporter aux pages correspondantes
de l'Annexe 1 (pages 1/2 et 2/2) de l'Appendice I. La pièce jointe B contient les pages pertinentes,
telles qu'elles se présenteraient après acceptation des modifications.2
