la Fondation Rotary du Rotary International 2015-2016

La Fondation Rotary et le District 1630 du Rotary International mettent chaque année
des bourses à la disposition des étudiants.
La Fondation Rotary est un des pourvoyeurs privés de bourses d’études de niveau
universitaire le plus important au monde. Les Bourses qu’elle attribue sont universellement
reconnues dans le monde
Le District 1630 regroupe 91 Rotary Clubs répartis dans l’Est de la Belgique (77) et le
Grand Duché du Luxembourg (14).

Bourses du District 1630:
Le District 1630 offre six à sept Bourses d’un montant variant entre 2.000 et 10.000 euros. Ces
bourses sont destinées à des étudiants, en sympathie avec l’idéal rotarien, qui ont au moins un
diplôme de 2ème cycle de l’enseignement supérieur ou qui vont l’obtenir à la fin de l’année
académique en cours, et qui souhaitent se perfectionner dans une université ou institution
d'enseignement supérieur à l'étranger (donc en dehors de la Belgique et du Grand Duché de
Luxembourg).
Les candidat(e)s devront respecter les conditions reprises ci-dessous pour postuler et compléter
un dossier (formulaire de demande pour les bourses du District 1630) téléchargeable sur le site
General Application Form 2015-2016 . Les candidat(e)s seront ensuite invités à présenter leur
projet devant un jury composé de membres du district 1630.
A la suite du concours, le jury communiquera le nom des bénéficiaires avec les montants
attribués à chaque lauréat. La décision du jury est prise de façon indépendante, elle est définitive
et il n'y a aucun droit d'appel.
Conditions pour participer à la sélection
1. Le/la candidat(e) (m/f) habite et/ou réside et/ou étudie dans le District 1630 depuis au moins 3
ans.
2. Il/elle a ou va obtenir, à la fin de l’année académique en cours, un diplôme de 2ème cycle de
l’enseignement supérieur.
3. Il/elle veut entreprendre une spécialisation à l’étranger (en dehors de la Belgique et du Grand
Duché de Luxembourg) dans une institution où il/elle est accepté(e).
4. Il/elle connaît suffisamment la langue d’instruction de l’institution choisie et la langue du
pays où elle se situe.
5. Il/elle ne peut pas avoir déjà suivi des études dans l’institution choisie.
6. Il/elle ne peut pas demander le financement d'une continuation d'un programme déjà entamé,
même si cette continuation se passe dans une autre institution.
7. Le/la candidat(e) n’a jamais bénéficié au préalable d’une bourse du Rotary.
8. Le/la candidat(e) doit être prêt et apte à jouer le rôle d’ambassadeur de bonne volonté du
Rotary International, de sa Fondation et du District 1630. Il recevra, si nécessaire, une formation
à cet effet de son club parrain.
9. Il/elle doit rédiger des rapports intermédiaires semestriels et un rapport final couvrant toute la
période de la bourse. Il/elle devra exposer ce rapport final au Rotary Club parrain lors de
conférences organisées à cette fin.

Bourse « Global Grant » de la Fondation Rotary:
La Fondation Rotary finance chaque année des bourses d’études au moyen de subventions
mondiales et de subventions de district.
Pour l’année académique 2015/2016, la Fondation Rotary met à la disposition d’un candidat
parrainé par un club,certifié à cet effet, du District 1630, une bourse financée par une subvention
mondiale (Global Grant) d’un montant de $ 30.000.
Cette bourse est destinée à un(e) candidat(e), qui veut faire carrière dans un des 6 axes
stratégiques de la Fondation Rotary: (téléchargez les 6 axes stratégique du Rotary:DOC 589).






Paix et prévention/résolution des conflits,
Prévention et traitement des maladies,
Eau et assainissement,
Santé de la mère et de l’enfant,
Alphabétisation et éducation de base,
Développement économique et local,
Les candidat(e)s à cette Bourse devront respecter les conditions ci-dessous et, en plus,
compléter un dossier spécifique à cette bourse téléchargeable sur le site www.d1630.org.
Conditions pour participer à la sélection:
1. Le/la candidat(e) (m/f) respecte les conditions mentionnées pour les bourses de District
1630 (voir ci-dessus).
2. Il/elle respecte les règles spécifiques de la Fondation Rotary, en particulier, les points
suivants :
a. Il/elle a un projet d’étude en phase avec l'un des six axes stratégiques de la Fondation
Rotary.
b. Il/elle peut démontrer qu’il/elle a une expérience dans cet axe stratégique et qu'il/elle
continuera à travailler dans cet axe au cours de sa carrière, au-delà de ses études.
c. Il/elle n’est pas :
-rotarien(ne), y compris rotarien(ne) d'honneur ;
-ancien rotarien qui a résilié son adhésion depuis moins de 36 mois ;
-employé, d’un Rotary Club, d’un district du Rotary, d’une entité rotarienne ou
du Rotary International ;
-conjoint(e), descendant(e) en ligne direct(e) (enfants ou petits-enfants par
filiation ou adoption), conjoint(e) de descendants ou ascendant(e) en ligne directe
(parents ou grands-parents) de toute personne appartenant aux catégories cidessus.
3. Il/elle doit avoir un projet d’étude dans un pays où le Rotary est implanté.
4. Il/elle s’engage, après avoir été choisi(e), à remplir une demande online à la Fondation Rotary
du Rotary International (Evanston).
5. Il/elle devra rédiger des rapports intermédiaires tous les 12 mois et un rapport final couvrant
toute la période de la bourse. Il/elle devra exposer ce rapport final au Rotary Club parrain lors de
conférences organisées à cette fin.

6. Les règles générales pour les Global Grants s’appliquent aussi à cette bourse: télécharger
Terms & Conditions for Grants DOC 728.
Les candidat(e)s à cette Bourse seront invité(e) s à présenter leur projet devant le même jury que
pour les bourses du District 1630. Préalablement à cette audition, la Commission Fondation du
District aura examiné les dossiers pour déterminer ceux qui ont le plus de chances d’obtenir une
bourse Global Grant de la Rotary Foundation à Evanston.
A la suite du concours, ce jury sélectionnera le/la meilleur(e) candidat(e) parmi les lauréats
d’une bourse de District. Ce(tte) candidat(e) est donc assuré minimum d’une bourse du District
1630.
Il/elle s’engage, après avoir été choisi(e), à remplir une demande online à la Fondation Rotary
du Rotary International (Evanston). Le club parrain et la Commission Fondation du District
1630 le/la guideront.
La décision finale d’octroi de la Bourse ‘Global Grant’ de 30.000 $ revient, exclusivement et
sans appel possible, au siège de la Fondation à Evanston.
Si cette Bourse sera accordée par la Fondation au/à la candidat(e), elle remplacera la Bourse du
District 1630.
Si, pour des raisons indépendantes de la volonté du/de la candidat(e) , la Fondation Rotary
décide de ne pas attribuer la bourse de Global Grant au/à la candidat(e) sélectionné(e), ce/cette
dernier(e) conserve son droit à sa bourse du District 1630.

Bourses pour la Paix :
(année académique 2016/2017):
Chaque année, le Rotary sélectionne à travers le monde un nombre limité de candidats pour
étudier dans l'un des Centres du Rotary pour la Paix. Les bourses couvrent les frais de scolarité,
l'hébergement et les repas, le transport aller-retour, ainsi que tous les frais de stage.

Deux types de bourse sont proposés.
Master
Réalisé dans une université réputée, ce programme porte sur la prévention et la résolution des
conflits. D’une durée de 15 à 24 mois, il inclut un stage de deux à trois mois pendant les
vacances universitaires. Une cinquantaine de bourses sont octroyées chaque année dans les
universités suivantes :





Duke University and University of North Carolina at Chapel Hill, États-Unis
International Christian University, Japon
University of Bradford, Royaume-Uni
University of Queensland, Australie
Uppsala University, Suède
Certificat
Pour ceux qui comptent déjà une expérience dans les domaines liés à la résolution des conflits,
un programme de trois mois est proposé à la Chulalongkorn University de Bangkok, en
Thaïlande. Un stage sur le terrain est là-aussi effectué pendant deux à trois semaines. Une
cinquantaine de certificats sont décernés par an.

Pour postuler au prochain concours (Bourses pour l’année académique 2016/2017), le/la
candidat(e) demandera un formulaire au club qui le/la parraine, le remplira pour le15 Mars 2015
et présentera son projet devant le jury. Si le candidat est accepté par le jury, le District 1630
fournira des conseils pour introduire le dossier au niveau du Rotary International, mais la
décision finale de financer cette bourse appartiendra à la Fondation Rotary du Rotary
International (Evanston).
Le formulaire 2016-2017 n’est pas encore disponible actuellement.

Procédure pratique de demande,
commune à toutes les Bourses
 Pour rédiger son dossier, le candidat à l’une des Bourses citées ci-dessus doit prendre
contact avec un Rotary club parrain de sa région d’habitation ou d'études. Ce club doit être
certifié.
 Le candidat remplira le formulaire de demande (télécharger le General Application Form
D1630 pour l’année académique 2015-2016 sur General Application Form 2015-2016)
Ce formulaire se compose de 3 parties:
-Le Curriculum Vitae.
-Le projet d'études du candidat et sa motivation.
-La partie relative au club parrain du candidat.
 A cette demande le candidat ajoutera, éventuellement, le formulaire de demande spécifique
à la bourse ciblée, soit :

 Bourse de la Paix: Le formulaire 2016-2017 n’est pas encore disponible actuellement.

Procédure d’évaluation des candidats
L'évaluation se fait sur base du dossier et d’une audition qui aura lieu le 27 ou 28 Mars 2015.
La date et l’horaire précis de cette audition seront communiqués aux candidat(e)s par les
parrains. Les candidat(e)s disposent de 20 à 30 minutes pour se présenter, présenter leur projet et
répondre aux questions qui seront posées par les membres du jury. Les critères d’évaluation sont
le CV, les diplômes acquis, les autres acquis, les activités sociales, le projet d’études et sa
motivation en rapport au plan de carrière envisagé, la connaissance des langues étrangères, les
motivations financières, la connaissance du Rotary International et de sa Fondation Rotary, de la
Belgique et du Grand Duché de Luxembourg.
La présence des candidat(e)s à cette audition est obligatoire.
Les subventions qui sont attribuées aux candidat(e)s lauréat(e)s à la suite de ces concours le sont
de manière irrévocable dans la mesure où le/la candidate respecte ce règlement et aucun recours
n’est recevable.
Remarques
 Le club parrain veillera à ce que les candidat(e)s soient suffisamment préparés pour
l’audition notamment au niveau de la connaissance du Rotary International et de sa
Fondation Rotary, de la Belgique et du Grand Duché de Luxembourg. Il veillera
également à ce que le candidat participe à une réunion du club avant l’audition.
 Les montants et le nombre de bourses seront fixés par le jury. Les bourses ne couvrent
pas tous les coûts. Dans la mesure du possible le montant accordé tiendra compte du coût

de la vie dans le pays choisi, du budget demandé, de la situation sociale, familiale et
financière du candidat et de la cote décernée par le jury.
 Les bourses de District sont versées en trois tranches : 50 % avant le départ, après
présentation d'une copie de la carte d'étudiant (preuve de l’inscription), la deuxième
tranche de 30 % au début du deuxième semestre, à condition que le/la boursier(e)
soumette un rapport et qu'il fasse une déclaration écrite qu'il poursuivra et terminera son
projet. A la fin de chaque semestre, le/la boursier(e) rédigera un rapport et à la fin du
cycle d’étude un rapport final. A la réception du rapport final, il recevra les 20% restants
et à son retour il s’engage à réaliser une présentation orale à son club parrain.
 Les versements de la Bourse de la Fondation se font au fur et à mesure des dépenses,
preuves de paiement à l'appui.

Global Grants Scholar Application
Rotary Foundation Global Grants can be used to fund scholarships with sustainable,
high- impact outcomes in one of Rotary’s six areas of focus: peace and conflict
prevention/resolution, disease prevention and treatment, water and sanitation,
maternal and child health, basic education and literacy, economic and community
development.
You must submit this completed scholarship application form to a Rotary club in the
area of your legal or permanent residence or place of full-time study or employment.
Do not forward this application to The Rotary Foundation.

AGREEMENT
If TRF agrees to provide me a Global Grant Scholarship, I understand and agree that:
1.
I have been provided with a copy of the Terms and Conditions for Rotary Foundation District
Grants and Global Grants (“Terms and Conditions”) and will adhere to all policies that apply to
scholarships and the proper use of the funds awarded by TRF.
2.
I am not: (1) a Rotarian; (2) an employee of a club, district, or other Rotary entity, or of
Rotary International; (3) the spouse, a lineal descendant (child or grandchild by blood or stepchild,
legally adopted or not), the spouse of a lineal descendant, or an ancestor (parent or grandparent by
blood) of any person in the foregoing two categories.
3.
My scholarship is provided for direct enrollment at the approved study institution, and my
award funding is intended to defray my expenses only during my scholarship period as approved by
TRF. No other person’s expenses, either directly or indirectly, will be covered by my award funding.
4.
Depending on tax laws in my home and host countries, the scholarship may be taxable to me
in part or in full, and I acknowledge that I am solely responsible for investigating and paying all taxes
that pertain to the funding of my scholarship or otherwise result from residency in my home country.
5.
I will live in the immediate vicinity of my approved study institution and in my host district so
that I can participate in the Rotary club and district activities of my host district.
6.
Deferral or postponement of studies after the scholarship study period has begun will not be
considered or approved.
7.
The duration of this scholarship is for consecutive terms within the approved scholarship
period at the study institution; this scholarship is only for the graduate level (or equivalent)
program(s) approved by TRF; and under no circumstances will this scholarship be extended beyond
the approved time period.

8.
I will be responsible for arranging travel to and from the study institution and will follow all
travel policies listed in the Terms and Conditions.
9.
I will keep my international and host sponsors and my global grant coordinator at TRF
advised of my current mailing address, telephone number, and e-mail address at all times before,
during and after my study period.
10.
I will participate in mandatory pre-departure orientation activities offered by the sponsor
Rotary club or district and club and district activities during the term of my scholarship as requested
by my sponsors.
11.
I will submit progress reports every 12 months for the term of my scholarship including a
final report one month before completion of my scholarship period. I will send copies of my reports
to TRF and the sponsoring Rotary clubs or districts.
12.
I will exercise good judgment in expressing opinions regarding controversial, political, racial,
or religious issues so as to avoid offending others. In addition, I will abide by the local laws of my host
country.
13.
Rotary International (RI), TRF, my approved study institution, and any Rotary district, club, or
individual Rotarian are in no way responsible for enabling me to pursue my studies beyond my
scholarship period. If I choose to pursue studies beyond that period, all expenses will be my
responsibility.
14.
I will refrain from engaging in dangerous activities for the entirety of the scholarship period. I
further confirm that I understand and agree to the following:
•
I am solely responsible for my actions and property while participating in and
traveling to and from grant activities.
•
While participating in this scholarship, I may be involved in some dangerous activity
including exposure to disease, injury, sickness, inadequate and unsafe public infrastructure,
unsafe transportation, hazardous work conditions, strenuous physical activity, inclement
weather, political unrest, cultural misunderstandings, issues resulting from noncompliance
with local laws, physical injury or harm, and crime and fraud. I understand these risks and
assume all risks involved with this scholarship.
•
I do hereby release RI/TRF from any liability, responsibility, and obligation, either
financial or otherwise, beyond providing the grant.
•
I shall be solely responsible for any and all costs and damages for any illness, injury,
or other loss (including loss of consortium and emotional loss) incurred or suffered
participating in, traveling to or from the grant activity, or otherwise related to the provision
of the grant.
15.
Scholars who engage in any type of medical practice or activity including but not limited to
routine medical procedures, surgical procedures, dental practice, and contact with infectious
diseases are reminded they are solely responsible (including providing for adequate insurance) for
any and all liability that may arise from their participation in this activity.

16.
I do hereby release RI/TRF from any liability, responsibility, and obligation, either financial or
otherwise, beyond providing the scholarship, and am responsible for all costs not covered by the
scholarship. I do hereby agree to defend, indemnify and hold harmless RI/TRF from and against all
claims (including, without limitation, claims for bodily injury or property damage), demands, actions,
damages, losses, costs, liabilities, fines, expenses (including reasonable attorney’s fees and other
legal expenses), awards and judgments asserted against or recovered from RI/TRF arising out of any
act, conduct, omission, negligence, misconduct, unlawful acts, or violations of any of the terms and
conditions that apply to this scholarship. The foregoing includes, without limitation, injury or damage
to the person or property of RI/TRF or any third party, whether or not subject to any policy of
insurance.
17.
I will secure, for the duration of the trip, travel medical and accident insurance that includes
the following minimum limits of benefits:
•
US$250,000 or equivalent for medical care & hospitalization for basic major medical
expenses, including accident and illness expense, hospitalization, and related benefits
•
US$50,000 or equivalent for emergency medical evacuation
•
US$50,000 or equivalent for repatriation of remains
•
US$500,000 or equivalent for professional liability insurance for those grant
recipients who will be providing professional services
I understand that this insurance must be valid in the country(ies) that I will travel to and visit during
the duration of my participation, from the date of departure through the official end of the trip.
Upon request, I will provide to the host sponsor, international sponsor, and TRF a certificate of
insurance evidencing the required coverages.
I understand that by requiring insurance herein, RI/TRF does not represent that these coverages and
limits will necessarily be adequate to protect me. I should consult with an insurance professional to
determine which coverages and limits will be adequate to cover me in the geographical location(s)
visited.
I understand that RI/TRF does not provide any type of insurance to the scholar.
18.
If I, because of serious illness or injury, am unable to complete the terms of this Agreement
and must return home, TRF shall pay for transportation home. RI/TRF shall not assume any additional
costs including the cost of any medical care or treatment, now or in the future.
19.
All logistical arrangements relating to transportation, language training, insurance, housing,
passports, visas, inoculations, and financial readiness are my responsibility and not that of any
individual Rotarian, Rotary club or district, RI, or TRF.
20.
I will abide by all TRF decisions related to travel safety. Therefore, if TRF determines, in its
sole discretion, at any point in the scholarship period that my safety in the country where I am

studying could be or is at risk, TRF may require that I return home immediately. In such instances, I
agree further to abide by TRF’s decision as to the subsequent availability of my scholarship.
21.
Any actions of mine that result in the following situations will be properly construed as
sufficient grounds for revocation of my scholarship: (a) failure to complete all pre-departure
requirements in a timely manner; (b) failure to keep my sponsoring club and district and my global
grant coordinator at TRF advised of my current mailing address, telephone number, and e-mail
address at all times; (c) failure to maintain good academic standing pursuant to university standards
throughout the scholarship period; (d) evidence of misconduct; (e) failure to submit reports on time;
(f) change in course of study or program without the written consent of TRF; (g) withdrawal from the
institution or course of study or program of training prior to the expiration of the term of the award;
(h) failure to remain in the approved host district for the duration of the scholarship award; (i)
deficient knowledge of the local language in the country of study; (j) failure to adequately fulfill the
terms and conditions of this agreement, or other TRF policies; and (k) any contingency preventing me
from fulfilling all the obligations of the scholarship. My host or international district(s) may also
request that my scholarship be revoked on any of the above grounds.
22.
If I terminate my scholarship, or if my scholarship is terminated by TRF, I forfeit all rights to
any additional TRF funding and will return any unused portion of my award.
23.
I will promptly return any unused grant funds to TRF.
24.
TRF is permitted to share my name and contact details with other scholars and Rotary
districts upon request. Unless I indicate otherwise in writing, by submission of any photos in
connection with my report(s), I hereby give publication rights to RI and TRF for promotional purposes
to further the Object of Rotary, including but not limited to RI and TRF publications, advertisements,
and websites. I also authorize RI and TRF to share photos from my final report with Rotary entities for
promotional purposes to further the Object of Rotary.
The laws of the State of Illinois shall govern all matters arising out of or relating to this Agreement,
including, without limitation, its interpretation, construction, performance, and enforcement. Any
legal action brought by either Party against the other Party arising out of or relating to this
Agreement must be brought in either the Circuit Court of Cook County, State of Illinois or the Federal
District Court for the Northern District of Illinois. Each Party consents to the exclusive jurisdiction of
these courts, and their respective appellate courts for the purpose of such actions. Nothing herein
prohibits a party that obtains a judgment in either of the designated courts from enforcing the
judgment in any other court.
Please confirm the following:
I have read and agree to the Terms and Conditions of Rotary Foundation District Grants and Global
Grants and the above terms of agreement associated with my participation in this grant.
I meet the medical requirements for international travel and all grant activities during the scholarship
period.

I understand that I am required to secure travel medical and accident insurance as outlined in the
scholar agreement and that I must provide details about these coverages in the emergency contact
section above. I understand that this insurance must be valid for all countries visited during the
scholarship period.
I understand that Rotary International and The Rotary Foundation do not provide any type of
insurance to scholars.
I release The Rotary Foundation from any and all liability with regard to my involvement in this grant.
