Position Paper on the Impacts of Palm Oil Expansion in the Congo Basin Region by
Civil Society and Indigenous Peoples Organizations
Douala, Cameroon, December 2-4, 2014
Conscious of the fact that Congo Basin forests are critically important to forest peoples’
lifestyles, sustainable human development, preservation of biodiversity and global
climate regulation;
Conscious of the will of Congo Basin States to diversify their economies in order to
achieve their development goals;
Recognizing the historical role of palm oil for communities’ livelihoods and its potential
as a promising sector for economic development;
Concerned to reconcile economic development related to palm oil production with
respect for human rights, social justice and environmental sustainability;
Concerned also about previously demonstrated and foreseeable negative impacts of the
expansion of palm oil production on communities, the environment and economies of
Congo Basin Countries;
Noting that the recent expansion of industrial palm oil is insufficiently regulated by our
countries laws which lead to harmful social and environmental outcomes;
Gathered in Douala, Cameroon during a workshop on the impacts of palm oil
expansion in the region, Civil Society and Indigenous Peoples’ Organizations from
Cameroon, the Central African Republic, the Democratic Republic of Congo,
Gabon, and the Republic of Congo recommend the following actions to
governments:

Zero conversion of primary forests and high conservation value areas as well as
the maximum limitation of conversion of natural forests into palm oil plantations;

The recognition and protection of local communities and indigenous peoples’
customary land rights while allocating lands for agriculture especially for palm oil
development;

The full respect and implementation of Local communities and Indigenous
Peoples’ Free, Prior and Informed Consent (FPIC) when allocating lands
especially for palm oil development;

Transparency and involvement of all stakeholders, including civil society and
communities, in the land allocation process and in the monitoring of agricultural






concessions
The elaboration and participatory implementation of national land use planning
and zoning plans as a prerequisite of land allotment, specifically for palm oil
expansion;
The development and harmonization of agricultural policies which take into
account national and international standards related to human rights and
environmental protection;
The improvement of inter-ministerial coordination within each State;
The compliance with laws and regulations in force, including the respect of
workers' rights and the implementation of environmental and social assessments
The establishment of participatory benefit sharing and grievance mechanisms
related to palm oil production;
The promotion of small-scale family farming for palm oil production.
