L'Aéroport de Charlo Les membres sont priés d'être prêts à prendre une position à la réunion de janvier (lorsque les exercices de budgets sont finalisés), concernant la contribution financière dont ils sont prêts à s'engager à l'aéroport de Charlo. Members are asked to be ready to take a position at the January meeting (once all budget exercises are finalized), regarding the financial contribution they are prepared to commit to the Charlo Airport. Nomination à l’Association touristique Membre Marc Thibeault a exprimé son intérêt d'être nommé comme représentant au conseil de l'association touristique régionale. Il a été en contact avec l'association existante et il considère avec quel comité qu'il serait à l’aise. Le Conseil Charlo Airport Tourism Association Appointment Member Marc Thibeault has expressed interest in being named as representative to the Regional Tourism Association. He has been in contact with the existing association and is considering which committee he feels he would best be suited. Les Montagnards Les Montagnards Outdoors Club has requested that the Commission support their request that Sugarloaf Provincial Park (Department of Tourism, Heritage and Culture) purchase new trail grooming equipment for the cross-country ski trails. Minutes/Procès-verbal – 2013-12-19 4/7 Ministre Danny Soucy Une réponse a été reçue du ministre Soucy pour informer la Commission qu'une décision concernant la poste de Gestionnaire de services locaux n'a toujours pas été prise, mais que nous serons tenus informés sur la question. A response was received from Minister Soucy informing the Commission that the future status of the Local Service Manager position is still under consideration but that we will be kept informed on the matter. 4. e. COMMITTEE REPORTS Négociations Red Pine Minister Danny Soucy Negotiations on Red Pine La prochaine réunion du comité aura lieu en janvier pour renforcer leur position avant les rencontres avec les autres régions et ensuite de nouveau avec Chaleur pour les négociations initiales en février. C'est important de noter que pour les déchets solides, nous sommes un client important, pas un « partenaire ». The next meeting of the committee will be held in January to strengthen their position before meeting with other regions and then again with Chaleur for initial negotiations in February. DEPARTMENTAL REPORTS Directrice générale et activités en matière de services communs Executive Director & Collaborative Activity La Directrice générale a présenté son rapport. The Executive Director presented her report. Transfert aux fonds de réserve Transfers to Reserve Funds Il a été proposé et appuyer (Soucy/Tremblay) que la CSR2 transfert les montants suivants aux fonds de réserve : 21 900 $ pour Urbanisme (opérations) 75 000 $ pour Déchets solides (capital) Adopté. It was moved and seconded (Soucy/Tremblay) that the Regional Service Commission 2 transfer the following amounts to reserve funds: $21,900 to Planning (operations), $75,000 to Solid Waste (Capital). Carried. Minutes/Procès-verbal – 2013-12-19 5/7 Déchets solides Solid Waste Le directeur de services de déchets solides a présenté son rapport au conseil. The Director of Solid Waste Services presented his report to the board. Urbanisme Planning Le directeur discute la prochaine réunion du CCMU qui aura lieu le 15 janvier 2014. Une séance de formation se tiendra avant la réunion afin de familiariser les nouveaux membres avec les règlements ainsi que de leur présenter le personnel de la Division d'urbanisme. The Director discussed the upcoming PRAC meeting which is to be held 15 January 2014. An orientation session is to be held prior to in order to familiarize new members with the regulations and procedures as well as to make introductions with the staff of the Planning Services Division. 6. AUTRES AFFAIRES 6. OTHER MATTERS Plan régional Le ministère s'attend à avoir un cadre de travail avant la fin de l'année. Regional Plan The Department expects to have a framework before the end of the year. Ancienne école de Saint-Arthur (M. Thibeault) M. Thibeault a demandé le soutien de la Commission pour une demande au ministre Claude Williams. Dans une lettre ébauche qu'il a lu au conseil, M. Thibeault demande qu'une nouvelle utilisation se trouve à l'ancienne école Saint-Arthur et que le Bureau des ressources naturelles, qui se trouve actuellement à Campbellton, soit déplacé au bâtiment inutilisé. Cette question sera mise sur l'ordre du jour pour examen à la prochaine réunion. Former Saint-Arthur school (M. Thibeault) Mr. Thibeault asked for the Commission’s support for a request to Minister Claude Williams. In a draft letter that was read to the board, Mr. Thibeault requests that a new use be found for the former Saint-Arthur School and that the Natural Resources Office, currently located in Campbellton, be moved to the unused building. This matter will be put on the agenda for consideration at the next meeting. NOTE: Le 20 décembre, M. Thibeault a envoyé un courriel aux membres les information qu’il retirait sa demande à la CSR. Maritime Bus (C. Tremblay) Il a été demandé que les membres apportent un soutien à Maritime Bus que leur licence vient à échéance. Suggestions ont été faites que les municipalités encouragent l'utilisation du service par les résidents et les entreprises à la fois pour les passagers et les services de colis et que les membres publient des annonces pour promouvoir l'utilisation. th NOTE: On Dec. 20 , Mr. Thibeault emailed the members and informed them that he is retracting this request to the RSC. Maritime Bus (C. Tremblay) It was asked that the members provide support to Maritime Bus as their license is coming up for renewal. Suggestions were made that municipalities encourage the use of the service by residents and businesses for both passenger and parcel services and that members publish announcements locally to promote the use. Policing Financing Que les 7 municipalités concernées de la CSR2 se voient imposer en moyenne 16 510 $ de plus pour les services de police : o Atholville 15 156 $ o Balmoral 17 932 $ o Charlo 12 113 $ o Dalhousie 35 444 $ o Eel River Crossing 15 319 $ o Kedgwick 10 062 $ o Tide Head 9 544 $ Moyenne : 115 570 $/7 = 16 510 $ That the seven municipalities of the RSC2 are imposed on average $16,510 more for police services: o Atholville $15,156 o Balmoral $17,932 o Charlo $12,113 o Dalhousie $35,444 o Eel River Crossing $15,319 o Kedgwick $10,062 o Tide Head $9,544 Average : $115,570/7 = $16,510 Que les 7 municipalités concernées de la CSR2 se voient imposer en moyenne une augmentation de 1,95 cent de leur taux de taxe foncière. It was moved and seconded (Bernard/MacIntosh) that the RSC2 requests an emergency meeting and promptly with the Premier and Ministers of Environment/Local Government, Public Safety and Justice, to discuss the iniquity as to the costs of police services fees for its 7 municipalities. There was consensus among members that Mayor Charles Bernard shall act as spokesperson for this matter. 7. PROCHAINE RÉUNION 7. NEXT MONTHLY MEETING La prochaine réunion aura lieu jeudi 23 janvier 2014. The next monthly meeting is to be held Thurdsay, 23 January 2014. L’horaire des réunions prévues pour 2014 était distribué avec l’ordre du jour. Les réunions auront normalement lieu le 4e jeudi de chaque mois à l'exception de février, juin, septembre et décembre. The proposed 2014 Schedule of meeting dates was circulated with the agenda. Meetings are normally held the 4th Thursday of the month with the exceptions of February, June, September, and December. 8.
