INTRODUCTION The TMT/DAPEC Secretariat/SVP Office is in the process of compiling documents and briefings related to the Bank’s Development and Business Delivery Model (DBDM) for the approval of the Board of Executive Directors and for the upcoming retreat for the Vice Presidents, newly appointed Directors General, Country Managers, Acting Vice Presidents and outgoing Regional Directors as part of its mandate. This requires the urgent services of a Consultant Editor for this task. The TMT core mandate are (i) to ensure rigorous, transparent and efficient implementation of the new Development and Business Delivery Model (DBDM) and (ii) to deliver timely and effective related institutional reforms. The TMT is also charged with the reorganization and further improvement of the Bank’s core capabilities through the implementation of the recently approved organizational structure for the Bank’s Delivery and Business Development Model (DBDM). The reform aspects of the DBDM including streamlining key processes: implement performance-based contracts culture, shorten the recruitment process, streamline project cycle, increase disbursement and redesign procurement process; drive right delivery of change: appoint a dedicated team to function within the TMT and charged to put in place effective governance structure to oversee the transformation process. Further key areas to be considered by the TMT during the implementation of the DBDM include that of building consensus and commitment, creating a change story, developing an internal communication strategy and shifting mindset and behavior. 2. DUTIES AND RESPONSIBILITIES The duties of the Consultant Editor are: 1. To ensure effective, efficient and speedy editing of the documents related to the DBDM and the retreat; 2. Assist in the preparation of urgently needed documentations; 3. To write short document as necessary; 4. Perform other related duties as may be required. 3. LENGTH OF ASSIGNMENT The assignment is expected to commence on 12th December 2016 and will be for twenty (20) working days. 4. Qualifications Master’s degree in communication, journalism, linguistics, international relations, or its equivalent. A Master’s degree in Law or any Social Science is an added advantage. At least 10years experience in English editing or journalism preferably in an international organization. Mastery of English, with expert knowledge of French Solid writing skills for different platforms Knowledge of editorial policies and practices of the Bank Knowledge of AfDB priorities and terminology Mastery of Bank standard software, in particular, Excel, Word, PowerPoint The successful candidate will, in certain circumstances, be expected to work beyond official working hours Capacity to follow up and monitor publications with printers Given the time constraint, the Bank may utilize direct negotiation where an appropriate candidate has been previously identified. 5.
