Community Achievements:
Dick Kemp has served for four years as the
Advisory Council Chairman of the Salvation
Army Adult Rehabilitation Center. As Chairman,
he coordinated construction of a new $8.5 million
facility at no cost to the community. Four retail
stores selling reworked, donated merchandise pay
all operating costs of the ARC which houses up to
118 men who are in rehabilitation and counseling.
Dick was also responsible for negotiating the
Brackenridge Tract Agreement, which preserved
Lion’s Municipal Golf Course for the City for an
additional 55 years. The negotiated land plan on
the 500-acre Brackenridge Tract in Central Texas
was signed into law in the 71st Legislative session.
The land is now developed through sale or lease
and has provided the University of Texas with
millions of dollars. The City of Austin receives
taxes on land formerly untaxed.
Dick Kemp was also instrumental in preventing
the privatization of the municipal golf courses in
Austin. This agreement preserves significantly
lower fees for the public than if the courses were
run by a “for profit” organization paying ad
valorem and sales taxes.
Dick was invited by Congressman Jake Pickle to
address the Resolution Trust Corporation (RTC)
regarding problems with the Savings and Loan
Institution and the RTC, as well as issues which
resulted in owner financing of distressed
properties by the RTC.
