I express my feelings of satisfaction for the work of the IGF in the
term of my presidency.
During the latest years, the presidency has given to the IGF a new
vitality accompanied by concrete
activities and positive results.
Previously, there were only 10
European federation members to
the IGF, but a serious work permitted 25 countries to enter into our
organization including representatives of America and Africa.
I also hope in the adhesion of Asia
and Oceania and all the European
countries as soon as possible.
I assume that all the members of
the IGF look forward to the adhesion of the new countries, because
this is the reason of the IGF vitality.
The extension of the IGF all over
the world would give it power and
consequent operative possibilities.
The aim of the IGF is to realize
cultural exchanges between groups
of member federations.
Our youth must have the possibility to meet and grow within human
and cultural contacts.
Every federation can organize
meetings, be in touch with other
federations and develop traditional
culture.
I remind all the IGF members that
they represent their groups and not
themselves, as happens in other
folklore organizations.
We dispose a valued patrimony of
young people that must be helped
to achieve good results and to meet
the traditional values.
We have the responsibility of
thousands of persons; therefore, it
is necessary to be conscious that
we are working for their cultural
growth!
J´exprime mes sentiments de satisfaction pour le travail de l´IGF dans
l´époque de ma présidence.
Dans les années dernières, la présidence avait donné à l´IGF une nouvelle
vitalité, accompagnée par des activités
concrets et des résultats positifs.
Auparavant, il n´y avait que 10 fédérations européennes adhérent à l´IGF,
aujourd´hui, 25 pays sont membres de
notre organisation y compris les représentants de l´Amérique et l´Afrique.
J´espère que l´Océanie et l´Asie
comme tout les pays de l´Europe
deviennent le membre le plus tôt possible.
Je pense que tout les pays membres
de l´IGF se réjouissent de l´adhésion
de nouveaux pays membres, parce
que c´est le raison d´être de la vitalité
de l´IGF.
L´extension de l´IGF dans tout le
monde lui donnerait la puissance et
des possibilités efficaces.
Le but de l´IGF c´est tout d´abord
la réalisation des échanges culturelles parmi les groups des fédération
membres.
Il faut que notre jeunesse a une possibilité de se rencontrer et de grandir
dans les contact humaine et culturels.
Chaque fédération peut organiser
des rencontres, être en contact avec
d´autres fédérations et développer des
cultures traditionnelles.
Je rappelle à chacun qu´il représente
son group et pas sa personne, ce
qu´arrive dans les autres organisations
folkloriques.
Nous disposons d´une jeunesse à
laquelle nous devrons aider d´obtenir
des résultats positifs et de rencontrer
des valeurs traditionnelles.
Nous sommes responsables de
milliers de personnes, pourtant il est
nécessaire que nous nous rendons
compte de travailler pour leur épanouissement culturel.

and care will be rewarded by the
recognition of UNESCO.
It is impossible that UNESCO
would not be regardful of our activities all over the world: It’s up to us
to decide if the IGF should become
better to give more positive image.
Je suis sûr que notre engagement et
soin seront reconnus par l´UNESCO.
Cen´est pas possible que l´UNESCO
ne serait pas reconnaissant de nos
activités dans le monde entier.
C´est à nous à décider si l´IGF devrait donner des impressions encore
meilleurs.

The Swiss federation for costumes (STV) is an association that doesn’t organize festivals itself, but its
members represent Switzerland abroad and the association acts very often as a contact agent.
The STV cares, supports and renews Swiss customs (dancing, singing, music, theatre, dialect). As the
association, the STV wants to connect together «folklore costume people» within the country and to look for
foreign associations with the same interests.
In 2003, the STV organized “customs week”, a week
of dancing, singing, music, theater and handcrafts,

une association qui n´organise pas des festivals ellemême, mais ses membres représentent la Suisse
dans le monde et agit souvent somme un agent de
contact.
La Fédération a pour but
l’étude et la rénovation des
costumes populaires, de la
musique populaire, de la
chanson populaire, du théâtre populaire, de la danse
populaire, du dialecte et,
en général, de l’ensemble
des traditions populaires.
La FNCS voudrait contacter
peuple folklorique en Suisse
et aussi chercher des associations étrangers avec les
mêmes intérêts.
En 2003, la FNCS a organisé „semaine des coutumes”
en Fiesch, une semaine des
danses, chants populaires, musique, théâtre et produits fait à la main, fondés sur les traditions suisses.
Pour cette occasion, la FNCS a produit un CD de
vois traditionnels, accompagné par la description de
la danse en deux langues. Parmi les 600 visiteurs en
Fiesch, nous trouvons toujours des clients étrangers.
L´année dernier, en 2004, le premier festival folklorique suisse de danse a été organisé dans la pittoresque ville de Baden. Près de 3000 visiteurs de Suisse

based on Swiss traditions. For this occasion, the STV
produced a CD with traditional sounds and a dance
description in two languages. We always find foreign
guests among 600 people, who visit the STV in Fiesch.
Last Year, the first Swiss folklore dance festival took
place in the picturesque city of Baden. About 3000 visi-

tors from Switzerland
and all over the world
came to see the national dances presented
under the blue sky in the
city of Baden. As a typical land of immigration,
Switzerland shows not
only dances from different parts of the country;
you can also find there
groups from Finland
and Croatia showing
their traditional dances
in the street. On diverse
indoor and outdoor
stages there were to
see not only traditional
dances, but also historical dance groups, ballet
groups with own choreographies and dances created for - and performed by
- adult (a growing scene in Switzerland).
First week in September 2005, the association is
proud to present «Unspunnenfest». 200 years ago,
thousands of people came to the very same place to
experience and see Swiss customs and traditions. The
alpine tourism was born!
At this special anniversary in Interlaken, we are looking forward to welcome delegates from the countries
cooperating with the IGF and it will be a great honor
for us to call them our guests between 2nd and 5th
September 2005.

même place pour faire l´expérience et pour voir des
coutumes et traditions suisses. Le tourisme alpin a
été né!
On nous ferait plaisir d´accueillir à Interlaken des
délégués de pays tiers coopérant avec le IGF entre le
2 et 5 Septembre 2005.

IGF MEETING - TOULOUSE
RENCONTRE DE L´IGF - TOULOUSE
The IGF meeting took place in Toulouse from 24th to
26th October 2003. The French Confederation headed
by the president Claude Sarrail offered a cordial and
hearty hospitality in this wonderful city.
The welcome given to the IGF Board by the Mayor of
Toulouse in the splendid town hall was an honor and a
pleasant surprise.
The meeting was the occasion to consider the importance of the organization representing all the European and extra European federations and consequent
necessity to work for the IGF growth.
President Lillo Alessandro with his active and enthusiastic trend invited to work for cultural and human
support of all national activities regarding traditional
culture.
Le rencontre de l´IGF a été organisé de 24 à 26
Octobre 2003. La confédération française dirigée par
le Président Claude Sarrail a offert une hospitalité
cordiale dans la ville magnifique.
Le bienvenu que le maire de Toulouse a donné au
Comité de l´IGF dans l´hôtel de ville splendide a été
l´honneur et une surprise agréable.
Le rencontre a été l´occasion de reconsidérer
l´importance de l´organisation représentant toutes les
fédérations européennes et extra européennes et la
nécessité conséquente de travailler pour la croissance
de l´IGF.
Le Président Lillo Alessandro avec ses activités et
l´enthousiasme a invité à travailler pour le support
culturel et humain de toutes les activités nationales
concernant la culture traditionnelle.

IGF MEETING - MOSTAR
RENCONTRE DE L´IGF - MOSTAR
The IGF meeting took place from 17th to 19th September 2004 in Mostar. Anka Raic, the IGF member,
gave a kind hospitality and organized the event with
great care.
The IGF Board permitted to point out the problems to
discuss and resolve for a better future of the IGF.
All participants were invited to a concert of religious
songs of Bosnia and Herzegovina, dedicated to them.
It was an important moment of a great cultural
value.
The meeting with the authorities in the town hall was
very touching for the recalling of sad memories and
permitted to express feelings of solidarity.
Le rencontre de l´IGF a été organisé de 17 à 19
Octobre 2004 à Mostar. Anka Raic, le membre de
l´IGF a donné une hospitalité gentille et elle a organisé
cet événement avec un grand soin.
Le Comité de l´IGF a discuté des problèmes pour le
meilleur future de l´IGF.
Tout les participants ont été invité à participer
au concert des chansons religieuses de Bosnie et
Herzégovine, destiné à eux.
Ça a été un moment important d´une grande valeur
culturelle.
Le rencontre avec les autorités dans l´hôtel de ville
a été très émouvant et a permit d´exprimer des sentiments de solidarité.

The FITP, the Italian Federation of Popular Traditions, carries on an intense research work in the field
of traditional culture.
The FITP is an organization recognized by the Ministry of Interior decree n.10-1507-I2000A (74).
The FITP promotes the cooperation among Italian
folklore groups (400), coordinates the most important
national and international festivals in Italy and secures
the relationship among various groups from different
countries.
La FITP, la Fédération Italienne des Traditions Populaires, effectue un travail de recherche intense dans le
domaine de la culture traditionnelle.
La FITP est une organisation reconnue par le Ministère de l´Intérieure par le décret n.10-1507-I2000A
(74).
La FITP promouvait la coopération entre les groups
folkloriques italiennes (400), coordonne les festivals
nationaux et internationaux les plus important en Italie
et assure les relations entre les groups variés de différent pays.
La FITP élargie une collaboration précieuse avec des conseils
scientifiques de professeurs des
Universités Italiennes.
La FITP organise chaque
année “Italia e Regioni“, une
rencontre où sont présent des
experts fameux de la culture
populaire qui donne des propositions pour achever des buts de
la FITP.
Des groupes nationaux présent leur spectacles dans les
rencontre “Les Jeux Italiennes
Populaires et Championnat du
Sport”.
La FITP organise aussi chaque année ”Il Fanciullo e il 10 Folklore”, une rencontre
de groups d´enfants folkloriques avec la participation
des écoles primaires et secondaires.
Dr. Lillo Alessandro avait été le Président de la FITP
plus que 20 ans: grâce à son compétence et passion,
la FITP s´épanoui dans la qualité et l´importance.

with a scientific council of Italian university’s professors.
The FITP organizes every year “Italia e Regioni“, a
meeting with the presence of famous experts on popular culture who give propositions how to achieve the
FITP aims.

En 2003, la Fédération Italienne des Traditions
Populaires a organisé le rencontre “Il Fanciullo e
il FoIklore” en Cascia-Umbria (4-6 Avril) avec la
participation de 28 groups d´enfant et la présence
signifiant de leurs apparentés et instituteurs. Les
enfants ont travaillé avec le thème “La cuisine
traditionnelle des place d´origine”. Le rencontre “Italia
e Regioni “ a été organisé en Avezzano-Abruzzo (5-7
Septembre) avec la présence de 19 groups Italiens.
Les groups ont présenté leurs recherches pendant le
Carnaval. Pendant l´année, la fédération a organisé

The FITP organizes also every year ”Il Fanciullo e

for more than twenty years: thanks to his competence
and passion, the FITP has grown in site, quality and

Carnival. During the year, the
federation organized some stages of dance in different Italian regions with the collaboration of university
professors, experts on popular culture. The FITP realized many cultural exchanges between Italian groups
and European and extra European associations.

The FITP organized “Il Fanciullo e il Folklore“ in
San Giovanni Rotondo-Puglia (21ST – 23RD March)
with the participation of 18 children groups and
many representatives of Italian schools. The children
worked on the theme “Education and learning in the
oral tradition”. The meeting “Italia and Regioni” took
place in Cascia- Umbria (5TH – 7TH September) with the
presence of 11 folklore groups. The groups presented
their researches on the theme “Magic custom and
divination”. During the year, the federation organized
some stages of dance in some Italian regions. At the
end of the stage, all participants obtained a diploma of
the teacher of popular dance. On 31st October Italian
Federation organized “The Folklore for the Life”, a day
during which all the members of folklore associations
gave their blood from solidarity with suffering people.
The FITP realized many cultural exchanges.

participation de 18 groups d´enfant et beaucoup de
représentatives des écoles italiennes. Les enfants ont
développé le thème “L´Education et les études dans
la tradition orale”. Le rencontre “Italia and Regioni”
a été organisé en Cascia-Umbria (5-7 Septembre)
avec la présence de 11 groupes folkloriques. Les
groupes ont présenté leurs recherches à la thème
“Des coutumes magiciennes et la révélation”. Pendant
l´année, la fédération a organisé quelques stages de
danses en quelques régions Italiennes. A la fin de la
stage, tous les participants ont obtenu un diplôma de
professeur de danses populaires. Le 31er Octobre la
Fédération Italienne a organisé “Le Folklore pour la
vie”, une journée pendant lequel tous les membres
des associations folkloriques ont donnés leurs sang
de la solidarité avec les gens qui souffrent. La FITP a
réalisé beaucoup d´échanges culturelles.

DRUŽINA
Družina is the name of the Croatian
association of folklore groups. It was
founded in 1992 and its centre is located in Zagreb. It consists of 40 folklore
groups and other legal bodies, as well as
fifty individuals (honorary members). Its task
is to preserve Croatian tradition; it is involved
in research activities, represents the traditional heritage and tries to use it in everyday life. The main aim
was to represent Croatian folklore heritage in Croatia
and abroad through different folklore festivals of local
or international character, youth exchange through the
Europe and the world. The stress was put on the cooperation with young people, especially with students
of ethnology at Zagreb University.
Družina, c´est le nom de l´association
croate de groupes folkloriques. Elle a
été fondé en 1992 et son centre est
situé en Zagreb. Elle regroupe 40 groupes folkloriques et d´autres institutions, 50
individuels (membres honorables) inclus.
Son but, c´est de préserver la tradition croate;
elle est englobée dans les activités de recherches,
elle représente l´héritage traditionnel et essaye de
l´appliquer dans la vie quotidienne. Le but principal
c´est de représenter l´héritage folklorique croate en
Croatie et également en étranger dans les festivals
folkloriques différents soit d´un caractère local soit
international, des échanges de jeunesse en Europe et
dans le monde. L´accent a été mis sur la coopération
avec la jeunesse, particulièrement avec des étudiants
de l´ethnologie à l´Université Zagreb.

The Czech Republic became an integral part of the
EU only on the 1st May 2004. However, there are not
so many states in Europe that can offer such a broad
heritage, whether material or cultural. The Folklore
Association of the Czech Republic is a voluntary and
interest organization that joins dancers, singers and
musicians associated in folklore ensembles. The office of the Folklore Association is located in Prague,
Senovážné nám. 24. The Folklore Association groups
395 folklore ensembles and some 13.500 individual members. It cooperates with 17 regional units that include all the ethnographic regions of the country. The
children’s folklore groups form
more than 70 percent of the
association’s membership.
The Folklore Association
is a member organization of the IOV and the
IGF. It is also a member
and a promoter of the
Czech section of the
CIOFF. The Folklore
Association
cooperates with international
organizations and has
direct contacts with
other national folklore
associations all around
the world. The office

can offer you contact
addresses of Czech
folklore ensembles, arrange their participation
in folklore events in your
country, as well as give you
information about folklore
festivals and events and folklore background in the Czech
Republic. Participation of foreign
partners in particular programs
can also be arranged. The Folklore
Association could be your first partner
if you need to arrange performance of a
foreign folklore ensemble at folklore festivals
or cultural events in the Czech Republic. We warmly

a wonderful time while getting to know our traditions.

A partir du 1er Mai La République Tchèque est devenue partie intégrale de l´Union Européenne. Seulement peu entre les états en Europe pourraient se
vanter d´une gamme aussi variée d´héritage culturel
matériel et spirituel. L´Association folklorique de la
République tchèque fonctionne comme une organisation des danseurs, des chanteurs et des musiciens
qui sont associés dans les groupes de danses et de
chants populaires. Le secrétariat siège à Prague, 24,
Senovážné nám.
L´Association compte 395 groupes folkloriques, c´est-à-dire presque 13.500
membres. 17 unités régionales
collaborant avec elle, dressent
une carte riche de régions ethnographiques de tout le pays.

L´Association

La Confédération Nationale des Groupes
Folkloriques Français rassemble 10000 membres répartis en 10 fédérations. Par ailleurs,
chaque année la confédération réalise des
stages de formation pour l’encadrement de
ses groupes et tient ses assises nationales
dont les 2 derniers thèmes ont été «le feu»
et «le mariage». Cette année, le thème choisi
est «le petit patrimoine religieux».
Il faut noter que les jeunes (16-25 ans) ont
tenu un colloque qui a obtenu un vif succès et
ces mêmes jeunes travaillent à la préparation
d’un DVD relatant l’ensemble des traditions
des divers terroirs.

folklore groups and maintains national panels
whose two last subjects were “The Fire” and
“The Marriage”. This year, the chosen subject
is “The Small Religious Patrimony”. It is important to mention that the youth (16 to 25 years)
organized a lecture, which was very successful, and they are also preparing a DVD connecting traditions from diverse territories.

• We organized the
4th National Youth Folklore Dance Festival in Pápa
which is held every second year. During the 3-day
event there were 26 groups and almost 850 young
dancers. A 6-member jury evaluated the stage performances and it gave useful advices for the further

• In June 2004 we organized in Sárospatak the National Qualifying Competition within the framework of
the National Stage Presentation of Folklore Dancers,
primarily intended for the folklore dance ensembles of
the Eastern region, but we have received as well two
groups of Hungarian
origin from Slovakia.
The
qualifying
regulation
has
stipulated very strict
rules for the performances on stage 30
minutes long. The 5member jury evaluated the groups by
giving them points.
According to this
score,
„qualified”
or „excellent qualified” degree was
achieved by the
groups. 16 ensembles took part in this event with
about 650 persons.
5 ensembles of them reached the „excellent qualified” degree.
• We have financed 3 folklore music publications and
2 CD-s.
• Every year our groups participate in the biggest
folklore celebration in the European Union
called „Européade”.
• We regularly organize foreign visits and exchanges
of our folklore ensembles.

In 2003-2004 my association participated in numerous activities all over the Cyprus on different
occasions, but especially in my town Limassol in cooperation with the Mayor. We take part in local wine
festivals, Malthusian festival or Cyprian festival and
many others. I also organize many children shows in
different places all over Cyprus. We also take part in
“Amitex” festival in Malta in cooperation with my friend
Tony Theuma who unfortunately died last month. We
participate in that festival together with many countries
every year. The atmosphere is very nice there, accompanied by a big parade in Valletta, visit of the president
and a competition.

En 2003-2004 mon association a participé dans
plusieurs activités en Cyprée pendent les occasions
différents, mais surtout dans mon ville Limassol avec
la coopération du Maire. Nous avons participé dans les
festivals locaux du vine, Malthusien festival ou Cyprien
festival et beaucoup d´autres. Moi, j´ai aussi organisé
des show d´enfants dans les différents endroits à
Cypre. Nous avons aussi participé dans “Amitex”
festival à Malta avec la coopération avec mon ami
Tony Theuma qui est mort malheureusement le mois
dernier. Nous y avons participé avec beaucoup d´autre
pays chaque année. L´atmosphère y est magnifique,
accompagné par une grande parade à Valletta, visite
du président et la compétition.
HISTORY OF DIONYSOS
People founded Dionysos, the Cultural & Dancing
Group of Limassol, in the town of Limassol in August
1991 to develop the strong and genuine interest in
the cultural tradition of the island. The desire of the
group’s founders was to preserve and spread the
folkloric wealth of the island of Cyprus, by putting the
emphasis on the traditional dances of Cyprus and
wider Hellenic dominion.
Until today, the group maintains the same tasks
amongst which are teaching to young people the
Greek and Cypriot folklore dances, the support and
promotion of cultural activities, the organizing of different expert seminars of the Cypriot folklore art and
tradition and the support every event in the framework
of the group’s tasks.
Today, DIONYSOS is a well-organized group of over
80 dancers, who – under the supervision of the wellknown instructors Andreas and Michalis Lanitis – have
the ability to perform a wide range of folklore dances
from the entire Greek dominion. This group is followed
by many others with hundreds of keen dancers of all
ages (from the age of 6 as the Group runs its own
Dance School) and all of them are being brought-up
to learn and respect the visions, customs and moral
values of Cyprus.
The group performed several presentations
overseas, having appeared in Europe, America and
the Middle East. As an indication, we may refer to
countries like Italy, Greece, Switzerland, Germany,
France, Belgium, China, Malta, Portugal, Belarus,
Romania, Austria and Sardinia etc.
The group is active in Cyprus as well; it participates
in festivals, symposiums, TV programs and in fact
in every event promoting the Cypriot traditions to
Cypriots and foreigners. During the First Pan Cyprian
Competition of Folklore Dances, which took place in
Nicosia in 1999, DIONYSOS gained the first prizes in
all dance categories, specially:
1st Prize in the Category of Best Dance Group
1st Prize in the Category of Most Traditional Dance
Group
1st Prize in the Category of Group with the Most
Traditional Costumes
1st Prize in the Category of Best Dancer
In the International folklore festival and competition
that took place in Malta (March 2002) at the AMITEX
(Air Malta Trade Exhibition), we have won 2nd prize
in traditional dancing, 3rd prize in traditional costumes
and 3rd prize in traditional singing competition.

Dionysos – le groupe de danse et culture de Limassil
a été fondé dans la ville de Limassol en Août 1991 par
le peuple de l´intérêt fort et véritable dans la culture
traditionnelle de l´île. Le désire des fondateurs du
groupe avait de préserver et diffuser le folklore de l´île
de Cypres, par soulignant les danses traditionnels de
Cypres et de plus vide région Hellénique.
Jusqu´au présent, le groupe maintient les mêmes
objectifs dans lesquelles les plus importants sont
apprendre les jeunes des danses grecques et Cypriote
folklorique, le support et la promotion des activités
culturels, l´organisation des différents séminaires
d´experts de l´art et traditions folkloriques Cypriote et
le support de chaque événement dans le cadre visions
de groupes.
Aujourd´hui, DIONYSOS est une groupe de plus
de 80 danseurs très bien organisé, qui – sous la
surveillance de bien connus instructeurs Andreas et
Michalis Lanitis – a la capacité de performer le range
large de danses folkloriques de tout dominion Grec. Ce
groupe est suivi par beaucoup d´autres groupes avec
centaines de danseurs enthousiastes de tout les age
(de l´age de 6 ans comme le groupe dirige son école
de danse) et tous apprennent de respecter les visions,
coutumes et valeurs morales de Cypre.
Le groupe présente plusieurs présentations à
l´étranger, en Europe, Amérique et Proche-Orient,
par exemple Italie, Grèce, Suisse, Allemagne,
France, Belgique, China, Malta, Portugal, Biélorussie,
Romania, Autriche, Sardine etc.
Le groupe est aussi active en Cypre, il participe
dans les festivals, symposiums, TV programmes et
dans chaque événement pour propager les traditions
de Cypre pour les Cypriotes et mêmes les étrangers.
Pendant la premier Pan Cyprien Compétition de Danses Folkloriques qui a été organisé en Nicosie en
1999, DIONYSOS a gagné le premier prix dans tous
les catégories, notamment:

L´Introduction:
(a) Uganda est comblé de la multiplicité de l´art folklorique estimable, de musique, de danse, de poésie,
de costumes, de mythologies, de l´histoires et d´autre
matériaux folkloriques qui expriment le gloire de nos
ancestraux. Ils symbolise la situation de nos sociétés.
Tout les formes d´art existant et attractives reflètent la
situation de valeurs, normes, attitudes, intérêts et habilités de gens. Il y a beaucoup de subjectifs éducatifs
pour les jeunes qui sont très créatives, expressives
and représentatives.
(b) Il y a une menace claire venant du monde étrangers qui grandit de l´export des valeurs sociales dans
les pays en voie de développement. Pour cette raison,
il y a une besoin urgent de planifier, diriger et défendre
la préservation, le recherche, les études, le développement, la documentation et la transmission de ces
gloires folkloriques.
(c) Le temps est a point pour l´Uganda de développer l´industrie de l´art local qui peut créer les matériaux relevants et réduire l´érosion de nos formes
d´art; musique, danse et d´autres formes de l´arts qui
ont provoqué la perte de l´appréciation de notre art
folklorique.
Introduction:
(a) Uganda is endowed with a multiplicity of high
value folklore Art materials including music, dance,
poetry, dressing, mythologies, stories and other folklore that express the glories of our ancestors. They
symbolize the livelihood of our societies. All the exiting and attractive art forms reflect the great wealth of
social values, norms, attitudes, interests and skills of
the peoples. They are full of educative subjects for the
young people, which are highly creative, expressive
and representative of our very ancestry.
(b) There is a clear threat from the foreign world
arising from the export of social values to developing
countries. Therefore, there is an urgent need to plan
for, direct and advocate for the preservation, research
into, study, development, documentation and transmission of these folklore glories.
(c) The time is ripe for Uganda to develop a local Arts
industry, which can produce relevant entertainment
materials and reduce the erosion of our art forms;
music, dance and other arts, which has led to lack of
appreciation of our folk Arts despite their intrinsic worth
and what they express of society.

Project justification
A great majority of Uganda’s population are rural,
illiterate folks, so the use of well developed and well
transmitted folklore / arts is of vital importance, in dealing with social, political and economic, mobilization
and educational issues. It is not a secret that Uganda
is richly endowed with culture, but equally true is the
fact that this culture is dying fast, in fact with the passing of every generation, goes our heritage in bits. Reasons for this phenomenon are many and some of the
most obvious include; the invasion of the western culture from all angles, in this modem world. The cultural
invasion impact is further aggravated by the fact that
in many cases our folklore is not recorded such that
when the artists die, they die with those endowments,
and so as generations go by, our folklore; music,
dance and other folk arts face progressively increasing dilution and eventual disappearance. The other
problem lies in the fact that though there are many
performing groups, their nature does not enable them
to contribute funds for the funding of the NGO though
they look forward to benefiting from the existence and
services of a strong institution. It is on grounds such as
these that a need was strongly felt for establishing an
organization like this.
La justification du projet
La majorité de la population de l´Uganda sont illettrés, c´est pourquoi l´usage de l´art folklorique bien
développé et transmit est d´une grande importance
pour les problèmes sociales, politiques, économiques,
la mobilisation et l´éducation. Ce n´est pas un secret
que Uganda est comblé par la culture riche, mais c´est
aussi vrai que cette culture est très rapidement morte;
avec toutes les génération notre héritage part morceaux par morceaux. Il y a beaucoup de raisons pour
ce phénomène et ce-lui le plus évident est l´invasion
de la culture de l´ouest. L´invasion culturelles est encore aggravé par le fait que dans beaucoup de cas
notre folklore n´est pas enregistré et c´est pourquoi
comme les générations partent, notre folklore, musique, danse et d´autre formes de l´art folkloriques
affrontent la dilution et la disparition éventuel augmenté. D´autre problème, c´est le fait que bien que
leur caractère ne leurs permet pas de contribuer les
charges pour le financement de ONG, ils cherchent
les bénéfices de l´existence et services de l´institution
efficace. C´est pourquoi il y a une forte besoin d´établir
une organisation comme ce- elle là.
Les buts et les objectifs
(a) d´unifier les pratiquants du folklore et forger les
voies de développement, diffusion et la propagation
du folklore sans adultération sans fondement.
(b) plaider pour la recherche, les études, la documentation et le développement du folklore comme la
musique, danse, poésie pour la postérité.
(c) l´utilisation ultérieur du folklore en négociant avec
les problèmes sociales, politiques et économique de
développement.
(d) encourager les artistes folkloriques de développer et exposer leurs talents dans le monde.
(e) plaider pour l´unité national par l´appréciation
multiculturelle et cross cultural de l´art folkloriques.
(f) organiser régulièrement les événements et festivals folkloriques productives, constructives et éducatives pour les gens.

of developing, disseminating and popularizing the folk
arts without unreasonable adulteration.
(b) To advocate for research into, study, documentation and development of the Folk Art Forms like music,
dance, poetry and others for posterity.
(c) To further the use of Art forms in dealing with social, political and economic development issues.
(d) To encourage folk artistes to develop and expose
their talents to the world community.
(e) Advocate for National Unity by furthering multicultural and cross-cultural appreciation of the folk art
forms.
(f) To organize regular, productive, constructive and
educative folk entertainment for the masses through
organization of festivals

Fortifier le réseau des troupes de musique folkloriques et ouvrer le secrétariat national pour le Conseil
National des Folkloristes de Uganda (NACOFU) d´ou
tous les activités seront coordonner. C´est à dire
l´ouverture de l´office à Kampala qui sera le lieu de
contact pour le Conseil International pour la Musique
traditionnelle (ICTM) – Comité National de Uganda.
Les programmes seront coordonner de cet office et
implémenter dans le pays pour promouvoir le développement du folklore et de développer la société.
Overall purpose of the project
To invigorate the network of musical arts troupes
and open up a national secretariat for National Council
of Folklorists of Uganda (NACOFU) from where all its
activities will be co-coordinated. This will involve setting up a head office in Kampala and will also be the
Physical contact place for the International Council for
Traditional Music, -ICTM Uganda National Committee.
It is from this office that programs will be coordinated
I and implemented throughout the country to promote
the development of folk Art and subsequently develop
society.

Les Critères
L´Implémentation de ce projet inclus la fondation
de l´office principal à Kampala. Il y aura un studio
d´enregistrement modern insonore qui sera équipé
avec les appareils appropriés. Le personnels exigé
sera engagés. Le travail du projet sera implémenté par
une série de rencontres, workshops, entraînements,
provision de l´assistance nécessaire dans la forme
des instruments et costumes et enregistrement. Campagne d´information continuera et les avertissements
serons utilisé dans les media; radio, TV et journaux.
Criteria
Implementation of this project will include setting up
and equipping the head office in Kampala. Attached
to it will be a modern sound proofed audio studio,
which will be equipped with relevant state-of-the art
machines. The required staff will then be sought and
recruited. Then through a series of meetings, workshops, training, provision of necessary assistance in
form of instruments and costumes and subsidized recordings, the work of the project will be implemented.
Continuous awareness and marketing through the
mass media; radio, TV and newspaper adverts programs will be greatly used.

Jusqu´au présent il y avait aucune effort national de
préserver, faire des recherches, documenter, étudier,
développer et transmettre ceux trésors qui peuvent
jouer plus grande rôle dans le développement du pays
par la mobilisation, communication et l´éducation parce que la grande majorité de la population d´Uganda
et comblé de illettrés. Ce projet va aussi improuver la
vie de 26 pratiquants du folklore comme il vont bénéficié de l´enregistrement et la vente de leurs travails
dans le monde et de les rendre accessibles pour tout
le monde.
Background to Folklore activities in Uganda:
Up to now there has not been any concerted National effort to preserve, research into, document, study,
develop and transmit these treasures that they can
play a greater role in the development of the country
as dependable vehicles of social change through mobilization, communication and education since a great
majority of the Ugandan population is composed of
simple illiterate rural folks. This project will also lead
to improvement o the lives of the Folklore 26 practitioners, as they will benefit from recording and selling
their works to the world community and hence make
them available for who ever wants them.

l´art folkloriques de l´ Uganda.
Les objectifs spécifiques du projet sont :
– de louer une office pour la organisation à Kampala
comme la centrale. Ca sera aussi le lieu de contact
pour le Conseil International pour la Musique traditionnelle (ICTM) – Comité National de Uganda
– de construire un studio modern audio insonore
pour que la qualité de notre enregistrement est garanti
et vendable. D´offrir le entraînement de performances
et planification pour engager la qualité de la productions pour 80 groupes, chacune pour une mois par
l´année.
– d´organiser les séminaires et workshops hebdomadaires pour renforcer les troupes de la musique et
de danse dans 54 départements qui s´inscris dans
le réseau national. Ce sera une domaine principale
pour les musicologiques et les autres scholarques qui

Mission
To further the study, research into and documentation, practice, development and transmission of traditional music, dance and other folklore and art forms of
Uganda.
Specific objectives of the project are:
– To rent an office for the institution in Kampala as
headquarters. This will also be the physical contact for
the International Council for Traditional Music (ICTM)
- Uganda National Committee.
– To construct a modem soundproof audio studio so
that the quality of our recordings is guaranteed and
marketable. To offer training in performance and
planning thus enhancing quality of productions for 80
groups each for one month for one year.
– To carry out sensitization seminars and workshops
in order to strengthen the music and dance troupes in
the 54 districts that subscribe to the National network,
each for weeks. These will be a major research ground
for musicologists and other scholars and act as trainers of the musical arts for schools. Facilitating groups

Expected outputs
By the end of the project, the following are expected
being accomplished.
– An office will have been set for the organization
(NACOFU).
– The office operation system will have been finished
with operational manuals.

2 blocks training sessions.
– People in the 54 districts of Uganda will have been
sensitized on group formation and its benefits.
– About 50 groups will have benefited by getting
each:
(1) A full set of costumes & instruments.
(2) Some of their music professionally recorded at
subsidized rates by NACOFU to enable them to take
off, as they will be sold to the public by the troupes and
at the NACOFU office.
– A strong united and Helpful Folklorists Council will
have been formed.
– A well established non-profit, NGO to meet aspirations of its members and sympathizers will have been
established.
– There will be more participation by the Troupes
funding the activities of NACOFU and the Uganda
Government will be easier to convince for funding the
NACOFU budget.
