" " .. L/1014/Add.17 Page 2 Norwegian Fuel Import Corporation was dissolved during 1959 and the import of soal and coke was taken over by private firms. II. Reason and Purpose for Introducing and Maintaining the State- Trading Enterprise A. The State Grain Corporation The Corporation was introduced and is maintained to secure the country's supplies of grain and flour and to support Norwegian production of grain by various means, for example through price support, by supporting building projects for drying grain, by securing the supply of grain for sowing etc. The Corporation is obliged by law to maintain stocks of grain for one year's consumption in case of emergency. B. The Wine Monopoly The Monopoly was introduced and is maintained for social and fiscal reasons and to neutralize private interest in the trade of wine and spirits. It carries out its business in such a manner that the promotion of temperance is not hindered. C. The State FishingEquipment Corporation The Corporation was introduced to secure sufficient supplies of equipment at reasonable and stable prices for the fisheries. Their vulnerability to changing prices and their dependence on the weather makes it necessary for the Government to secure stable prices for the equipment over longer periods. In Norway the individual fisherman usually owns or is part-owner of the equipment be uses. The cost of purchasing and maintaining it is thus of paramount importance to him. D. Norwegian Medical Import Centre The Centre was established for social reasons and to secure and exercise control over the supply of pharmaceutical products and drugs, especially in emergencies. The Centre came into operation on the 1 November 1957. III. Description of A. The State Grain the Functioning of the State-Trading Enterprise Corporation The functioning ofthis Corporation has been described in earlier notification. It can be summarized as follows: As the exports from Norway are insignificant the Corporation deals mainly with imports. Products,the sale of which is the exclusive right of the Corporation cannot be exported without permission of the competent ministry. (Export of herring meal is carried out by private exporters.) The quantities to be imported are determined by demand. Long-term contracts are entered into when commercial considerations so require. L/1014/Add.17 Page 3 B. The Wine Monopoly The Monopoly has exclusive right to the import, the export and the retail sale of spirits, and the import and retail sale of wine. It may allow private personas to import for their own consumption. Statistics of private Imports are not available, but they constitute about 1 per cent of the total. Only the monopoly produces spirits in Norway. Fruit wine is produced by private firms. The consumption of Norwegian fruit wine is in the order of 5 per cent of the total wine consumption. Production, sale and export of beer is in private hands, while the importation of beer is reserved for the Monopoly. The quantities and qualities imported by the Monopoly are determined by public demand. Apart from duty on imported spirits and wines, there is a tax of 74 per cent on the retail sale price on all spirits, 55 per cent on strong wines and 40 per cent on wines with low alcoholic contents. The Monopoly operates as an independent trader according to general rules drawn up by the Government. The practice of the Monopoly is mainly to purchase on short-term contracts. C. The State Fishing Equipment Corporation The Corporation only deals with imports. It sells to manufacturers of equipment, wholesalers and repair shops. It may be mentioned that the greater part of the raw materials and semi- manufactures used for the production of fishing equipment is imported. Production and exports are handled by private enterprises. The Corporation may give permission for private traders to import fishing equipment. The quantities to be imported are determined by demand. The Corporation operates according to usual business practices and does not favour Norwegian industry. D. Norwegian Medical Import Centre In principle the Centre has the exclusive right to the importation of pharmaceutical products and drugs and to the sale of these products to dispensing chemists. At present preparations destined for technical or scientific use, for use in plant protection or for other non-medical purposes are excepted. In addition persons or firms manufacturing pharmaceutical products or drugs may freely import or export materials used in the manufacture of such products, except narcotics. The latter are solely imported by the Centre. manufacturers are free to export. Private L/1014/Add. 17 Page 4 The quantities imported by the Centre are determined by demand. The sale price of raw materials and pharmaceutical products and drugs to the dispensing chemists is based on the cost price to the Centre with a certain mark-up. There is no difference in the calculation of the mark-up between domestic and imported products. Norwegian raw materials form only a small part of the products manufactured in Norway. Long-term contracts have in certain cases been negotiated for the supply of raw materials after offers have been submitted by several suppliers including suppliers from abroad. IV. Statistical Information See Annex I. The Medical Import Centre came into operation on 1 November 1957. The figures for 1956 and the greater part of 1957 in the statistics refer therefore to private imports. Only for 1958 do the figures refer to imports by the Centre and also during the latter year some imports of pharmaceutical products were in the hands of private importers. V.
