I.
WELCOME
Dear participants,
Welcome to the 17th edition of the OiLibya Rally of Morocco.
For the 5th consecutive year, the OiLibya Rally of Morocco 2016, is honored with the High
Patronage of His Majesty the King Mohammed VI.
On behalf of NPO Events entire team, the FRMSA, the FRMM, the FIA and the FIM, we thank
all the participants, attendants, journalists, volunteers, Officials and partners for their trust and
their support, especially OiLibya, the Official Partner of the rally, and also the Moroccan
authorities for their contribution to the organization of the rally.
The OiLibya Rally of Morocco is Africa’s greatest Rally-Raid of the year, in terms of quantity and
quality. It meets the expectations of the participants regardless their level or motivation, by
keeping its basics; professionalism and friendliness.
This international event is the final stage of the FIM World Championships and FIA Cross
Country Rallies. It will welcome in this beautiful country over 300 competitors and 1 000
participants of all levels from all over the world.
This Event is the result of a welded organization team of nearly 150 members, who are and will
be mobilized to carry out this Rally and make it unforgettable.
The OiLibya Rally of Morocco gathers professionals, but not only. It had also many amateurs of
2 or 4 Wheels, in all the categories. Bike, Atv, SSV, Truck or Car, competitors attend the Rally
to learn or to perfect their piloting.
Thanks to the Amateurs Challenge NPO Events, and a dedicated journalist reporter, they will be
in the spotlight of this new edition.
This year competitors are expected in our partner city, the White City of Agadir, for a departure
close to the Atlantic Ocean.
After 5 days of fierce battles on 2 000 kms of the route, including a stage in total autonomy that
leads to a stay night in camping, the Rally will end up in Erfoud where all the stars of the
discipline and finishers of the OiLibya Rally of Morocco will be rewarded.

We recommend you to print and read these important documents before the OiLibya Rally of
Morocco.
V.
ACCESS AND PLANS OF THE RALLY
The official hotels of the Rally are: the ANEZI hotel in AGADIR and the EL ATI hotel in
ERFOUD.
1) NPO EVENTS RECEPTION
NPO EVENTS team is available from September 27th at the ANEZI hotel in AGADIR to October
04th in the evening, then at the bivouac from October 04th to October 05th, and finally at the EL
ATI in ERFOUD from the October 04th to the October 08th in the morning. Competitors
department and officials are at your disposal from Friday, 30th September to Friday 07th
October in these same places.
Please check frequently billboards at the official hotel the rally.
2) ACCESS TO THE RALLY
Access to the rally is restricted to persons wearing an identification bracelet of the OiLibya Rally
of Morocco 2016 (competitors, service team, organizer, Officials, press, accompanying, VIP)
and vehicles officially registered in possession of official stickers of the OiLibya Rally of Morocco
2016 affixed in accordance with the marking plan of NPO EVENTS. Any offense would lead to
the disqualification of the competitor and the team.
As a reminder, it is strictly forbidden for any vehicle (media, accompanying, service, others ...),
to go on the track and to follow the stage to execute any action in direct connection with the
Rally (photo shoots, videos, service,…). Any vehicle identified by an official or member of the

organization will be linked to the corresponding pilot or crew, which will be subject to a penalty
up to exclusion, ruled by the College or Jury or Director of the Event.

3) SERVICE PARK
The Service Park is mandatory for any mechanical intervention.
Refer to the Supplementary Regulations of the Rally for all information on this subject.
Each competitor will be assigned to a reserved area of a dimension corresponding to the entries
formally declared and paid.
The space for everyone in the service parc was defined according to the dimensions
provided by each participant, without this information the organization has defined an
area corresponding to the vehicles involved.
The plan of the service park in Agadir and Erfoud will be communicate later by display.
4) REFUELING
Refueling in Agadir and Erfoud will be permitted only in the refueling zone and not in the service
park. Contact the organization for Team who ordered the Avgas for the provision of barrels.

Details about the location of the service park will be available on check billboards at the official hotel of
the rally, and members of the organization will beavailable for any information.
Remember to use environmental carpet for refueling and for any mechanical intervention.
For your waste and wastes oils, PIZZORNO, our patner for several years, provides bins and barels in the
service park. PLEASE use it !

VI.

ADMINISTRATIVE CHECKS AND SCRUTINEERING
Administrative checks will be held on Friday, 30th September (only for NPO Academy) and
Saturday, 01st October at the ANEZI hotel in AGADIR in a dedicated room. Scrutineering
will be held at the Place Al Amal. You must show up at the time indicated on your notification
that will be sent in September 2016.
During the administrative checks, all the teams must have entirely paid their
registrations. Otherwise, vehicles registered in the race will not start the race.

TIPS ON THE ACCESS TO CHECKS :
- Please park your vehicle on the parking dedicated for this purpose where the
scrutineering will take place. If you are service or an accompanying, please park
outside the scrutineering’s place.
- Go on foot to the administratives checks in the ANEZI hotel – « polyvalente » room
- Once you have finished your administrative checks, go back to your vehicle to stick it, go
on to the GPS/Sentinel/Tracking control and finihed with the scrutineering.
- Once your scrutineering completed, go to the service park.

VII.
BIVOUAC ACCESS
Tuesday, October 4th and Thursday, October 5th are the days in full autonomy.
Tuesday, October 4th a bivouac will be set up exclusively for competitors. All the other
attendants will go straight to Erfoud. No external help will be allowed.
No one will be allowed to leave this bivouac (at risk of sportive penalties)
At the arrival of the stage, competitors will have to park their vehicles in a specific park defined
by the organization. Vehicles will not be allowed to go out until the next day’s departure.
Carpets will be available for bikes and quads in the entrance of the park.
Service is allowed only between competitors still in race. No testing is allowed.
The organization and a service provider will set a living space with tents for 4 persons –
equipped with beds, a catering area and toilets.
A great adventure for competitors reminding them of former times Rally Raid!
Refuelling for the following day stage will occur during the liaison in a place defined by the
organization and which will be announced before the stage.

IX.
CODE OF BEHAVIOR
During the OiLibya Rally of Morocco 2016, each competitor commits himself to:
• Formally register any person and vehicle that will travel with them in the rally whatever
its function and to pay the registration fees.
• Upon honor, to present valid documents (passport, ID card, insurance of vehicle,
...) in compliance with the Moroccan laws and the regulations of the rallye.
• Drive exclusively the vehicle that he registered or choose by the organization.
• Report any equipment producing images and anyone on your team in charge of this
function. This person must be accredited by the Npo Events Press Department and to
have paid the rights related to this activity during the rally.
• Respect the regulation and do not engage any approach that could be interpreted as an
offense.
• Be respectful to all participants in the rally and particularly the members of the
organization as well as the residents of the country welcoming the rally.
• Respect carefully the supplementary regulations of the OILIBYA RALLY OF MOROCCO
2016 and any guidelines given by an official or member of the organization.
• Drive carefully and respect of the driving rules (in particular speed limits, priority rules,
overtaking rules, City driving behavior). Always keep in mind the road and traffic
condition in Morocco: At night, many pedestrians, cavaliers or moped riders without any
light can surprise me.
• Estimatendriving time, by taking into consideration the road quality, traffic jam, break
time.
• Buckle up while driving or not. On the front seat as well as in the back seat.
• Do not drink alcoholic beverage, nether take narcotic or any other medicines which could
result on drowsiness. Make sure that no prohibited substance enters his body. The
competitor accepts a check if necessary.
• Strap with precaution your materials onboard and on the roof of your vehicles
Take in account that:
• Access to the rally is restricted to persons wearing an identification bracelet of the OiLibya
Rally of Morocco 2016 (concurrent, assistant, organizing, press, accompanying, VIP, raider)
and vehicles officially engaged.
• Moroccan law strictly prohibits any use of drones or equivalent systems of all kinds, on
Moroccan territory. People provide and use such equipment in Morocco, are punishable
by fine and imprisonment, whatever their use. It is therefore forbidden for all
participants in the rally (Concurrents, Accompanying, Assistance, Press, VIP,
Organization ...) to bring this type of material for the event. Anyone bringing this
material to Morocco, thereby achieving an illegal action, will cause his immediate
exclusion from the event as well as the Team concerned. NPO Events disclaims all
liability.
Know and accept that:
• The OiLibya Rally of Morocco 2016 organized by NPO EVENTS is a promotional operation
with a reputation they can benefit from.
• On this basis, NPO EVENT holds all the rights necessary for the production and transmission,
all the means and media, world-wide of images and sound relating to this event.
• In order to permit the widest possible promotion of the OILIBYA RALLYE OF MOROCCO
2016, any persons taking part in the OILIBYA RALLY OF MOROCCO 2016 for any reason,
acknowledge and agree that their participation in the competition grants to the organizers and
assignees the irrevocable right to reproduce and display, without any compensation

whatsoever, their name, likeness, voice, biography and history, and more generally, their
sports performance in connection with the OILIBYA RALLY OF MOROCCO 2016.
X.
USEFULL INFORMATION
1) CATERING
As part of the reservation of the accommodation with NPO Events, catering begins at dinner on
Friday, september 30th until breakfast on Saturday, October 8th.
Are exclusively included :
• BREAKFASTS
They will be served in your respective hotels (In Agadir and Erfoud)
BREAKFAST SCHEDULE : 1 hour before the departure of the fisrt bike until 9 :00 am.

dinners from 30/09 to 03/10 in your respective hotels in Agadir

Anyone wishing to access to the dinner of the Rally need to wear its identification bracelet as
well as to posses the corresponding meal ticket. DINNERS at the hotels of the Rally will
exclusively be served on presentation of your hotel bracelet in Agadir, and on presentation of
your meal ticket in Erfoud.
2) WATER DISTRIBUTION DURING THE RALLY
Thank to our partner and official supplier “LES EAUX D’OULMES”, mineral water will be
delivered for free to the competitors of the OiLibya Rally of Morocco, within the limit of available
stock.
Water delivery to competitors in priority –
• AGADIR : park of the hotel of the organization - Anezi
- 01/10 from 07:00 am to 11:30 pm then from 01:00 pm to 07:00 pm
- 02/10 from 08:30 am to 12:00 pm then from 05:00 pm to 08:30 pm
- 03/10 from 05:00 pm to 08:30 pm
• BIVOUAC
• ERFOUD : park of the hotel of the organization – El Ati
- 05/10 from 05:00 pm to 08:30 pm
- 06/10 from 05:00 pm to 08:30 pm
Reminder: Water is vital, the delivery will be for the competitors in priority and then by a
thoughtful allocation to the other actors of the Rally.

3) SHUTTLES
Shuttles of the organization will do rotations between the service park and hotels booked for the
Rally. These shuttles will be strictly reserved for persons enrolled in the Rally. The schedules
will be posted at the hotel ANEZI-AGADIR.
4) RALLY’S TIME
MOROCCAN’S TIME = GMT+1 / Example : 02:00 PM in France = 01:00 PM in Morocco
5) MOROCCAN CURRENCY
Do not forget to bring Moroccans dirhams in order to pay for your expenses once in Morocco.
1 USD= 9,8 Moroccans Dirhams. Neither convertible, nor exportable money.
1 MAD = 0,10 USD
LOOK OUT: The credit card is not accepted in all the fuel station on the liaison. Don’t forget to
change your money (possible at the hotel reception).
6) ALCOHOL
Under Moroccan law, excessive consumption of drinks with alcohol and consumption of drugs
are severely punished.

XI.
TYPICAL DAY OF THE RALLY

All mechanics except refueling or washing have to be done into the Service Park at Zagora and
Agadir (see Supplementary Regulation).
For the 2016 route, there is no service area in selective sectors.
The service Itinerary will be delivered to the CH Liaison, each morning at the start time of
the assisted competitor.
05:00 p.m:
- Road-Book delivery for the next race day to the competitor department in the hotel of the
organization.
- Distribution of the WP table and Timing of the next day stage.
07:30 p.m to 10:00 p.m: Dinner
08:30 p.m: Don’t miss the MANDATORY Briefing! (organization hotel).
- Results of the day, advice/instructions of the organizer for the next day.
- Getting the GPS CODE to enter in the GPS for the stage of the day
- Getting the map of the special stage
- Check the billboard to record your start time of the next day, also available on the
NPO Live.
For all informations : NPO EVENTS team, Competitor department and officials competitors
relations Car and Bike are at your disposal.
For all medical aspects: medical staff is available at the MEDICAL CENTER
For all problems with navigation or safety system: see ERTF or MARLINK
SOS / OK CARD :
Each pilot and each crews taking part in the race receive a SOS / OK card that he will keep
along the Rally. This card has to be shown to the organization to signify his status if asked.
When the competitor is stopped and the helicopter shows up, as the signs with the hand are
subjected to interpretation, the competitor must show the SOS face of the
card for an intervention request, or the OK face to signify that he is fine.
XII.
MARKING PLAN OF VEHICLES
Officials stickers of the Rally are mandatory.
All vehicles of the participants of the Rally: Concurrents, Assistance, Press,
VIP, Accompanying… must have stickers affixed according to the mentioned
marking plan.
We remind you that the stickering of all vehicles must be checked by an official of the Rally.
In case of damage during the rally, please get in touch with the NPO Events Competitors
department.
You will receive your stickers during the administratives checks.
Any failure or non-compliance of these plans may result in penalties sports

XIII. SAFETY EQUIPMENTS
All the vehicles taking part of the race must be equipped with the following safety and navigation
equipments:
- GPS Unik II system with sentinel
- Irritrack / E-Track System
You will receive your safety and navigation equipments during the administrative checks. You
must have prepared the supports, wiring and antenna of this equipments.
This material will be set up to pass the scruteeniring, and will be controlled by the technician.

Automatic Alert Function
Iritrack sent automatically an alert to the Rally HQ in the
2 cases below :
Violent impact (decelerometer) followed by a stop of 3
minutes
Abnormal inclination (inclinometer) followed by a stop
of 3 minutes
Attention : if your motorcycle has suffered a severe fall, or you car / truck has rolled, the Iritrack may stop
working, as the aerials may become disconnected or ripped out. If this happens, and only in this case, launch your
distress beacon, if you are victim or witness to an accident.

NOTE:
Any presence of journalists, media agencies photos or image production, must be reported to
the organization. For all filming requests, whatever the use, you have to contact the NPO
Events press service. Any violation will result SYSTEMATICALLY in a penalty, financial
part of the pilot, crew or team concerned, and may extend to expulsion.

2) AN OSTHEOPATH SERVICE
M. Hubert SOURNIES will be present to the OiLibya Rally of Morocco 2015 in order to take

3) TYRES SERVICE
Since many years, HUG-S Tyres offers a pneumatic service all along the Rally.
This year, MICHELIN is the official pneumatic supplier of the OiLibya Rally of Morocco.
You can order your tires at attractive prices now, they will be delivered and gathered on site. All
HUG’S team will be present on the Service Park of the Rally to set up, prepare, adjust and
advise participants about tires. A full range will be offered : 4x4, Bike, Quad, SSV, bad track,
hard ground, sand or mud ... until bib mousse to the most extreme profiles.

XV. FOLLOW THE RALLY
If you need video shooting of your participation to the Rally, Don’t hesitate to

TELEVISIONS
The rally will be diffused on 120 Channel TV in the world and especially in France with dayily
broadcast of 12 minutes on AB MOTEURS and after the rally TV. In Morocco the 4st main
Channels will broadcast images of the rally daily.
The WEB TV NPO will be daily display all pictures of OiLibya Rally of Morocco 2016. Every
participant of the rally, can benefit to a mediacover on the TV (available from website
www.npo.fr).

The « live info » : The race hour by hour from 03rd to 07th October 2016.
« Race live»: Follow up of each competitors at each check point, and then at the end of each
stage, the results of each competitors by category (stage and scratch classification).
The "day stage” : will inform all the details of the day stage; the description of the road, the
sum up of the race, the interviews of the pilots and the press release.
The rankings of departure times will be published each evening on NPO Live.
NEWSLETTER of the rally:
During the race, every evening, you will receive directly an email with the summary of the race
and the links towards photos, day videos. Join the newsletter of the rally on www.npo.fr.

XVII. DESCRIPTION OF THE ROUTE
SS0 :
A short warm-up. Fast, sinuous and narrow, this Supertage could reserved surprises in the first
classification.
Stage 1 :
Two selective sections on that stage 1. Direction south, starting along the coast on winding,
sandy track. Then the track becomes narrower and sometimes stony. Some village crossings
and then again a fast track until the finish.
A part with a fixed time between the two selective sections. And, the second stage will take
place on narrower tracks with many changes of directions.
Stage 2 :
Cap East for this stage in complete autonomy! A first time on the OiLibya Rally of Morocco. Fast
tracks in valleys surrounded by mountains. Many oueds crossings to join the chott that will take
competitors to the dunes for the first crossings. Then many fast parallel tracks that lead to the
bivouac near the dunes.
Stage 3 :
After a night in the middle of the desert, starting in little tricky dunes, then fast tracks the
sometimes rocky towards the valley. After, this step is an alternation of sand-covered passes
and fast tracks in a site made by cult film 007 Spectre.
Stage 4 :
This stage of the Rally OiLibya of Morocco, is the longest of the rally. All the typical fields of
Morocco will be the program of the day. Fast, sinuous tracks, oued, crossing dunes, fesh-fesh,
sand-covered passes... All the ingredientsare here for a spectacular and decisive stage for the
final victory. Driver and navigator must be attentive all day long!
Stage 5 :
Lots of navigation at the program of this last step of OiLibya Rally of Morocco. This special fifth
start with varied tracks to a first parts of dunes. Then the competitors will find more fast track
and an oued where it the exit shouldn't be easy. The last kilometers of the special will be
through the dunes to the finish lane.
