UE-Canada: vers une coopération renforcée dans les
domaines de l’enseignement supérieur, de la
formation et de la jeunesse
Moins d’une année après la signature d’un nouvel accord de huit ans entre
l’Union européenne et le Canada dans le domaine de l’enseignement
supérieur, de la formation professionnelle et de la jeunesse1, la Commission
européenne et les autorités canadiennes lancent, à partir d’octobre 2007,
onze nouveaux projets de coopération transatlantique. Le financement de
ces projets triennaux vise à établir des programmes d’études communs et
des plans de mobilité pour 650 étudiants et membres du corps enseignant
européens et canadiens. La Commission européenne a investi 1,4 million
d’euros pour la partie européenne du consortium, et le gouvernement
canadien égalera cette mise au nom des partenaires transatlantiques.
Ján Figel', le commissaire européen à l’éducation, à la formation, à la culture et à la
jeunesse, explique: «Ces projets sont le fruit de notre collaboration avec nos
partenaires canadiens. Ils illustrent bien les bénéfices que l’on peut tirer de ce genre
de coopération éducationnelle: des systèmes éducatifs plus ouverts et compétitifs,
mais aussi une meilleure compréhension mutuelle entre nos peuples.»
Cette année, la Commission européenne finance onze nouveaux projets axés sur
les étudiants. La contribution des autorités canadiennes égalera la somme investie
par la Commission européenne (1,4 million d’euros). Tous ces projets relèvent de
partenariats transatlantiques entre au moins quatre établissements
d’enseignement supérieur et/ou organismes de formation professionnelle
(deux établissements européens et deux canadiens au minimum). Tous impliquent
des échanges transatlantiques d’étudiants dans le cadre de programmes
d’études/de formation élaborés conjointement et étayés par les dispositions requises
en matière de reconnaissance mutuelle des unités de valeur, par une préparation
linguistique et culturelle adéquate et par les services et infrastructures nécessaires.
Les projets s’étaleront sur trois ans, avec pour objectif la mise en place de
programmes d’études communs et de formules de mobilité pour 650 étudiants et
membres du corps enseignant européens et canadiens. Ils couvriront un grand
nombre de domaines décisifs et innovants, tels que la chimie moléculaire, la
bioénergie, la robotique multi-agents, la gestion de la sûreté et de la sécurité, les
sciences et technologies alimentaires. Deux de ces projets se concentrent sur les
petites et moyennes entreprises et une initiative porte sur le développement des
possibilités de formation et d'emploi pour les personnes handicapées.

Les propositions de projets de cette année ont été examinées par des experts
indépendants en Europe et au Canada suivant des lignes directrices définies d’un
commun accord. Au total, les onze projets sélectionnés associent 30
universités/établissements de formation européens de quinze États membres2
et 31 universités/établissements de formation canadiens de neuf provinces3. Les
États membres les plus représentés dans ces consortiums sont la France (cinq
établissements), le Royaume-Uni (quatre établissements), l’Allemagne et l’Irlande
(chacun trois établissements participants).4
Depuis le lancement du programme en 1995, quelque 280 établissements
européens et canadiens ont participé à 42 projets communs. Jusqu’à présent,
plus de 3 000 étudiants ont effectué une période d’études en Europe ou au Canada
dans le cadre de cette mobilité transatlantique.
Le programme UE-Canada est géré conjointement par l'Agence exécutive
«Éducation, audiovisuel et culture», au nom de la Commission européenne, et par le
ministère canadien des ressources humaines et du développement social (RHDSC),
en collaboration avec le ministère canadien des affaires étrangères et du commerce
international.

Project Summary: This project combines both a longer programme of study (transcontinental–
student mobility for 40 Canadian and 40 European students) as well as the short intensive
programme. This programme will have at its centre a global framework for defining and working within
the disabilities field. Project deliverables are two fold: student centred and institutional. Institutional
deliverables will include an internationally developed internship credit course available to each host
institution for continuation after the life of the project. This will include a manual and resource
package.

The EU-Canada Conflict Analysis And Resolution Program: A Cross-Cultural,
Transdisciplinary Experiment In Peace-Making and Peace-Building
Project Summary: Future leaders in a wide variety of fields must have strong conflict-resolution,
peace-building, and negotiating skills to deal with the frequent disputes that arise within and among
families, communities, businesses, nations, and governments. This interdisciplinary project will
overcome distance and culture to assist student participants (18 per region; 36 in total) in jointly
developing the ability to understand and analyze various types of conflict and to create promising
strategies for resolving them.

Project Summary: The study programme is in the area of food science and technology. Students
will have the opportunity to travel to an international country for a full semester and receive education
that will be accredited toward their diploma/degree at their home institution. They will register for a full
semester (4 months) of courses and he taught in a whole new perspective in addition to being
immersed in a new culture. Graduate students in the partner institutions will have the opportunity to
conduct research at an international institution in a food-related area. Depending on their research
goals and objectives, their stay could run from a few weeks to 4 months. A work term/placement
component will also be included in this project. International work placements with industry will be
available for duration of up to 4 months.

Project Summary: the expansion of Strategic Markets in Canada and the EU project has been
established to develop business graduates who have a cross-cultural understanding of the

Control and Coordination of Multi-Agent Robotic Systems

Project Summary: Two Canadian and two EU universities have decided that they make joint
efforts to set up a student centred international collaboration related to the control and
coordination of multi-agent systems. Based on the similar research and educational profile of the
participants with specialization in the field of robotics and multiagent systems, a student
exchange programme helps the students to take part in a common educational training related to
a new branch of robotics and to implement common multi-agent system such as robot soccer
and robot hockey team. Since credit recognition is mutually possible, the project offers mobility
for 32 students during the 3 academic years which is sufficient to form an EU-Canada team for
popular international student competitions in the field of robotics.

Managing our Forests for Bioenergy

Project Summary: The use of forest biomass for bioenergy fuel is gaining importance in Europe
and Canada. Awareness of the potential impact of increased harvest levels of forest biomass and
research into its effects on forest ecosystem function is needed. This project will create an
opportunity for forest resource management programs at participating post secondary institutions
in Canada and Europe to improve their programs and to disseminate information on the use of
forest biomass for the production of energy and/or biofuels. The project will allow for the mobility
of 70 Canadian and 50 European students during the term of the consortia and will establish
long-term, collaborative relationships between partner institutions in Canada, Hungary and Italy.

INTERPARSE: International Trade Education in Partnership with Small
and Medium Sized Enterprises
Project Summary: This project will provide international trade education by incorporating
import/export projects into the business curriculum. Local firms will participate and students in
Canada and Europe will work together to import and export goods and services. Sixty students
will move between Canada and Europe, but several hundred more will have rich international
experiences as mixed teams of Canadian and European students on both sides of the Atlantic
