3-Month Certificate Course on Personality Development
and Communication Skill
IASLIC organizes a 3-Month Certificate Course on “Personality
Development and Communication Skill” in association with State
Productivity Council-West Bengal from 15 February 2012. The
classes will be held at the SPC-WB Auditorium, 9, Syed Amir Ali
Avenue, Kolkata – 700 017 on Mondays, Wednesdays and Fridays
at 6.30 to 8.30 P.M.
The Course aims to create, develop, enrich the personalities,
mindsets, attitudes and communication skill, the essential requirements
for making the individuals capable, effective and employable.

An Appeal to the Members

Third Zonal Committee Meeting of Sixth Zone
The Third. Zonal Committee meeting of 6th Zone of
IASLIC took place at IASLIC Lecture Hall, Kolkata on
19th November, 2011. The meeting was presided over by
Dr. J. N. Satpathi, the President of the Association. At
the outset the members observed silence in memory of
Bidhan Chandra Biswas, who Was a Sr. Lecturer, DLIS,
Kalyani University and a life-member of IASLIC. Prof. Arjun
Dasgupta, Convener of the meeting, highlighted the areas
which were discussed during the last meeting of the
Committee on 25 September, 2010. He also pointed out
some of the burning problems which the Association had
been facing at the moment and requested the members to
give their observations and opinions on these issues.
The meeting was actively participated by twenty two
(22) members who gave their views and opinions on
several important matters. Some of the broad areas which
were under discussion included, Manpower Development,
Degradation of Professional Status, Revision of the
IASL1C Constitution, Introduction of New Courses,
Updating IASLIC Websites, Infrastructural Development,
Need for Accrediating LIS Courses etc.
All divisional secretaries brought into limelight the
problems & prospects of their divisions. The present
position of ILSA and its problem in collecting the abstracts
of articles from previous seminar volumes were pointed
but by Prof. J. K. Sarkhel, the editor of ILSA. Dr. V. K.
Thomas, editor of Newsletter, requested all to send news
items for Newsletter on time. He also agreed to include
the item ‘Research in Progress’ in it. The change of the
title of IASLIC Bulletin was also discussed in the meeting.
Mr. S.B. Banerjee discussed on the possibility of starting
a Fellowship Programme and proposed to have a one
day Seminar with all professional bodies. Prof. K. P.
Majumder suggested for the Amendment of IASLIC
Constitution and the Award Rules of the Association. Sri
Haren Basu discussed on the courses conducted by
IASLIC. Dr. Arun Chakrabarty spoke on the Serial
Division’s activity along with the problems he faced while
arranging conference papers. Sri Pradip Sarkar stated
about the position of the IASLIC library. Dr. Nitai
Raychowdhury spoke on Study Circle meetings. All the
Joint Secretaries actively participated in the discussion.
Sri Salil Chandra Khan spoke on various issues including
Publication Cell and suggested to bring out Technical
Series from IASLIC. Sri G.C. Basak spoke on the office
administration and Sri Prananbananda Jana suggested
to update membership List. Dr. Jayati Ghosh stated about
the status of present day librarians & Sri Sajal Kanti
Goswami elaborately discussed on the Financial position
of IASLIC, its sources of income and increase of
membership.

Sri Abhijit Kumar highlighted the manpower-problem
and stressed on the motivation of staff members working
here.
Prof. P. K. Panigrahi, General Secretary gave various
suggestions for the improvement of the association and
discussed on the present position of IASLIC Website.
Dr. J. N. Satpathi, the President of the Association,
while summing up the discussions, highlighted the present
position of the profession including policy of the
Government in connection with the overall library
development.
At the end Prof. P. K. Panigrahi proposed the vote of
thanks to all the members of the Association who attended
the meeting.

WORKSHOPS
Workshop on Open Access to Academic
Knowledge
The Indian Institute of Science (IISc) and the Centre
for Internet and Society have organized a workshop on
Open Access to Academic Knowledge at the National
Centre for Science Information (NCSI), Bangalore on 2
November 2011. The workshop started with an introductory
presentation by Dr. Francis Jayakanth of the NCSI
followed by an interactive discussion of Open Access:
Issues and Ideas.
Conference on Digital Library Management
Challenges
The ACCMAN Institute of Management, Greater Noida
has organized a one- day National Conference on Digital
Library Management Challenges on 19 November 2011.
The Conference was inaugurated by Dr. K. P. Singh, I.T
Department, Banaras Hindu University (BHU) who
emphasized on the need of Digital Library and its present
role. Prof. Arun Singh, Chairman of ACCMAN Institute
presided over the function and Prof. D. S. Narban, Director,
ACCMAN Institute of Management complimented Library
Science for its contribution to the era of digital technology.
More than 200 LIS professionals and other dignitaries
from various universities/institutions participated in the
programme and shared their experiences.
Best Librarian Award was given away to Dr. C. K.
Sharma (T.M.U), and Best Paper Presentation Award to
Dr. (Ms) Shiva Kanaujia Shukla, Mohd. Musthafa K. and
Ms. Shalini (Chandigarh). The event was technically
supported by Library Professionals Association (LPA).

Seminar and SATKAL Annual
A Seminar on Future of Libraries was organized in
connection with the 12th Annual Function of the Satinder
Kaur Ramdev Memorial Trust for Advancement of
Librarianship (SATKAL) on 27 August 2011 at the Indira
Gandhi National Centre for the Arts (IGNCA), New Delhi.
Mrs. Shailaja Chandra, Chairperson of Delhi Public Library
Board (DPLB) inaugurated the seminar and Prof. Jagtar
Singh, Head, DLIS, Punjabi University, Patiala and
President of SATKAL, introduced the Trust, its objectives,
and activities to the audience. Two sessions of the seminar
were devoted to panel discussions on Future of Libraries:
Road Ahead and Innovative Library Services in Digital
Era. The seminar –cum- annual function was attended
by over 150 delegates.
Five awards, namely SATKAL Lifetime Achievement
Award, SATKAL National Librarian Award, SATKAL
Woman Librarian Award, SATKAL Young Librarian Award,
and SATKAL School Librarian Award were presented
respectively to Dr Jagdish Arora, Director, INFLIBNET
Centre; Prof. I.V. Malhan, Dean, School of Mathematics,
Computers and Information Sciences, Central University
of Himachal Pradesh, Dharamsala; Dr Mrs. Pradeepa
Wijetunge, Librarian, Peradaniya University, Sri Lanka;
Dr. K.P. Singh, DLIS, University of Delhi; and Mr. Harish
Kumar, Librarian, Delhi Public School, Amritsar.

International Conference on Trends in
Knowledge and Information Dynamics
The Documentation Research and Training Centre
(DRTC) of Indian Statistical Institute (ISI) is scheduled to
organize an international conference on Trends in
Knowledge and Information Dynamics at NIMHANS,
Bangalore during 10-13 July 2012. This event is being
organized as part of the DRTC Golden Jubilee
Celebrations (Founded in 1962 by S. R. Ranganathan).
The tutorial on Cloud Computing and exhibitions hosted
by reputed organizations/companies to showcase their
products and services at ICTK are expected to serve as
additional attraction to the Conference
The Conference calls for papers (extended abstracts)
on a wide range of themes and sub-themes to be

The Central Library of Dr. Mahalingam College of
Engineering and Technology (MCET), Pollachi (Tamil

National Library Week Celebration at KLNCIT
The LIS Department of K. L. N. College of Information
Technology (KLNCIT), Madurai celebrated National Library
Week and Library Awareness Programme during 14 - 21
November 2011.
Professor N. Ayyanathan (MCA Director, KLNCIT)
welcomed the gathering; Dr. J. S. Gnanasekaran
(Principal) delivered the presidential address. The
programme was enlightened by many other dignitaries
like Dr. T. K. Mahendrababu, Dr. M. Sachithanantham,
Dr. L. R. Govardanan, Prof. A. Srimurugan, Mr. A. G.
Ganesan (librarian. KLNCIT), and others. On this occasion,
resource persons from DLIS of Madurai Kamaraj University
delivered speeches on the theme.
Conference on Academic Libraries in the
Electronic Era
Refresher Course in LIS
SNDT Women’s University Library will be organising
a State- level Conference on Academic Libraries in the
Electronic Era (ALEE-2012) at the University campus,
Mumbai during 17-18 January 2012. The theme of the
Conference is Electronic Resource Development and
Access in Academic Libraries.
The UGC Academic Staff College (UGC-ASC) of
Gujarat University, Ahmedabad has scheduled a
Refresher Course in Library & Information Science on the
theme on Challenges and Opportunities in Post
Modernization of Libraries to be held at the University
campus during 9 - 29 January 2012.

National Student Convention
The Bharati Vidyapeeth’s Institute of Computer
Applications and Management (BVICAM), New Delhi
jointly with the IEEE Computer Society (Delhi Section),
Institution of Electronics & Telecommunication Engineers
(IETE, Delhi Centre), ISTE Delhi Section, CSI Region-I,
Guru Gobind Singh Indraprastha University, and Shridhar
University will be organizing the 5th National Student
Convention (NSC-2012) on Computing for Nation
Development that will be held at the BVICAM campus on
25 February 2012. This mega event aims to create

courage and enthusiasm among students and the budding
researchers. Thus the NSC-2012 platform intends to
promote the emerging technologies in digital world as well
as professionalism among the students towards innovation
for national development.
The one-day convention will host a series of
competitions among the students (ongoing or recently
completed, including researchers) on many events viz.,
paper/project presentation contest, quiz contest, website
designing contest, programming contest, LAN gaming,
e-Tambola, brainstorming, collage making, face painting,
group-dance, antakshari, etc. The Convention has invited
participation from students from any field of knowledge,
and also calls for submission of research papers/ project
proposals on or before 15 January 2012.

ISC-2011: First International Science Congress
The International Science Congress Association is
scheduled to organize the first International Science
Congress (ISC-2011) to be held at Maharaja Ranjit Singh
College of Professional Sciences, Indore (MP) during 2425 December 2011. The theme of the Conference is
Sciences and Technology for Sustainable
Development. There will be twenty sections like
information technology, social sciences, and science and
journalism.

Reader Privacy Act imposed in California
A bill has been signed by California Governor Jerry
Brown to form into a law known as the Reader Privacy
Act of 2011, which will extend privacy protections currently
in place for library records to book purchases, including
e-books. The bill was backed by the American Civil
Liberties Union of California (ACLU) and the Electronic
Frontier Foundation (EFF), as well as Google, TechNet,
and the Consumer Federation of California. Earlier it was
completely inadequate in protecting individual’s privacy
for purchasing the books, especially for online acquisition
of electronic books. The Act will require government
agencies to obtain a court order before they access
customer records from book stores or online retailers,
and will be effective officially from 1 January 2012.
Now, any potential subscriber may be free to buy books
without fear of government intrusion. Notably the
Americans were questioned about whether they had read
Marx or Lenin; however, the FBI has sought information
from more than 200 libraries in lieu of September 11 attack.
Without such privacy protections Act; reading records can
be easily targeted, as reading choices reveal intimate facts
about individual’s lives - from one’s political and religious
beliefs to one’s health concerns. Therefore, the bill could
be able to take a careful balance for protecting readers’
privacy in digital era and supports innovation.
Digital Archive of Vietnam War Documents
The Vietnam Center and Archive at Texas Tech
University (VNCA) has mooted a strenuous effort over 20
years to collect, preserve, and make accessible the
documentary history of the Vietnam War; to encourage
research and promote a greater understanding of the
peoples and cultures of Southeast Asia.
Practically the National Archives houses the official
records of the war; the VNCA holds the personal records
viz. letters, photographs, audiotapes, artifacts, posters,
etc. The archive currently holds over 2300 individual
archival collections comprising approximately 250 small
collections donated by military veterans, government
officials, nurses, family members and other social activists
as well as contemporary scholars. Since initiating an oral
history project in 1999, the archive has collected over
800 interviews with veterans and others involved in the war.
However, the VNCA launched a digitization project
about ten years ago and the Archive currently contains
over 5,00,000 digital items totaling 3.3 million pages, all
indexed and full-text searchable. Anyone interested to

IGNOU introduces Post Graduate Diploma in
e-Learning
The Indira Gandhi National Open University (IGNOU)
will offer an Online Post Graduate Diploma in E-Learning
(PGDEL) from January 2012. This one-year programme
will impart intensive online training to develop e-Learning
professionals. Any graduate (in any discipline) will be
eligible to apply but preference shall be given to higher
degree holders for admission. One has to complete the
courses within a maximum of 2 years.
The PGDEL is being organized by the Staff Training
and Research Institute of Distance Education (STRIDE)
of IGNOU, New Delhi keeping in view development of
human resource capabilities in planning, designing,
developing, implementing, and evaluating e-Learning
programmes. Programme fee is Rs. 15,000. For more

World Scientific launches New Online Platform
The World Scientific Publishing (www.
worldscientific.com) is launching a new enhanced online
platform from early 2012. The new platform will include a

suite of new tools for librarians to generate useful reports,
and the platform will have COUNTER compliant usage
statistics of subscribed journals and e-books holdings.
This intelligent platform will facilitate to cross-product
searching and allow users to follow up Citation Searching.
The registered users can also employ the alert function
to notify them of any new content pertaining to their saved
keyword of interest. In fact, an Online Ready section to
cater to immediate publication needs is available in the
current platform; so that researchers will be able to access
individual articles as and when they are being published,
without having to wait for the entire issue to be made
available online.
2011 Global e-Book Survey from ebrary
The ebrary revealed a surprise finding from its 2011
Global e-Book Survey of more than 6500 college students.
A comparison of the new survey with the same survey
conducted in 2008 implies that aggregators, publishers,
and librarians need to better collaborate to address
students’ information and research needs. The ebrary
press release summarized the key findings as – the
preference for printed books over electronic books has
not changed and are equally important; e-Book usage
has not increased significantly in 2011 over the last eBook survey done in 2008; there is a need for reliable
social media tools geared toward research. The report in
brief was presented in the Charleston Conference on 4
November 2011; however, the full report will be published
in early 2012.
e-Library of Ancient Manuscripts
More than 2000 rare manuscripts and books (dating
back around 1200 years) under the custody of
Ahmedabad’s Lalbhai Dalpatbhai Institute of Indology, are
available in digitized format. The collection also holds a
1000 year old treatise on interpretation of dreams, namely
the Swapna Pradipt. This prestigious project involving
digitization of ancient books on religion, language, culture,
history, astrology, astronomy took three years to complete
involving an approximate cost of Rs. 40 lakh.
Perhaps this is the first institute in the country to
digitize such rare books and manuscripts on a large scale.
Scholars from various countries such as US, Japan, China
and Germany visit the Library to meet their information
requirements.
12th Five Year Plan to focus on Quality in Higher
Education
The Human Resource Development (HRD) ministry has
decided to focus on the quality of higher education instead
of increasing numbers in the 12th Five Year Plan.
Incidentally, during the 11th Five Year Plan (2007-2012)
the government opened 51 public funded higher education
institutions including eight new IITs and seven IIIMs. The

Government will also be allocating more funds to support
high quality research in educational institutions and
incentives to have more Ph.D. holders.
The proposal, agreed by the ministry, will soon be
submitted for approval of the Planning Commission.
However, major area of concern for the ministry is the
acute faculty shortage that ranges from 30-40% in IITs,
up to 30% in IIMs and 50% in the University systems.
The 12th plan will add four new IITs, fourteen innovation
universities, and 374 model colleges that are already
announced in the 11th Plan.
CJO launches Article Rental Service
Cambridge Journals Online (CJO), a division of
Cambridge University Press (CUP), UK, has announced
the article rental scheme that allows a single article
(academic/research) to be made available over 24 hours
period at a significantly lower price. CJO publishes over
280 peer-reviewed academic journals across a wide
spread of subject areas, many of which are the leading
academic publications in their fields. Now, the cost of
accessing research cannot be a barrier for individuals or
libraries having their stringent budget to subscribe leading
academic publications.
By this improvised rental scheme, users will now be
able to read a single article online for up to 24 hours paying
only $5.99. It amounts to a saving of up to 86% compared
to the cost of purchasing the article. This new service will
provide a link to the reader via e-mail after successful
registration and payment for an article, through which they
can access the article in PDF format (read-only) as often
as they wish during the subsequent 24 hours, but not
downloaded, printed, or copied.
36th Kolkata Book Fair
The 36th Kolkata Book Fair will be held from 25 January
to 5 February 2012. Focal theme and guest of honour of
this year is “Italy”. The Fair would also facilitate meeting
among the authors, publishers, book sellers, and social
commons.
Gulbarga Univ. Library / INFLIBNET Centre
Dr. R. B. Gaddagimath (Librarian, Gulbarga University)
and his associates on behalf of the Gulbarga University
Library have received eINDIA Jury Award 2011 for the Best
ICT Enabled University Library under Academic Institutions
category; announced at the 7th eINDIA-2011 conference
held at Gandhinagar (Gujarat) during 14-16 December
2011.
INFLIBNET Centre, Govt. of India, has also received
the award in the same event.
OCLC releases FAST as Linked Data
The Faceted Application of Subject Terminology
(FAST), a faceted subject heading schema derived from
the Library of Congress Subject Headings (LCSH), is now

available as an experimental Linked Data service through
http://id.worldcat.org/fast/. Linked Data is an approach
for publishing data on the Web that enhances its utility
by making references more consistently across domains.
The FAST authority file is designed to make the rich LCSH
vocabulary available as a post-coordinate system in a
Web environment. FAST incorporates links to
corresponding LCSH authorities.
This service is made available under the Open Data

Tug-of-war on Lending e-Books: Publishers vs
Libraries
An open battle continues between the publishers and
libraries on lending e-Books. In one side, the publishers
are claiming that unlimited lending of e-books is not a
sustainable business model for them, often leading to a
decrease in royalties for both the publishers and the
writers. The NY Times further states that To keep their
overall revenue from taking a hit from lost sales to
individuals, publishers need to reintroduce more
inconvenience for the borrower or raise the price for the
library purchaser. Thus publishers would like to limit the
number of readings to 26 before a book license must be
renewed.
In other side, the libraries are happy that e-Books are
luring people back to libraries, bringing with them
desperately needed additional funding. e-Book sale is
steadily increasing over the years and the libraries are
introducing more capable e-readers. Borrowing a printed
book from the library imposes an inconvenience upon its
patrons. One such is that you have to walk or drive to the
library, then walk or drive back to return it. E-lending is
not without some friction. Software ensures that only one
patron can read an e-book copy at a time, and people
who see a long waiting list for a certain title may decide
to buy it instead.
HarperCollins is the one major publisher that has taken
the step of changing the traditional arrangements with
libraries. Beginning last March, it stopped selling e-books
to libraries for unlimited use, which it had been doing since
2001. Instead, it began licensing use of each e-book copy
for a maximum of 26 loans. This affects only the most
popular titles and has no practical effect on others. After
the limit is reached, the library can repurchase access
rights at a lower cost than the original price. The move
was prompted continuing sell of e-books, would lead to
increase the sales as well as royalties paid to authors.
Thus libraries are unhappy because they think the 26
loans are too low.

Prof. Jagtar Singh and Dr. H. P. S. Kalra
Prof. Jagtar Singh and Dr. H.P.S. Kalra, both of DLIS,
Punjabi University, Patiala, have been appointed
respectively President and Public Relations Officer of
Satinder Kaur Memorial Trust for Advancement of
Librarianship (SATKAL).
Dr. H. P. S. Kalra, has taken over as Head of DLIS,
Punjabi University with effect from 1 November 2011.
Dr. S. G. Mahajan
Dr. Mahajan published two books (in Marathi) viz.
Pune Shaharatil Vastusangrahalaya Pushpa1: Since
Museums and Pushpa2: Social Scinces Museums on the
occasion of his 80th birthday on 9 October 2011.. He has,
thus, published more than 80 books, either authored or
edited.
