EN The Covenant of Mayors – in a nutshell Through the Covenant of Mayors, over 6,000 signatory cities have now committed to implementing Sustainable Energy Action Plans (SEAPs), leveraging a unique, standard reporting framework with no equals in Europe. As shown by the figures on the right, the collective – and voluntary – commitment of signatory cities has already exceeded the EU target, as the first SEAPs analyzed by the European Commission Joint Research Centre show an average 25% CO2 reduction objective by 2020! Through the active involvement of provinces, regions and other players supporting cities in their efforts, the Covenant has managed to mobilize all stakeholders around a common objective, standing out as an unprecedented model of multi-level governance in Europe. Constant growth of signatories and the impressive results achieved hitherto contribute to make it a key political instrument to deliver the EU climate and energy objectives from the bottom-up. “Mayors are really the ones holding the key to success for this [Europe 2020] strategy. Many of them have therefore voluntarily enrolled their city into the “EU Covenant of Mayors”, and municipal teams are now implementing detailed low-carbon action plans across Europe.” Günther Oettinger, EU Energy Commissioner The Covenant of Mayors Office is managed by a consortium of experienced city networks, led by Energy Cities and composed of Climate Alliance, CEMR, EUROCITIES and FEDARENE.
