FOR A FOREIGN POLICY THAT AIMS AT ENDING THE OCCUPATION OF THE PALESTINIAN TERRITORIES
OCCUPIED SINCE 1967
We the undersigned have watched in horror the death and large-scale destruction affecting the Palestinians in the
territories occupied by Israel since 1967, and the violence suffered by Israeli civilians in return. We believe that Canada
can play a very important role in the resolution of this conflict.
Canada's Middle East policy is explicitly based, among others, on the following principles : "Canada does not recognize
permanent Israeli control over the territories occupied in 1967 (the Golan Heights, the West Bank, East Jerusalem and
the Gaza Strip) and opposes all unilateral actions intended to predetermine the outcome of negotiations, including the
establishment of settlements in the territories and unilateral moves to annex East Jerusalem and the Golan Heights.
Canada considers such actions to be contrary to international law and unproductive for the peace process." (Ministry of

We consider the Israeli military occupation to be the fundamental cause of the present crisis in Palestine. The end of the
occupation is a vital pre-condition for ending the cycle of violence that claims victims on both sides (very unequal
numbers of victims, it must be stressed) and for establishing peace. The Oslo process was based on the principle of
"land for peace", which signified that Israel would withdraw from the territories occupied in 1967 (22% of historic
Palestine) and would keep the territory it had occupied since 1948 (the 78% of historic Palestine which is recognized, de
facto, by the international community as the Israeli state).
The great majority of Palestinians have accepted this historic compromise and the majority of the Palestinian political
forces have declared themselves ready to recognize Israel within the territories taken in 1948 and to guarantee its
security in these territories. All this in exchange, of course, for the Israeli withdrawal from the 22% of historic Palestine
that became occupied territories in 1967, territories in which the Israeli policies of occupation and annexation have never
been approved by the international community.
Nevertheless, since the start of the negotiations in 1993 within the framework of the Oslo Accords, Israel has intensified
its control of the territories. The number of Jewish settlers in the territories has doubled and new housing units have been
constructed for the exclusive use of Jews, and this on Palestinian land. Israeli control of the part of Palestine seized in
1967 is greater today than it was at the start of the Oslo negotiations.
Renewed negotiations must have a clear goal: to end the occupation of all territories occupied in 1967, rather than
exercise pressure on the Palestinians to force them to recognize the occupation of their territory as legitimate. This
demand is supported by more and more groups and individuals, including many in Israel and in the Jewish Diaspora.
Therefore, we call on the Government of Canada to do the following :
- To respect its own policy of not recognizing of Israeli control of the territories occupied in 1967 and to explicitly call on

Israel to withdraw from the occupied territories. Consequently, to orient its diplomatic efforts toward the goal of ending the
occupation of all the territories occupied by Israel in 1967, rather than pressure the Palestinians to accept Israeli control
over strategic parts of these territories.
- To resist pressure from the Israeli and American governments and from pressure groups in Canada that are attempting
to exempt Israel from respecting International Law and the resolutions of the UN.
- To pressure Israel to end its violence against the Palestinians and to support the sending of an UN force to protect the
civilian population until the full withdrawal of Israeli military forces.
We are long past the time for equivocating and playing with words. The negotiations must focus unswervingly on the end
of the occupation and the complete withdrawal of the Israeli army from all occupied land. The Canadian position must be
explicit on this point and must stop serving the Israeli occupation by supporting a process that has not lead to a just and
lasting peace.

Nous vous écrivons au nom d'une large coalition d'institutions et d'associations du Québec qui voudraient vous
rencontrer de toute urgence pour vous exprimer des préoccupations et des demandes très précises concernant la
politique étrangère canadienne au Proche-Orient. Ces institutions représentent plusieurs centaines d'associations
locales et des dizaines de milliers de citoyens et de citoyennes, en plus des 2000 individus qui ont déjà directement
signifié leur appui à ces demandes par écrit et qui voudraient vous faire connaître leur opinion. Nous avons de bonnes
raisons de penser que la grande majorité des Canadiens et des Canadiennes appuient ces demandes, qui sont fondées
sur les grands principes de la politique officielle canadienne, mais qui devraient être mises de l'avant avec plus de
fermeté, en résistant aux pressions israéliennes et américaines.
La situation est extrêmement grave, et nous croyons que le Canada peut et doit jouer un rôle dans le dépassement de la
crise actuelle. Le Canada a pris certaines positions constructives que nous voulons appuyer et encourager, mais il a été
très ambigu sur d'autres, et il s'est abstenu de défendre ses propres principes dans ce conflit. Les politiques
américaines dans la région, politiques que le Canada appuie de façon non-critique, ont donné des résultats désastreux.
Si les puissances occidentales continuent sur cette trajectoire mal inspirée, il est fort à craindre que le conflit se
poursuivra pour des dizaines d'années encore et fera des dizaines de milliers de victimes. Il faut arrêter cela. Le conflit
dure depuis 1947, et la Cisjordanie et Gaza sont occupés depuis 35 ans. Les politiques occidentales d'appui à
l'occupation israélienne de ces territoires n'ont produit que mort et dévastation. L'antagonisme entre les parties a atteint
des points dangereux de non-retour et il faut bouger vite. La seule façon de s'en sortir est de revenir à la légalité
internationale comme base de règlement du conflit et non pas au rapport de force militaire brute.
Au nom des organismes mentionnés ci-bas, et au nom des nombreux signataires individuels qui nous appuient, nous
vous demandons donc une rencontre d'urgence pour pouvoir en discuter avec vous et vous exprimer nos points de vues
et nos demandes, qui sont ceux de la majorité de la population. 2
