Dominik Hübler
Herr Hübler ist Principal (Senior Consultant) bei NERA Economic Consulting in Berlin und
London. Er ist Mitglied der Praxisgruppe Infrastruktur (Energy, Environment and
Networks). Seine Themenschwerpunkte sind die regulatorische Beratung von
Unternehmen und Regulierungsbehörden, sowie der Politik. Zudem berät er regelmäßig
Investoren bei der Akquise von Infrastrukturanlagen (insbesondere im Bereich der
Energienetze und der erneuerbaren Energie) sowie Anwaltskanzleien zu ökonomischen
Fragen in ordentlichen Gerichts- und Schiedsverfahren.

Mr. Huebler is a Senior Consultant in NERA's Global Energy, Environment, and Network
Industries Practice working from NERA's Berlin and London offices. His work includes
regulatory and policy support to utilities, their regulators, and governments as well as
transaction support to potential acquirers of infrastructure assets and economic litigation
support to infrastructure companies and their lawyers.
In the area of regulatory and policy support, Mr. Huebler has advised regulated companies
from the energy, water, transport, and communications sectors on issues related to all
aspects of economic regulation, including unbundling, cost of capital estimation, tariff
setting, investment incentives, and risk assessments. A recent focus has been on
investment incentives for renewable energy generation and regulated energy networks.
In the area of transaction support, Mr. Huebler has advised industry and financial clients
looking to acquire energy and water networks, generation, and storage units as well as
airports. His work has focused on assessing regulatory and market (e.g., gas demand and
supply) risks as well as the economic prospects for the stability of renewable energy
support schemes. A recent focus has been on renewable energy assets power and gas
networks in different countries.
In the area of economic litigation support, Mr. Huebler has worked on cases including
long-term storage contracts as well as regulatory disputes heard before different arbitration
panels and ordinary courts. A recent project addressed changes in the European gas
markets and discount rate estimation for emerging markets.
Mr. Huebler joined NERA London full-time in 2008, having previously worked at NERA as
an intern. In 2011 he transferred from the London to the Berlin office and now splits his time.
He holds an MPhil in economics from the University of Oxford and an undergraduate
degree (first class honours) from the University of Cambridge.
