CISC Québec is taking an active part! The Coalition brings together many actors linked to the construction sector. Together they want an end to the unjustified increase in payment delays in construction. These delays are threatening the survival of businesses and result in a lessening of competition. The Coalition proposes measures to counter the scourge of late payments which must stop at the earliest. In recent months, an economic impact study was carried out by Raymond Chabot Grant Thornton (RCGT). It concludes that the impacts of late payments exceed a billion $. Produite par la Régie du bâtiment du Québec (RBQ), en étroite collaboration avec les experts de l’institut de recherche FPInnovations, cette publication s’inscrit dans la volonté gouvernementale de favoriser une utilisation équitable du bois dans la construction au Québec. Un bâtiment de construction massive en bois de 2 étages ou moins conçu et construit en respectant ces conditions est donc présumé atteindre les objectifs de la réglementation. Il n'est pas requis d'acheminer une demande de mesures différentes ou équivalentes à la RBQ. Échéance des lignes directrices : Lorsque le Code permettra la construction d'un bâtiment massif en bois de 2 étages ou moins, les lignes directrices ne seront plus valides. Selon L’ICCA, ce Guide n'est pas reconnu par le Code national du bâtiment (CNB) et FPInnovations n'est pas un organisme d’élaboration de normes accrédité par le Conseil canadien des normes. De plus, la construction de bâtiments en bois lamellé-croisé (CLT) et de bâtiments en bois de grande hauteur n’est pas reconnue dans le Code national du bâtiment (CNB). La proposition d'incorporer des systèmes de bâtiments en CLT dans le CNB édition 2015 a été volontairement retirée par FPInnovations. Page7 Julien Arsenault La Presse Canadienne MANCHETTES ACIER de la région Québec Préparé par STEEL HEADLINES of the Quebec Region Août 2015 – August 2015 Hellen Christodoulou D'après l'Association canadienne du ciment (ACC) et l'Institut canadien de la construction en acier (ICCA), il ne s'agit que d'une décision politique visant à favoriser le secteur forestier en difficulté. «Nous avons investi des milliards de dollars dans l'innovation et nous n'avons pas vraiment reçu l'appui du gouvernement, a plaidé mercredi l'ingénieure et directrice régionale de l'ICCA au Québec, Hellen Christodoulou. Il n'y a pas eu de consultations avec les autres industries avant de prendre cette décision.» Lundi, le Québec est devenu la première province à encadrer l'utilisation du bois pour ériger des édifices de 12 étages ou moins lorsque le premier ministre Philippe Couillard a annoncé le lancement d'un guide produit par la Régie du bâtiment du Québec (RBQ) en collaboration avec l'institut de recherche FPInnovations. Auparavant, les modifications réglementaires apportées au Québec en 2010 permettaient les édifices en bois pouvant aller jusqu'à six étages, comme c'est actuellement le cas en Ontario et en Colombie-Britannique. Ailleurs au Canada, on permet le bois pour les immeubles de quatre étages et moins. L'ACC réplique en affirmant entre autres que l'ouvrage d'une soixantaine de pages n'est pas reconnu par le Code national du bâtiment et que FPInnovations n'est pas un organisme d'élaboration de normes accrédité par le Conseil canadien des normes. «Les Québécois méritent qu'un processus rigoureux soit suivi lors de l'élaboration de codes et de normes, affirme son vice-président, Michel Binette. Il faut éviter à tout prix que le gouvernement s'immisce dans le choix des matériaux.» Les deux organismes estiment également que la construction de bâtiments de bois lamellé-croisé et de bois en grande hauteur n'est pas reconnue dans le Code national du bâtiment, ce qui, à leur avis, compromet la sécurité du grand public. «Le Québec a peu d'expérience avec la construction de bâtiments en bois de six étages, avance le vice-président de l'ACC. Comment peut-on s'aventurer avec la construction de bâtiments de plus grande envergure?» Selon M. Binette, les édifices de grande hauteur en bois massif ne comportent pas d'avantages environnementaux significatifs compte tenu de leur cycle de vie. La directrice régionale de l'ICCA au Québec a également affirmé que l'organisme s'affaire actuellement à préparer des documents techniques afin d'appuyer ses arguments dans ce dossier. Page8 De son côté, Mme Christodoulou dit notamment avoir relevé des «faiblesses» en ce qui a trait à la protection contre le feu. À son avis, le gouvernement Couillard n'a pas «bien étudié» le dossier avant de modifier le cadre réglementaire. Elle affirme que les plaidoyers effectués par l'ICCA auprès du gouvernement du Québec sont «entrés d'un côté et sorti de l'autre». MANCHETTES ACIER de la région Québec Préparé par STEEL HEADLINES of the Quebec Region Août 2015 – August 2015 Hellen Christodoulou Informé des critiques de l'ACC et de l'ICCA, le Conseil canadien du bois (CBB) a estimé que les représentants des secteurs du ciment et de l'acier ne faisaient qu'alimenter les craintes. «Nous proposons une nouvelle avenue pour les constructeurs qui va leur gruger des parts de marché, alors il est normal de les voir s'opposer», a répliqué le président du CBB, Michael Giroux. Il affirme que les grandes structures ont recours au bois lamellé-croisé, un procédé bien différent de celui utilisé dans les édifices plus petits. Si le recours au bois est encore rare au Canada, la situation est bien différente ailleurs dans le monde, comme en Grande-Bretagne, en Norvège, en Autriche, en Australie, en Suisse ainsi qu'en Italie, a rappelé le président du CBB. «Ce n'est pas une révolution dans le monde, il s'agit seulement d'une première au Québec ainsi qu'au Canada», a dit M. Giroux. The Cement Association of Canada said Wednesday that the province's new guide for the construction of taller wood buildings is primarily aimed at supporting Canada's forest industry. "The government has a duty to protect the health of its citizens, not that of a particular industry," said association president Michael McSweeney. The association added that the use of cross-laminated timber building systems is no more environmentally friendly than other building systems already recognized in the code, when considering the full life cycle of a building. Hellen Christodoulou, Quebec regional director of Canadian Institute of Steel Construction, added that not enough research has been completed to ensure the safety of taller wooden buildings. "The government as not studied this well. It's just a political move and it's problematic," she said in an interview. Christodoulou added that the wood sector receives heavy subsidies not shared with the concrete and steel industries, which contribute substantially to the economy through taxes and jobs. Quebec Premier Philippe Couillard announced Monday that the province is the first in Canada to allow wood construction in taller buildings. Rule changes in 2010 allowed wood to be used in buildings of up to five or six storeys. Ontario, Alberta and British Columbia allow wood-frame construction up to six storeys while other provinces limit them to four floors. The National Building Code, which provinces consult in developing their own rules, will update its 2015 code to permit wood buildings up to six stories. A review to go even higher is expected to be studied in 2020. Page10 The Canadian Wood Council called safety questions raised by the rival associations fear mongering. Previous research has shown that timber elements contribute to the fuel load in buildings and can increase the initial fire growth rate. This has the potential to overwhelm fire protection systems, which may result in more severe conditions for occupants, fire fighters, property and neighboring property. The contribution of timber elements to compartment fires needs to be quantified and compared against other buildings systems to assess the relative performance. The contribution of exposed timber to room fires should be quantified for the full fire duration using metrics such as charring rate, visibility, temperature and toxicity. This will allow a designer to quantify the contribution, validate design equations and develop preventing or delaying involvement in the fire (e.g. gypsum, thermal barrier) needs to be characterized. Research Goal: Quantify the contribution of Cross Laminated Timber (CLT) building elements (wall and/or floor‐ceiling assemblies) in compartment fires and evaluate the relative performance of CLT systems compared to other buildings systems commonly used in tall buildings. PROJECT SUMMARY Background: Recent architectural trends include the design and construction of increasingly tall buildings with structural components comprised of engineered wood referred to by names including; cross laminated timber (CLT), laminated veneer lumber (LVL), or glued laminated timber (Glulam). Research Goal: Quantify the contribution of Cross Laminated Timber (CLT) building elements (wall and/or floor‐ceiling assemblies) in compartment fires and evaluate the relative performance of CLT systems compared to other buildings systems commonly used in tall buildings. Project Tasks: Four tasks would be executed as follows. Task 1 ‐ Literature Review A literature review focusing on previous testing, exploring the contribution of exposed and encapsulated mass timber elements to room/compartment fires will be developed. The sources outlined in the Foundation Phase 1 Literature Survey will be analyzed and included. Task 2 – Develop Test plan Determining the performance of gypsum board‐encapsulated timber surfaces in a natural room/compartment fire is a primary part of this research project. Cross Laminated Timber (CLT) would be used and experiments would evaluate the following alternative configurations: A. All CLT surfaces exposed B. Partial encapsulation ‐ some exposed surfaces and some encapsulated surfaces C. Full encapsulation ‐ all CLT surfaces encapsulated with gypsum board to ensure no charring or charring cessation during full burnout. Test plan will be based on the gaps identified in the literature review. Fire tests would be conducted in unsprinklered compartments of not less than a 4 m x 4m footprint and not less than 2.4 m in height. Opening(s) would be provided in one wall to simulate a compartment of a tall large‐footprint building. In order to establish a baseline non‐combustible compartment performance, a steel frame compartment with similar combustible fuel load and content and ventilation conditions would be conducted. Additional test rooms would be constructed using CLT wall and ceiling‐floor assemblies. The main variables in the tests would be a) the amount and location of exposed CLT on the wall and Page12 The purpose of the tests would be to evaluate and quantify the extent of any contribution of the CLT to the fire severity and provide data to allow comparison of the performance of CLT systems against similar steel‐framed baseline compartment structures. Modeling will be completed to support the choice of test parameters for the plan. The need for instrumentation of fire tests would be carefully analyzed to ensure complete data collection for these complex and quite unique fire tests. Criteria for terminating tests will also be defined, for example if lower temperatures were reached in the CLT structure, certain other temperatures were indicated, or heat release levels fell below thresholds. The Project Technical Panel will provide feedback on room configurations, and other test parameters, such as dimensions and size of ventilation openings, type and location of fuel loads, type of fuel load (real furnishings, wood cribs, combinations of both), the first item ignited, and the ignition source. Task 3 ‐ Implement the test plan The test plan developed in Task 2 will be implemented incorporating feedback from the Project Technical Panel. Fire dynamics including Heat Release Rate (HRR) will be measured through different types of thermal elements and by oxygen depletion techniques in a calorimeter. Visibility conditions and air toxicity in the fire compartment affecting safe egress would be measured. The single most important toxic combustion product of wood is CO, which would be measured in several locations during experimentation. Following fire exposure, charring depth will be measured at defined locations and used as input for computer simulations. Where possible and practicable, the fire tests should be conducted to represent a total burnout of the room furnishings and use a repeatable ignition scenario. Task 4 ‐ Analyze the data from the tests and initiate computer simulations All data from fire tests would be carefully analyzed to compare outcomes of CLT tests against baseline results to determine contribution from CLT to fire severity, including any changes in performance as a result of encapsulation of CLT. This new data would also be compared to earlier research information outlined in the literature survey. Results from tests will be used to verify computer simulations for compartment fire behavior. The computer model may then be used to predict the fire performance in a range of other similar compartments with protected and unprotected wood surfaces. Final Report Schedule: The final report will be available in July of 2017. Page13 A full report that includes all the findings of the four tasks would be developed. Recorded data would be made available in digital format for future use. A draft report would be delivered to the Project Technical Panel for review and comment 22 months following project initiation. A final report would be issued 24 months after project initiation. Implementation: This research program will be conducted under the auspices of the Fire Protection Research Foundation in accordance with Foundation Policies and will be guided by a Project Technical Panel who will provide input to the project, recommend contractor selection, review periodic reports of progress and research results, and review the final project report. Cette transaction permettra à Groupe Canam de poursuivre son objectif d’accroître et étendre son offre de produits et services à l’industrie de la construction. In addition to its knowhow in producing shop drawings, Dessin Cadmax’s talented team also has a high-level expertise in building information modeling (BIM) and business process management. This transaction will allow Canam Group to pursue its growth objectives and enhance its product and service offering in the construction industry.
